A Request for Proposal (RFP) process is different from an Invitation to Bid. The State expectsvendors to propose creative, competitive solutions to the agency's stated problem or need, asspecified below. Vendors’ technical exceptions and/or assumptions should be clearly stated inAttachment B, Technical Proposal Certification of Compliance with Terms and Conditions of RFP.Vendors’ cost exceptions and/or assumptions should be clearly stated in Attachment K, CostProposal Certification of Compliance with Terms and Conditions of RFP. Exceptions and/orassumptions will be considered during the evaluation process; however, vendors must be specific.Nonspecific exceptions or assumptions may not be considered. The State reserves the right tolimit the Scope of Work prior to award, if deemed in the best interest of the State per NRS333.350(1).Prospective vendors are advised to review Nevada’s ethical standards requirements, including butnot limited to, NRS 281A and the Governor’s Proclamation, which can be found on thePurchasing Division’s website (http://purchasing.nv.gov).1.PROJECT OVERVIEWThe State of Nevada Purchasing Division on behalf of the Division of Welfare and SupportServices (DWSS) is currently seeking vendors that can provide Project Management Office(PMO) Services.The Nevada Department of Health and Human Services (DHHS), Division of Welfare andSupportive Services (DWSS), Child Support Enforcement Program (CSEP) is undergoing atechnology modernization initiative to replace the child support portion of the aged NevadaOperations of Multi-Automated Data Systems (NOMADS) application with modern technology.Nevada CSEP conducted a feasibility study that concluded that a transfer system alternativerepresents the most appropriate approach to replacing the current child support automatedsystem, which is the child support portion of NOMADS. The replacement system called theNevada Child Support Enforcement Automated System (NCSEAS) is a solution based onCalifornia’s Child Support Enforcement (CSE) system except for the data warehouse / reportingcomponents which will instead be based on Nevada’s existing data warehouse / reportingcomponent. The project’s goals are to better satisfy federal and state processing mandates,upgrade aging software architectures, and offset and avoid expensive future maintenance costs.The CSEP has set high expectations for the NCSEAS. The objectives for the modernized systemare that the system must effectively interface with external partners, systems, data exchanges, aswell as with customers. It must also be intuitive and user friendly for both beginning andexperienced users, and operate in an efficient and cost effective manner. To achieve theseexpectations and overcome limitations with the current child support enforcement system, theNCSEAS must be able to adapt to changing business needs and be characterized as maintainable,extensible, flexible, and reliable.1.1Select project management and quality assurance contract staff will be brought onboardas early as June 7, 2017 to prepare for arrival of the implementation vendor on October 1,2017, which is the project start date.1.2The CSEP has set the initial timeline to complete the design, development, and testing(including User Acceptance Testing) for the NCSEAS to be forty-two (42) months. Thisincludes activities to develop the software for the automated system, beginning withunderstanding the detailed design standards and conventions followed by the softwarePMO Services for CSE System Replacement ProjectRFP 3267Page 4 of 96

development process. After completing the development process, the next activitiesfocus on acceptance testing and finalizing training materials.1.3Following the accepted testing results and completed training materials, the six (6) monthtraining and rollout phase begins. The CSEP plans to roll out the NCSEAS to a pilot sitefirst and then to three (3) regions of users. Users in the pilot site and each of the three (3)rollout groups will receive training on the NCSEAS. After the training and rollout phase,a twenty-four (24) month maintenance and support phase begins. During this phase, theImplementation Contractor will stabilize the NCSEAS for maintenance and operationand work to transition the modernized system’s maintenance and operation tasks to Statestaff.1.4A critical element of Nevada’s risk mitigation strategy for the Child SupportEnforcement System Replacement Project is to maintain a project management structurethat is broad enough to control the full scope of the project and deep enough to controlthe volume of work that needs to flow through the project in order to remain on schedule.1.5The CSEP has determined that the scope and complexity of this project requires othercontracted resources to provide the volume of staff needed and expert knowledge neededto successfully manage and implement this modernized automated child support system.1.6The Program will utilize supplemental vendor resources to support the NCSEAS project.The Project Management Office (PMO) contractor will create a PMO for the NCSEASproject and assist the Program in developing and implementing project control plans andstructures. This contractor will assist in monitoring and updating the projectmanagement plan and schedule. This contractor will assist the Program in coordinatingbetween entities and keeping them contributing to the project per the agreement in theproject charter. This contractor will assist the Program in ensuring that other contractedstaff stay on schedule or otherwise mitigate project delays.1.7In addition to the PMO Contractor, which is the subject of this RFP, the Program will beprocuring the following contractor services:·Quality Assurance (QA)The Program will procure the services of a QA contractor before theImplementation Contractor begins work. This contractor will be independent ofthe Implementation Contractor and will work with and report to the Program’sProject Management Team to develop a quality management plan, monitorproject tasks and activities, and report on deviations from the approved projectmanagement plan. The Program’s staff will work with the QA contractor toensure that the project conforms to the approved schedule and that deliverablesmaintain the high quality expected. The QA contractor will begin work no lessthan sixty (60) days before the start of the project to establish the Program’squality assurance standards and processes.·Staff AugmentationWhere State staff does not possess the individual skill sets necessary or theavailability for supporting the development of the NCSEAS, the Program willPMO Services for CSE System Replacement ProjectRFP 3267Page 5 of 96

procure domain expertise through one or more contracts to augment the statestaff assigned to the NCSEAS project.·Design, Development and Implementation (DD&I)The DD&I Vendor, or simply Implementation Vendor, will complete the design,development, and testing (including User Acceptance Testing) for the project.The CSEP has set the initial timeline for these activities to be forty-two (42)months. This includes activities to develop the software for the automatedsystem, beginning with understanding the detailed design standards andconventions followed by the software development process. After completingthe development process, the next activities focus on acceptance testing andfinalizing training materials.·Independent Verification and Validation (IV&V)The IV&V contractor will not participate in daily project management or projectactivities but will review project plans and documentation with an outsideperspective.
