City of York Safeguarding Children Partnership Arrangements in response to Working Together 2018.ForewordIn this document we have set out how the safeguarding partners, and otherorganisations, including schools, will work together to safeguard children andyoung people in the City of York. These new arrangements are in response tothe Children and Social Work Act 2017 and Working Together 2018 whichreplace Local Safeguarding Children Boards (LSCB) with new local multi-agencysafeguarding partnership arrangements.As a national Early Adopter, City of York held a final Local Safeguarding ChildrenBoard (LSCB) meeting on 23 January 2019. Our City of York SafeguardingChildren Partnership (CYSCP) becomes fully operational from the beginning ofApril 2019. In March, a Partnership Development Day takes place to finalise theimplementation and functioning of the new Partnership, and to look to thefuture development opportunities.City of York has made its new arrangements mindful of the fact that the LSCBwas functioning well and had been endorsed as such by Ofsted in December2016 which judged it to be ‘Outstanding’ and then again in a Joint Targeted AreaInspection (JTAI) in September 2018, when the inspectorates jointly deemed theBoard to be ‘influential’ and ‘effective’.Given this endorsement, we have made no changes to arrangements simply forchange’s sake. Instead, our safeguarding partnership arrangements have beenimproved to form the new City of York Safeguarding Children Partnership(CYSCP) and its priority-focused sub-groups. We are, therefore, very pleased topublish our arrangements in accordance with the requirements and inclusionsprescribed in Working Together 2018.As a Partnership we are sticking to our principles and aims: for clear accountability; for clear and demonstrable influence; and for equitable and fair contributions from all partners.We will be continuing to make sure that effective systems are in place to protectchildren from abuse and to prevent impairment to children’s health anddevelopment. We want to be sure that children grow up in circumstancesconsistent with the provision of safe and effective care. We will ensure thatPage 3 of 30

Ourplans for how we intend to achieve this are set out clearly here. The guidance sets out that this is a sharedresponsibility between organisations, and that the responsibility for joining upfunctions locally, rests with the three identified safeguarding partners: the police; the local authority; and the clinical commissioning groups.This includes working with those organisations which have a duty underSection 11 of the Children Act 2004 to safeguard and promote the welfare ofchildren and any relevant agencies ‘whose involvement the safeguardingPage 4 of 30

City of York Safeguarding Children Partnership Arrangements in response to Working Together 2018.partners consider may be required to safeguard and promote the welfare ofchildren with regard to local need.’1.3In response, City of York’s safeguarding partnership arrangements have beenrefined and enhanced to produce the new City of York Safeguarding ChildrenPartnership (CYSCP) and its priority-focused sub-groups.1.4The new arrangements have been presented in draft on three occasions to theLSCB for comments and feedback.1.5The new arrangements were agreed and approved by the safeguardingpartners at Chief Officer level in October 2018.1.6Our publication , therefore, gives details in accordance with the requirementsand inclusions prescribed in Working Together 2018 (pp 79-80) which are for: arrangements for the safeguarding partners to work together toidentify and respond to the needs of children in the area arrangements for commissioning and publishing local child safeguardingpractice reviews arrangements for independent scrutiny of the effectiveness of theaboveand which should also include: who the three local safeguarding partners are, especially if thearrangements cover more than one local authority area geographical boundaries the relevant agencies the safeguarding partners will work with; whythese organisations and agencies have been chosen; and how they willcollaborate and work together to improve outcomes for children andfamilies how all early years settings, schools (including independent schools,academies and free schools) and other educational establishments willbe included in the safeguarding arrangements how any youth custody and residential homes for children will beincluded in the safeguarding arrangementsPage 5 of 30

