While the winter surge of thevirus hit us hard, we came out of it in a much better place as new cases and death rates are decreasing and theworld is opening up. You each played an important part in getting us to this point by following the CDC guidance andmost importantly getting vaccinated. Local communities and the Nation are moving toward a sense of normalcy aswe safely adjust to endemic conditions.Your professionalism and resilience in this sustained pandemic environment is exemplary and inspiring and I amconfident we will all get through this together and come out the other end with a greater inner strength to overcomewhatever comes next. Being confident and positive helps build resilience for you and your teammates.These past 2 years have offered an opportunity for self-reflection so I offer while you’re all in the business of helpingothers, please also invest in yourself. Team Army Medicine,It is with great pleasure that LTG Dingle and I announce the 1st Quarter FY 2022 Army Medicine Wolf Pack Awardwinner, the Combat Medic Specialist Training Program (CMSTP), U.S. Army Medical Center of Excellence (MEDCoE),Joint Base San Antonio-Fort Sam Houston, Texas.The team of 32 Army Active Duty military and Department of the Army Civilians worked closely through coordinationand support from MEDCoE rapidly developed and implemented a Prolonged Casualty Care (PCC) bridge curriculumto meet the demands of future operations while continuing to train over 5,000 medics. The 18-hour PCC bridgingsolution implemented as part of the 68W Company Field Training Exercise, was scaled and oriented to thecapabilities of conventional combat medics, to prepare for Large-Scale Combat Operations. As near-peer threatanalysis continues to identify constraints for casualty evacuation, the capabilities of Combat Medics will endure itsmost significant transition since the start of the Global War on Terrorism.The CMTSP Team collaborated to research, design, and beta test varying medical skills with Medics duringtheir culminating field training exercise. Elements such as critical care nursing, emergency medicine, nutrition,telemedicine consultation and surgical were introduced and analyzed. The line of effort validated that Army medicsreceive necessary foundational knowledge during initial entry training to create a baseline understanding ofkey concepts. What began modestly with operation of a walking blood bank expanded to real-time telemedicineconsultation, demonstration of advanced procedures including tube thoracostomy and bladder catheterization, andnursing care with prolonged monitoring and advanced interventions.The team’s relentless efforts to seek out all available training concepts has expanded the knowledge base ofCMSTP Instructors. This has been a critical component to adapting the aforementioned skills to the Army’s nextgeneration of combat medics. During development, CMSTP Instructors attended Delayed Evacuation CasualtyManagement, Brigade Combat Team Trauma Training, Tactical Combat Medical Care, Management of Burnsand Multiple Trauma Course, and Joint Forces Combat Trauma Management Course. Instructors subsequentlyconsulted the publications of the Committee on Tactical Combat Casualty Care, Special Operations MedicalAssociation, and the Joint Trauma System Clinical Practice Guidelines to construct the PCC training. Workingrelationships with the Combat Paramedic Course, U.S. Army Institute of Surgical Research Laboratory OperationsCourse, and the Strategic Trauma Readiness Center of San Antonio helped codify this initiative and enable CMSTPto enact lessons-learned from other departments. The team’s collective effort across the MEDCoE resulted in over1,000 hours of practical and didactic education for the Instructors and over 200 additional hours of developmentby the MEDCoE resulting in revising the Combat Casualty Assessment and Individual Skills Validation to beginteaching PCCPlease join us in congratulating the Team for their exceptional teamwork and noteworthy outcomes. The EEL is a year-long Civilian Leader Development program or emerging Civilian leaders GS 11-12,or equivalent. The program is designed to develop participants in the Office of Personnel Management (OPM )leadership competencies listed under the Executive Core Competencies (ECQ’s) and the fundamentalcompetencies. The EEL provides Army Medicine with a pool of developing leaders with improvedcompetitiveness for management and leadership roles.
