WHAT IS REPORTED IN REED CONSTRUCTION DATA CUSTOM SERVICES? Reed Construction Data reports a broad spectrum of construction projects throughout the United States. The specific categories you will receive depends on choices your company has made on the Custom Services Selection Form (see below). The following explains what Reed Construction Data reports in total, which is not necessarily what you receive. WHAT TYPES OF PROJECTS ARE REPORTED? Nationally, Reed Construction Data covers all types of commercial constructionschools, office buildings, churches, hospitals, apartment buildings, etc. For a complete list, see the Custom Services Selection Form on page 3. In every state, Reed Construction Data covers civil engineering projects, such as sewer and waterlines, highways and bridges, outdoor electrification, curbs and gutters, dams and dredging, etc. Check with your Client Services Administrator, Account Manager, or your National Accounts Representative for information on specific states or regions covered. Reed Construction Data covers new construction, additions, alterations to existing structures, and projects that combine additions and alterations. Reed Construction Data covers major single trade projects, where an owner is planning or seeking bids for construction on one trade, such as heating, electrical, plumbing, painting, masonry, etc. Reed Construction Data reports projects at valuations of 50,000 and above. 4

WHAT STAGES OF CONSTRUCTION ARE COVERED? Projects are reported by Reed Construction Data in the Planning, Bid and Postbid stages. Privately owned Negotiated projects, including design-build projects, are given special emphasis by Reed Construction Data. THE PLANNING STAGE Within the Planning stage, Reed Construction Data segregates projects according to the following statuses . Negotiated as well as competitively bid projects go through these statuses. Pre-Planning Project Proposed - The period of time during which the project is proposed , but no design work has been started. The proposal to build may depend on funding approval, a zoning change, property acquisition, etc. Proposals may be requested from design-build firms with a specific due date, and architect selection may begin on a certain date or be underway (Architect Proposals Due, Architect Selection to Begin, or Architect Selection Underway). Pre-planning may also include feasibility studies, which are studies of all factors relative to a proposed construction project, especially cost, to determine if the project is feasible or if an alternative solution might be sought, such as relocating or renting space. Masterplanning Preparation by the architect of a master plan or program of construction to meet the owner’s needs. Conceptual Drawings Early stage drawings outlining a design concept before a specific project approach is decided. Schematic Design Early drawings illustrating scale and relationship of project components. Usually includes a preliminary project cost estimate. Preliminary Plans This term is analogous to the term Design Development, but is sometimes used as a bridging term between Design Development and Working Drawings. Design Development Preparation of drawings that fix and describe the character of the project as to architectural, structural, mechanical, and electrical systems, materials and other elements. 5

Working Drawings Preparation of working drawings is the process of adding the details and dimensions necessary to make plans and specifications ready for bidding, negotiation, or construction. Also referred to as construction documents. Project Abandoned If a project is canceled or abandoned by the owner, a report with this status will be issued one time only. When can you expect to see certain information reported? Reed Construction Data endeavors to report certain information at various stages in the development of a construction project as shown below. At times, the amount of detailed information may be limited at the request of the information source, in which case Reed Construction Data will provide the information that is available. Our philosophy is: if we cannot secure complete information, we will give you what we have. If a project is reported prior to the selection of an architect, expect to see: The project title. The street, county, city & state location of the project, if selected and known. The name of the owner or developer plus the street address, city, state, zip code, fax & phone numbers. One of the following Reed Construction Data statuses (See Selection Form): 11. Project Proposed Pending regulatory or financial approval. 12. Architect Proposals Due (Date). 13. Architect Selection to Begin (MM/YR). 14. Architect Selection Underway. A project value (confirmed by the owner, a Reed Construction Data estimate, or not available ). Some size details (such as square feet of floor area, number of buildings, site area). Some building use and structure details. When the architect is selected, expect to see: The name of the architect plus the street address, city, state, zip code, contact person, fax & phone numbers. One of the following Reed Construction Data statuses (see Selection Form): 15. Masterplanning 16. Conceptual Drawings 17. Schematics 6

When the report indicates preliminary plans or design development is in progress, expect to see: Some of the consulting engineers, such as the structural, mechanical and electrical engineers and some of the consulting designers, such as landscape, food service, and interior. Additional size information, space usage (such as number of beds), and structural details. One of the following Reed Construction Data statuses (see Selection Form): 18. Design Development 19. Preliminary Plans When the report indicates working drawings or construction documents are in progress, expect to see: Consulting engineers - structural engineer, mechanical engineer, electrical engineer, and any other specialty consultants that might be retained by the architect, such as landscape architects, food service designers, etc. Size and use details. The construction start date and completion time, when available. The general contractor, or an indication of the method that will be employed to select a general contractor or the direct awarding of subcontracts by the owner or architect. The following Reed Construction Data status (see Selection Form): 20. Working Drawings THE BID STAGE The Bid Stage is defined by Reed Construction Data as including any project where a fixed bid date is set for the receipt of general contract or subcontract bids. This includes both negotiated and competitively bid projects, as well as projects being re-bid. Statuses you will see in the Bid Stage include: Bid Date Set (Stage 41) This status is used with the announcement of a specific bid date for general or prime contract bids to be received. Sub-bid Date Set (Stage 42) This status is used with the announcement of a specific bid date for bids to be received for subcontract bids. Sub-bids ASAP (Stage 43) This status is used when an owner, developer, or general contractor is seeking bids on an informal ASAP basis. Bids Postponed (Stage 44) This status appears when the bidding for a project has been postponed indefinitely without the setting of a new bid date. 7

