County Engineer Workshop (CEW) – Kristine Parsons 2021 CEW Chair Christine Parsons provided an update on the virtual2021 conference; the 2022 CEW will be held at Shanty Creek, MI 2022 Chair Matt MacDonell; motion Malburg; Support Atwood;approved unanimouslyh. Permits – Brett Laughlin Oxcart has two counties using the on-line construction in the ROWpermit module, two additional counties are in the processi. FHWA Everyday Counts Local Agency Partnering – Bill Hazelton The Local agency Partnering Committee has adopted improve MDOTbilling methods Nothing to reportj. ACEC Partnering – Matt Hannahs Nothing to reportk. Education – Lance Malburg Lance announced he was stepping down from the Chair position after6 years, Angie Kline volunteered to serve as Chairl. Local Project Administration – Aaron Berkholz (provided by S. Puuri) A draft MERL program upgrade proposal has been provided by LTAP The CRA continues to pursue funding options for the MERL upgrade A proposal was made to dissolve the LPA Subcommittee andrecommend Aaron Berkholz to appointed to the MERL SteeringCommittee; motion Atwood; support Hansen; approved unanimously Doug Mills proposed a comprehensive justification to upgrade theMERL project manager module to solicit MDOT financial participation;motion Malburg; support Atwood; approved unanimouslym. Innovation Angie Kline The FHWA STIC grant to fund a local agency research board peerexchange with 3 mid-west states is being planned for this summer11. Action Items (no action items were planned)12. All GI packages should now be designed tothe 2020 Spec Book.o All 2012 projects already submitted need to have their final and complete package turnedin by April 23 to make the July letting. If they are not, they will need to be re-designed forthe 2020 Spec Book.o The f inal electronic 2020 Spec Book is rumored to be available in early April. A hardcopyis rumored to be available in June.o Any unique special provisions (SPs) for HMA or Concrete acceptance ornew/experimental products need MDOT and FHWA approval prior to use. Crannell, P.E. 2020 Spec Booko E-version – spring 2021o Hard copy – summer 2021o MDOT - Plans & Specifications (michigan.gov) Safety MomentNational Work Zone Safety Awareness Week, April 26-30, 2021 501J – Testing challenges – make sure you’re following specs (i.e. number of samples taken, plustesting to the appropriate spec – base course definition)o Base definition - MDOT 2012 Spec, page 232oSampling – make sure to take the 3rd (referee sample)

oFile review issues – testing to wrong spec (base instead of top), because they didn’t realize thedefinition and compared with wrong gradations. Because this isn’t caught during construction,local is effectively shouldering what should have been a ‘contractor deduct’ because local didn’ttest properly. ADA Rampso Seeing challenges w/construction per reports from electrical community (OPEC meeting)o Field ‘observers’ instead of ‘inspectors’ – doesn’t matter what they are called, the Engineer stillhave authority on project, and needs to reject ramps if not constructed to specification. There isno ‘grey area’ in the ADA Federal requirementso CRA asked – can the MRC or DR come out when the ramps are being poured? Not likely on allramps, but a possibility on challenging ramps. Also, it was suggested if MRC/DR doesn’t showup to the final inspection, should not on the 1120 that the ramps have been found to be incompliance by the local. This may help in sign off for 1105 when project is finaled. AASHTOware Project Construction & Materials updateo 2021 – continue TSC pilots, full trunkline conversion anticipated Oct 2022o 2022 – limited LAP pilots starting July 2022 lettingo 2024 – full AASHTOware Transition? Office Technician Trainingo MDOT moving to ‘consultant trainer’ instead of training in-houseo With that comes a costo 2020, MDOT is covering the 2300 cost, however this will not be the case next yearo MDOT is currently working on procuring consultant for trainingo CRA inquired if they could hire their own consultant to perform the office tech training and offercertifications, or if possibly LTAP could be a resource for providing this class/certification tolocals. Kelly will share this information with Mike DeBoer (MDOT). Follow-up with mtg w/CRA,LTAP, DeBoer & Crannell. MDOT is currently in process of procuring their consultant forDecember 2021 and beyond training. LAP All Region Spring Workshopo February 17, 2021 – 450 attendees (past in-person region training were ? attendees)o Mixed feedback on survey regarding virtual format/agenda/etco Overall, workshop is considered a success Structural Fabrication Quality Manual (SFQM)o Note, the structural fabrication items have been removed from the Material Quality AssuranceManual (MQAP) and moved to the new SFQMo This was reviewed, discussed at Fabrication Inspection for LAP Projects webinar with LTAP,conducted March 4, 2021o MDOT - Structural Fabrication (michigan.gov)