City of York Safeguarding Children Partnership Arrangements in response to Working Together 2018. how the safeguarding partners will use data and intelligence to assessthe effectiveness of the help being provided to children and families,including early help how inter-agency training will be commissioned, delivered andmonitored for impact, and how they will undertake any multi-agencyand inter-agency audits how the arrangements will be funded the process for undertaking local child safeguarding practice reviews,setting out the arrangements for embedding learning acrossorganisations and agencies how the arrangements will include the voice of children and families how the threshold document, setting out the local criteria for action,aligns with the arrangements dispute resolution reporting annually1.7In addition, under section 8, this document describes the particular focus ofthe City of York’s Early Adopter project which is centred around strengtheningthe engagement of schools, colleges and early years in the safeguardingagenda; and the ‘voice of the child’.1.8The strategic aims of partnership are to ensure that effective systems are inplace to protect children from abuse and to prevent impairment to theirhealth and/or development.1.9With the intention of: Understanding the perspectives of children and young people by askingfor their views, listening to them and responding to them so that theyknow what has happened as a result Focusing on the impact of all forms of child abuse and neglect Learning, and disseminating learning, from local and national researchand case reviews Continuing to identify indicators of the prevalence of all forms of childabuse and neglect in York and measuring progress in tackling thisPage 6 of 30

Maintaining an overview of the range of provision, services andinterventions delivered to reduce the impact of abuse and neglect Supporting and scrutinising steps taken to reduce risk of abuse andneglect Monitoring, supporting and scrutinising the improvement of the qualityof practice and impact across partner agencies Improving and integrating performance monitoring Supporting communication and information sharing Identifying the barriers to translating lessons learned into practice andstrategies to overcome these Develop findings into specific, measurable, achievable, realistic andtime-related (SMART) actionsArrangements for the safeguarding partners to work together toidentify and respond to the needs of children in the area2.1 The proposal for the structure and format of the new partnershiparrangements was put before the CYSCB at three separate Board meetings withthe final version endorsed by Chief Officers on 25 October 2018. Terms ofReference for the new City of York Safeguarding Children Partnership werefinalised and agreed at the same time.2.2Given the Board’s endorsement by Ofsted as ‘outstanding’ in December 2016and then ‘influential’ and ‘effective’ in the Joint Targeted Area Inspection inSeptember 2018, the opportunity has been taken to refine and enhance thefunctioning of the Board and the sub-groups, with only minor changes madeto maximise the impact of the new Partnership.Page 7 of 30

City of York Safeguarding Children Partnership Arrangements in response to Working Together 2018.2.3 The structure of the new City of York Safeguarding Children Partnership hastherefore been agreed as follows.Figure 1: Structure of City of York SafeguardingChildren Partnership2.4The structure of the Partnership and the priority focused sub-groups, wasagreed at sub-group level, at the Board and at the Chief Officers Referenceand Accountability Group (CORAG)2.5The terms of reference included details of:2.6 remit membership and frequency of meetingsThe CYSCP meets quarterly.Page 8 of 30

City of York Safeguarding Children Partnership Arrangements in response to Working Together 2018.2.7The CYSCP Business Group also meets quarterly to scrutinise the work of thesub-groups; monitor and respond to performance indicators; agree learningand development arrangements; and carry out the business of thePartnership.2.8Each sub-group, with its own priority-focused performance monitor, meetsbetween the Business Group meetings.2.9The Business Group reports the overall actions and the outcomes of all subgroup and other activity, to the Partnership.2.10 This reflects and enhances previous LSCB arrangements.3.Arrangements for commissioning and publishing local childsafeguarding practice reviews3.1The process for serious incident notifications in York has been updated by theLocal Authority in line with the new guidance.3.2On being informed of a notifiable incident, the CYSCP will undertake a RapidReview, in line with published guidance in Working Together 2018, in order tomake decisions and to inform the initial recommendation of the CYSCP to theChild Safeguarding Practice Review Panel (the Panel) about whether a localpractice review is required.3.3The responsibility for considering cases for Child Safeguarding Practice Reviewand for informing the Panel lies with the Case Review and Audit Group(CRAG). Decision-making will be scrutinised by an independent advisor.3.4Terms of Reference for CRAG have been written in detail to cover allrequirements and timescales in Chapter 4 of Working Together 2018(including notifications of serious incidents.)3.5A process map has been created with procedures for considering notifiableincidents and non-notifiable, but serious, incidents for Safeguarding Review.3.6Safeguarding Practice Reviews will be commissioned using regional andnational information on known reviewers and their expertise. Thesereviewers will be assessed and selected by representatives of CYSCP and theCRAG, based on previous work and experience, recommendations and viapersonal interview.3.7Reviews will be published as outlined in Chapter 4 of Working Together 2018on the CYSCP website.Page 9 of 30

