FOREWORDThe purpose of the Administrator’s Manual for school bus transportation and resources is toassist the local school transportation director and the contractor’s transportation director in theoverall planning as well as the day-to-day operations of transporting students. The success ofany school transportation operation depends largely upon the quality of performance and thedegree of dedication displayed by those charged with the responsibility of administering theschool transportation program. This document will simplify this challenge.Responsibilities of all agencies who are involved in student transportation are outlined in thismanual. These agencies include the Illinois State Board of Education, the Secretary of State,the Illinois Department of Transportation, the United States Department of Transportation, localschool boards and school bus contractors. The manual also includes the responsibilities oflocal school administrators, bus drivers, bus monitors/aides/escorts, parents and/or guardiansand students.

INTRODUCTIONThe success of any school transportation operation depends largely upon the quality ofperformance and degree of dedication displayed by those involved. The resource documentsoutlined herein were designed to assist school administrators and private operators inunderstanding the needs of their particular pupil transportation programs. Section IOPERATIONS

ADMINISTRATIONThe responsibilities of Illinois state agencies responsible for pupil transportation are explainedbelow.ILLINOIS STATE BOARD OF EDUCATIONThe Illinois State Board of Education provides a comprehensive pupil transportationprogram for statewide application. This program is conducted through the office of theState Director of Pupil Transportation. This office provides the following:1.A clear, concise pupil transportation policy;2.A cost accounting system for all expenditures in the area of pupil transportation;3.A manual explaining reimbursements for transportation expenditures;4.Promotion of a pupil transportation safety program utilizing communities, schooldistricts, school bus contractors, legislation, media, law enforcement, and stateagencies concerned with pupil transportation;5.A manual or handbook for local pupil transportation supervisors, schooladministrators, and private contractors containing procedures for implementingthe state's pupil transportation laws for transporting students with special needs;6.A comprehensive school bus driver training program for both pre-service andinservice instruction, which includes classroom and behind-the-wheel instructionand documentation of the completion of said programs;7.Workshops, seminars, and/or conferences for all pupil transportation personnel;8.Encouragement for state institutions of higher learning to provide undergraduateand graduate courses acceptable for certification purposes in pupiltransportation, operation and safety;9.Comprehensive safety and ridership curricula for pupil transportation;10.Annual visits to local school systems to evaluate transportation systems andprovide necessary direction;11.Coordination with other agencies having responsibility for pupil transportationservices, including the uniform school-bus-crash reporting criteria;12.A comprehensive education program to train instructors of school bus drivers;13.Leadership in the handling of industry-wide problems as they arise.ILLINOIS SECRETARY OF STATE4

The Illinois Secretary of State has the authority to grant, issue, deny, suspend andrevoke driving privileges, drivers' licenses or permits. As such, this office is responsiblefor the issuance of drivers' licenses and/or instruction permits to qualifying applicantswho are required to operate Type I and Type II school buses and first division motorvehicles. The Secretary of State also1.Is responsible for the issuance of school bus driver permits to applicants whohave met all requirements of the application and screening process, includingfingerprint-based criminal background checks on current and future informationobtained by the Illinois State Police and current FBI criminal backgroundinvestigations. Individuals who possess a valid school bus driver permit issuedprior to July 1, 1995, are exempted from the fingerprinting provisions outlined inthe law as long as their permits remain valid and do not lapse or otherwisebecome invalidated.2.Is responsible for monitoring driving histories of school bus drivers and notifyingthe driver, employer and State Superintendent of Education of the driver'seligibility to retain a school bus driver permit.3.Processes vehicle titles, registers vehicles, issues license plates and renewalstickers and maintains vehicle records for all types of passenger, truck, bus andcommercial motor vehicles in accordance with the Illinois Vehicle Code, includingschool buses and first division vehicles.4.Is responsible for notifying individuals of an opportunity for a hearing as well asconducting the hearing upon suspension, revocation or denial of the issuance ofa license, permit, registration or certificate of title.5.Is required by law to approve the content of any training curriculum (written test,audio/visual training materials, procedures, grading scales, etc.) that may beused in conducting the initial classroom or refresher courses needed to obtain orreapply for a school bus driver permit.6.Has the authority to conduct on-site inspections of records of certifications and allverifications used to obtain or reapply for a school bus driver permit. Theserecords are to be held by the prospective, current or previous employer for aperiod of two years.7.Extended the Third-Party Certification program to the pupil transportationindustry by reviewing, approving and licensing third-party entities and safetyofficers. Field representatives for the Commercial Driver Training Sectionconduct audits and monitor entities for compliance with state and federal rulesand regulations involving commercial drivers licenses.5

8.Was the first in the nation to initiate the issuance of the school-bus-restrictedcommercial driver license. This license allows a driver to operate a school busonly for the purpose of transporting children for a school-related activity and isnot valid when driving a school bus in a charter capacity or for operating anyother commercial motor vehicle.ILLINOIS DEPARTMENT OF TRANSPORTATIONThe Illinois Department of Transportation, Division of Traffic Safety, is governed byIllinois statutes and State and Federal Motor Carrier Safety Regulations whendetermining standards for school buses and commercial motor vehicles in Illinois. TheDepartment of Transportation1.Administers the program requiring periodic safety inspections of Type I andType II school buses in Illinois.2.Conducts nonscheduled inspections of school buses, religious organizationbuses and buses registered as charitable vehicles.3.Establishes and enforces regulations that govern the Illinois school bus brakeinspection program and school bus driver pretrip inspection requirements.4.Sets minimum safety standards for the State of Illinois for the construction ofType I, Type II and Special Education school buses.5.Monitors drivers of commercial motor vehicles for the State of Illinois according tothe Federal Motor Carrier Safety Regulations.6.Sets standards for the operation and maintenance of commercial motor vehiclesfor the State of Illinois to help prevent crashes and injuries while driving thosevehicles.7.Collects and compiles statistical data for the State of Illinois to be used to insuresafe pupil transportation in the State of Illinois.REGIONAL OFFICE OF EDUCATIONRegional Offices of Education are responsible for the supervision and oversight ofschool districts (enumerated in 105 ILCS 5/3-14 through 3-14.25, Illinois School Code).Responsibilities of Regional Offices include1.Providing on-site visitations of school districts for compliance with laws, rules andregulations;2.Conducting courses of instruction for school bus drivers pursuant to thestandards established by the Secretary of State under Section 6-106.1 of theIllinois Vehicle Code (625ILCS 5/6-106.1);6

3.Charging a per-person fee based upon the cost of providing such courses for theinitial classroom course in school bus driver safety;4.Charging