In the Bid Stage, expect to see: The type of bids being taken. The owners’ invitation or contract number (if any). The bid date and time. Mandatory and non-mandatory prebid conference scheduled (if any). Contract conditions, such as invited bidders only, small business set-aside, MBE, etc. The date bids were postponed from (if applicable). Where plans may be obtained for bidding and plan deposit information. Information on bonding requirements. Who is taking the bids from general contractors or subcontractors. Plan Rooms where plans are expected to be available for review. The Plan Room bin number. Size, use and structure details. A list of prospective bidders on the general contract or major subs if it is a subtrades project/single trade project bidding. The following Reed Construction Data status (see Selection Form): 41. Bid date NEGOTIATED PROJECTS Reed Construction Data defines a Negotiated project as one for which: The general contractor is chosen informally, without competitive bidding from several general contractors. The developer/owner intends to bypass a general contractor altogether and contract directly with subcontractors. General contractor bids or subcontract bids are taken on an informal As Soon As Possible basis without a fixed bid date. General contractor has been selected and is soliciting subcontractor bids on specific date and time. If a project is a negotiated project that will not go through competitive bidding for the general contract, it will also go through the full planning stage and the awarding of contracts. On a negotiated project, you will see information as outlined above, but also expect to see: When subbid date will be set. Which trades are being accepted, or which are closed. The following Reed Construction Data statuses (see Selection Form): 42. Sub-Bid date set 43. Subbids ASAP 44. Bids postponed 8

THE POST BID STAGE The Post Bid stage is defined by Reed Construction Data as the period after bids are received, either competitively bid or on a negotiated ASAP basis. In the Post Bid stage, you may see the following statuses: Low Bids Announced The architect or owner announces the names and bid amounts of the firms bidding the project. Reed Construction Data typically reports the three lowest bidders and their bid amounts. Subbids Closed On negotiated projects where subcontract bids are taken by a general contractor or owner on a formal set date or on an informal ASAP basis, this term signifies that all bids have been received and no further bids are wanted. (Reed Construction Data notes Subbids closed in the Negotiated Stage) General Contractor Award The general contractor has been selected and a contract awarded. Sometimes, an announcement of low bidders is withheld by the architect and the owner, and an announcement is made only when the general contractor has been selected. Bids Rejected If bids are not within an owner’s budget, all bids may be rejected, plans revised, and the project rebid at a later date. Sometimes, an owner will negotiate with the lowest bidder, or the three lowest bidders, to bring the cost down to within the budget allowance without revising plans and taking new bids. Subcontractor Awards After the general contract has been awarded, within a few weeks the general contractor will award the subcontracts. On commercial projects over 1,000,000, Reed Construction Data reports the names of eight to 16 major subcontractors. 9

At the Post Bid Stage, expect to see: The three lowest bidders on the general contract (or major subs if trades are bid separately) and their bid amounts (if available). The amount of the owner’s estimate (if not published prior to bid date). The total number of bids received. The following Reed Construction Data statuses (see Selection Form): 61. Low Bids Announced 62. Subbids Closed 63. General Contractor Award 64. Subcontractor Awards 65. Unit Prices Announced 66. Bids Rejected One to two months after the general contract is awarded on projects 1,000,000 or more, if at least six subs are known, you will see the names, addresses and phone numbers of all or part of the following major subcontractors: heating, ventilating and air conditioning contractor plumbing contractor electrical contractor concrete masonry contractor brick, block or stone masonry contractor roofing contractor drywall contractor painting contractor You may also see some of the following subcontract awards: carpentry contractor grading and excavation contractor foundations contractor glass, glazing contractor curtainwall contractor fire sprinklers contractor structural steel erection contractor acoustical ceilings contractor 10

WHAT IS REPORTED IN EACH OF THE FIELDS IN A REED CONSTRUCTION DATA CUSTOM LEAD? Project Field The project field identifies the project name and the street, city, county and state location. If the project has been assigned an Invitation for Bids (IFB) or Contract number by the awarding authority, you will also see this number in the field. In the upper right corner, the Reed Construction Data project serial number is shown. This number normally stays with the Reed Construction Data report for the life of the project, however, if there are multiple bid dates associated with the project, the number may change. Development Type Shows if the project is new, an addition, an alteration project, or a combination addition/alteration project. Alteration projects also include single trades bidding projects, such as bidding for just HVAC work. Size This field gives information about the physical size of the project, such as the number of stories above and below grade, the number of site acres, the number of buildings, the square foot floor area and the number of parking spaces. Schedule Shows the estimated date for the start of construction expressed as month and year and the estimated completion time expressed as the number of calendar months. Issued Date This field shows the current date this report was issued, plus the date this report was last printed for this customer. Customer The name of the customer for whom this report was printed is shown in the customer field when available. Status There are 25 Reed Construction Data status codes, each one a selectable option for Reed Construction Data Custom Card subscribers. For example, if you only wish to receive reports with the status codes for preliminary plans and working drawings, you can do so. See the sample of the Selection Form for a list of these codes. 11