City of York Safeguarding Children Partnership Arrangements in response to Working Together 2018.3.84.4.1Exceptions to publication will be discussed and agreed with the Panel.Arrangements for independent scrutiny of the effectiveness ofthe arrangementsWT 2018 defines independent scrutiny of safeguarding arrangements as: providing assurance in judging the effectiveness of multi-agencyarrangements to safeguard and promote the welfare of all children in alocal area part of a wider system which includes the independent inspectorates’single assessment of the individual safeguarding partners and the JointTargeted Area Inspections objective, acts as a constructive critical friend and promotes reflectionto drive continuous improvement considering how effectively the arrangements are working for childrenand families as well as for practitioners, and how well the safeguardingpartners are providing strong leadership and agree with thesafeguarding partners how this will be reported the published arrangements should set out the plans for independentscrutiny; how the arrangements will be reviewed; and how anyrecommendations will be taken4.2The overall scrutiny of the safeguarding arrangements across the city is, ofcourse, provided by the CYSCP. (CYSCP requests individual assurance reportsfrom partners on a regular basis.)4.3In terms of independent scrutiny the Safeguarding Partners have agreed that,for the foreseeable future, the role of Independent Chair will be retained forCYSCP, to provide external and independent scrutiny of safeguardingarrangements, including decisions relating to local practice reviews andnotifications to national bodies.4.4Maintaining the role of at least one lay member will provide a perspective onsafeguarding arrangements from a position of having no personal ororganisational investment in the processes and outcomes.4.5Links to the community will be maintained via CYSCP and sub-group memberswho represent these groups e.g. the Local Area Teams who work locally withcommunity groups.Page 10 of 30

City of York Safeguarding Children Partnership Arrangements in response to Working Together 2018.4.6Links to the voluntary sector will be maintained via CYSCP and sub-groupmembers who represent these groups e.g. CVS Board member; NSPCC Boardmember; IDAS Business Group member; Children’s Society sub-groupmember.4.7The Lead Member for Children’s Services in local authorities hold key politicalaccountability for ensuring that the needs of all children and young people,including the most disadvantaged and vulnerable, and their families andcarers, are addressed. In doing so, they work closely with other local partnersto improve the outcomes and well-being of children and young people.Therefore, the City of York Lead Member for Children and Education will alsoattend CYSCP meetings, as in the former arrangements, in a participantobserver role to maintain their independence to facilitate this.4.8The ‘voice’ of children and young people runs through all CYSCP business andCYSCP Business Plan. A dedicated ‘Voice & Involvement Group’ reports to theCYSCP on the views of children and young people, collated by frontlinepractitioners including their service response to these.4.9Young people from the York Youth Council and the Children in Care forums aredirectly involved in the business of CYSCP, for example, in writing a youngperson’s version of the CYSCP Annual Report.4.10 The CYSCP challenges other strategic Boards via the Inter-Board Protocolregarding their response to the views and wishes of children and youngpeople and the impact of safeguarding issues upon their lives.4.11 The option of commissioning peer reviews of arrangements remains open andwill, more than likely, be applied, as it has been to date.4.12 The option of independent scrutiny to support any dispute resolution processis also part of the current procedure (see section 17)5.5.1Who the three local safeguarding partners are (especially if thearrangements cover more than one local authority area)The Partnership is led by the three Safeguarding Partners as defined inWorking Together 2018.
