Policy on Student Residency ClassificationFor Admissions and Tuition PurposesPLEASE READ BEFORE COMPLETING RESIDENCY FORMResidency DefinitionFor admissions and tuition purposes, applicants are classified as District, Metro Area, or Out-of-Statestudents, and pay differing tuition rates accordingly. These classifications are defined as follows: District: Bona fide residents of the District of Columbia Metro Area: Bona fide residents of one of the following counties: Montgomery County, PrinceGeorge's County, Arlington County, Alexandria County, or Fairfax County in Maryland orVirginia Out-of-State: residents of any state, territory, or county other than those defined by theDistrict and Metro AreaDistrict or Metro Area Residency Status QualificationTo qualify for District or Metro Area status, all students must demonstrate that, for at least 12consecutive months immediately prior to and including the last date available to register for coursesin the semester/term for which the student seeks in-state tuition status, the student was andcurrently is: Domiciled in the District or Metro area, and either paid District of Columbia or Metro Areaincome taxes or received public assistance from a District of Columbia/Metro Areagovernment agency; OR Claimed as a dependent on District of Columbia or Metro Area resident tax returns filed by aparent or spouse who is domiciled in the District or Metro Area. All applicants must also showthat they have resided in the District or Metro Area primarily for a purpose other than that ofattending an educational institution in the District or Metro Area; OR Current District or Metro Area High School Graduates and Recent Graduates: Attended aDistrict Public and Charter Schools or Metropolitan Area public high school; or are enteringthe University of the District of Columbia in the fall or spring semesters immediately followingtheir high school graduation and have a final official high school transcript with their currentDistrict or Metropolitan Area address noted on the transcript. Students who meet thisqualification will automatically qualify for District or Metro Area status at the time ofapplication only if they submit, as part of the admissions process, an official high schooltranscript with their address noted on the transcript. Students whose transcripts do notinclude an address must provide a certification form from their high school indicating thatthey were classified as a resident of the District or Metro Area County, or provide forms ofproof noted.Please note: Living in University managed housing does not qualify for District orMetropolitan residency status.1 Page

Proof of QualificationsIn order to prove that students meet the qualifications for District or Metro Area status, students cansubmit TWO forms of proof that covers the 12 month period in question on their own behalf, or ifclaimed as a dependent, on behalf of their parent(s) or legal guardian(s):1.Certified District of Columbia Form D-40 or D-40EZ income tax return; or Virginia Form 760(resident individual income tax return) or other resident individual tax return that bears anaddress in a Metro Area county; or Maryland Form 502 (resident individual income taxreturn) or other resident individual tax return that bears an address in a Metro Areacounty;2.Driver's license;3.Voter registration Profile;4.State benefits (TANF, Public Assistance)Special Populations Proof of ResidencyThe following special populations may qualify for District tuition rate. Special population statuswill be reviewed every semester. Applicants are responsible for providing required documents toprove qualification for the discounted rate.A.District Government Employees: This policy applies ONLY to students who are currentemployees of the District of Columbia Government, actively engaged in agency-sponsorededucation and training AND whose enrollment at UDC will enhance their education andtraining. Such employees who provide the proof noted below qualify for District residencystatus. Students who meet this qualification must provide two forms of proof. First,students must provide an employment letter identifying dates of employment or otherofficial document from District Human Resources that they have guaranteed employmentwith the District Government for the semester/term for which the student seeks Districtresidency status. Second, students must provide the Office with a letter, on letterheadand signed by their supervisor, from their employing agency that clearly states that theemployee is engaged in agency-sponsored education and training and that enrollment atUDC will help to enhance their education and training.B.Active-Duty Military or Veterans: This policy applies ONLY to students who themselves, ortheir spouse, parent, or legal guardian, are active-duty members of the U.S. Armed Forces,Selective Reserve, or National Guard. Student will be granted tuition at the appropriateresident rate if they can provide proof of their military status. Students are to verify theirstatus with the Veteran Affairs Office. Students who meet this qualification must providea copy of their active duty military orders or discharge papers. For more details, pleasecontact Sequoyah Adebayo at military@udc.edu.C.Permanent Residents, Asylees, and Refugees, are eligible for District or Metropolitan Arearesidency with valid unexpired immigration and proof of residency documents (two formof proof that covers the 12 month period in question). Please note your eligibility toqualify for reduced tuition starts one year from the issue date of your green card withvalid proof.2 Page

Ineligibility for District or Metro Area StatusThe following student types are ineligible for District or Metro Area residency, and are automaticallyclassified as Out-of-State:1. Persons with student (F) Visas2. Persons with diplomatic (A) Visas3. Foreign organization employees with (G) Visas4. Persons having other non-immigrant VisasResidency Submission and Evaluation ProceduresThe following procedures govern the classification of residency status: With the exception of those special population of students whose transcripts are sufficient forresidency classification purposes, ALL other students who wish to establish District or MetroArea status must submit the documentation identified above to the Office of Admissionswithin at least 10 days prior to the last date of registration for the term to guarantee that theOffice reviews the forms in time for the current semester. Students can either mail theappropriate documentation to the Office of Admissions with their Identification Number (NNumber) and the type of forms (Residency) clearly marked on the envelope, or sendelectronic/scanned copies of documents to the Residency Coordinator, Angela Chappell atresidency@udc.edu. Based upon the preponderance of evidence received, the Office will make an initialdetermination of residency status. The determination made at that time, and anydetermination made thereafter, shall prevail for each semester/term unless and until thedetermination is successfully challenged or changed. Applicants can view the status of theirresidency claim and whether it was approved by logging back onto the online admissionsapplication using their initial login id and password and checking on the status of theirapplication. Applicants who were successfully approved for residency status will see either"District Residency Status" or "Metro Area Residency Status" as part of their applicant status. For new students who wish to rebut their status classification, a change in status must berequested by a student and documentation received by the Office of Admissions within 7 daysof the initial residency notification. Continuing students who want to change their residency status must request a change andsubmit all documentation to the Office of Admissions at least 10 days prior to the last date ofregistration for the semester/term for which the change is requested. The ResidencyCoordinator will issue a decision within 10 days of receipt Continuing students are required to notify the Residency Coordinator in writing within 7 daysof any change in circumstances which may alter their residency status. In the event that students submit incomplete, false, or misleading information to UDC fortheir initial status classification, or subsequently fail to notify UDC of circumstances whichwould alter their residency status, UDC may, at its discretion, revoke District or Metro Areastatus and take disciplinary action including suspension or expulsion. If District or Metro areastatus is gained or maintained due to false or misleading information, UDC reserves the rightto retroactively assess all out-of-state charges for each semester/term affected.3 Page