Value The value field shows the overall value of this construction project. This value may be expressed with no qualifiers, which means it is a confirmed value from a reliable source; it may be in the form of a range (e.g. 100,000- 200,000), or it may carry the qualifier Reed Construction Data Estimate. The estimate is calculated by the Reed Construction Data reporter based on the square footage of floor area times a square foot value provided by RSMeans for this type project in this location. Occasionally, you will see NA in those situations when an information provider has requested that we omit a printed value. In these cases, an unpublished estimate is used for selective distribution. Category Every construction project reported by Reed Construction Data is assigned to a project category. There are over 80 categories, each of which is a selectable option for Reed Construction Data Custom Card subscribers. For example, if you only wish to receive hospital buildings and churches, you can do so (see the Selection Form for a list of the Reed Construction Data project category codes). Contract Information Contract information, indicates any special conditions that apply to this contract. Examples of contract conditions are: Invited Bidders Only, Disadvantaged Small Business Set-a-side, Mandatory Prebid Conference on 9/12/97 at 2:00 p.m., etc. Bidding Information Bidding information may include any or all of the following: Bond information - A bid bond guarantees the bid will be honored; a performance bond guarantees the work will be completed; a payment bond guarantees subcontractors and suppliers will be paid. Bids to - Indicates who is receiving the bids. Plans & Deposit - Tells where bidding documents may be secured, the amount of deposit required, and whether or not it is refundable. Reed Construction Data Plan Room - Indicates the location of Reed Construction Data Plan Rooms where the bidding documents will be available for inspection. Bin - Indicates the bin number within the plan room where documents are on file. 12

Firms/ Organizations & Individuals Reed Construction Data reports the firms associated with a construction project. The firm name, address, fax and telephone number and, when available, the name of the principal contact within the firm are reported. Owner - The owner is the firm, individual or institution for whom the project is being built and who will usually occupy and use the project. Owner’s Agent - The owner may delegate responsibility for handling construction of the new facility to an agent, who may be a developer, a construction manager, a law firm, etc. Architect - Virtually all building projects carry the name, address and phone number of the architect responsible for design of the project. Civil engineering projects carry the name of the civil engineer. Consulting Engineers, such as structural, mechanical and electrical engineers are retained by the architect and are reported on most sizable projects. General Contractor or Construction Manager - After a contract has been negotiated or after receipt of bids and the awarding of a contract, Reed Construction Data reports the General Contractor or Construction Manager. Details Reed Construction Data typically reports details. Details include information about what the project will include and how it will be built, such as Office Space, New Glass Atrium, 300 Seat Cafeteria, or construction details such as Structural Steel Frame and Asphalt Shingles on Wood Trusses & Steel Deck. In some locations, a complete spec take-off is done by PlansDirectTM in the Reed Construction Data Plan Room, and more complete details with CSI divisions are shown. On civil engineering projects, certain locations report unit prices and material quantities as details. Notes The notes field is used to convey information not accommodated by or too lengthy to fit in other fields. For example, you might see a list of subtrades for which bids are wanted; a requirement for written pre-qualification statements; the original bid date on a rebid project; the number of bids received; the original government estimate if not previously reported. 13

Prospective Bidders Reed Construction Data reports all prospective bidders on projects being competitively bid for the general contract or major subcontracts. Prospective bidders are defined as those firms who have secured one or more sets of bidding documents from the architect or other dispensing agent. Whenever possible, Reed Construction Data screens such plan holders to eliminate those firms who are bidding supply or a subcontract and only list the prime bidders. Bid Results Reed Construction Data reports the three low bidders and their bid amounts for the general contract and major sub trades when they are bid with a fixed bid date. Where this information is not available, Reed Construction Data reports the award of the contract in lieu of bid results at the earliest possible moment. Subcontractor Awards Reed Construction Data reports the major subcontractor awards, along with other major firms associated with the project (see page 10 for the list of subs reported). Project ID Number The Reed Construction Data project ID number is shown with each project. Refer to this number when using the Reed Construction Data Plan Room or when calling the project hotline. 14

The Reed Construction Data architectural, negotiated and bid stage reporters stay in close contact with architects and awarding authorities. As soon as a project advances to the bid stage, plans and specifications are requested. HOW LONG ARE THEY AVAILABLE? Reed Construction Data obtains documents as early as possible in the bidding period. Bid periods are usually from two to four weeks. WHAT ABOUT ADDENDA? The Reed Construction Data Bid Stage reporter stays in close contact with the plan source and secures addenda for the Plan Room as soon as they are issued. WHO MAY USE
