Part 145Key to use of documentKey to use of documentPart 145Text amended, including theregulation number amended by.[lines down side of amended text]Article 3 Continuing airworthiness requirements(ii) a balloon with a maximum design lifting gas or hot air volume of not more than3400 m3 for hot-air balloons, 1050 m3 for gas balloons, 300 m3 for tethered gasballoons;(iii) an airship designed for not more than two occupants and a maximum designlifting gas or hot-air volume of not more than 2500 m3 for hot-air airships and1000 m3 for gas airships;(iv) a single, non-turbine engine fitted with a propeller;(v) a non-pressurised cabin;(m) “principal place of business” means the head office or the registered office of theundertaking within which the principal financial functions and operational controlof the activities referred to in this Regulation are exercised.PART-145(iii) a maximum seating capacity of no more than two persons, including the pilot;EU 127/2010 EC 1056/2008(i) a Maximum Take-off Mass (MTOM) of not more than 600 kg;(ii) a maximum stalling speed in the landing configuration (VS0) of not more than45 knots Calibrated Airspeed (CAS) at the aircraft’s maximum certificated takeoffmass and most critical centre of gravity;PART-145(l) “LSA aircraft” means a light sport aeroplane which has all of the followingcharacteristics:Article 3Continuing airworthiness requirements·Scheduled maintenance and/or checks including visual inspections that willdetect obvious unsatisfactory conditions/discrepancies but do not requireextensive in depth inspection. It may also include internal structure, systems11and powerplant items which are visible through quick opening access panels/doors.·Minor repairs and modifications which do not require extensive disassemblyand can be accomplished by simple means.AMC – Acceptable Means of Compliance[pages with thick yellow bars (light grey)]Section AEC 1056/2008arrangements as defined in the permit to fly issued in accordance with the Annex(Part-21) to Commission Regulation (EC) N 1702/2003.4.For aircraftnot usedin commercial air transport, any airworthiness review certificateAMC145.A.10Scopeor equivalent document issued in accordance with the Member State requirementsand valid on 28 September 2008 shall be valid until its expiration date or until 281. Organisations and personnel involved in the continuing airworthiness of aircraft andcomponents, including maintenance, shall comply with the provisions of Annex I andwhere appropriate those specified in Articles 4 and 5.(b) For temporary or occasional cases (AD’s, SB’s) the Quality Manager may acceptbase maintenance tasks to be performed by a line maintenance organisationprovided all requirements are fulfilled as defined by the competent authority.(d) Aircraft maintained in accordance with ‘progressive’ type programmes should beindividually assessed in relation to this paragraph. In principle, the decision toallow some ‘progressive’ checks to be carried out should be determined by theassessment that all tasks within the particular check can be carried out safely tothe required standards at the designated line maintenance station.2. Where the organisation uses facilities both inside and outside the Member Statesuch as satellite facilities, sub-contractors, line stations etc., such facilities may beincluded in the approval without being identified on the approval certificate subjectED 2010/002/R(c) Maintenance tasks falling outside these criteria are considered to be BaseMaintenance.GM – Guidance Material[pages with thick green bars (dark grey)]the maintenance organisation exposition identifying the cedures to control such facilities and the competent authority being satisfied thatthey form an integral part of the approved maintenance organisation.CAUTION: it should be understood that if the contracted organisationor the above mentioned person loses or gives up its approval, then theorganisation’s approval will be suspended.Section ARecommended operating procedure for a Part-145 approved maintenance organisation based upon up to 10 persons involved in maintenance.PART-1454.1 145.A.30 (b): The normal minimum requirement is for the employment on a fulltime basis of two persons who meet the competent authorities’ requirements forcertifying staff, whereby one holds the position of ‘maintenance engineer’ andthe other holds the position of ‘quality audit engineer’.Either person can assume the responsibilities of the accountable managerproviding that they can comply in full with the applicable elements of145.A.30(a), but the ‘maintenance engineer’ should be the certifying personto retain the independence of the ‘quality audit engineer’ to carry out audits.Nothing prevents either engineer from undertaking maintenance tasks providingthat the ‘maintenance engineer’ issues the certificate of release to service.17The ‘quality audit engineer’ should have similar qualifications and status to the‘maintenance engineer’ for reasons of credibility, unless he/she has a proventrack-record in aircraft quality assurance, in which case some reduction in theextent of maintenance qualifications may be permitted.In cases where the competent authority agrees that it is not practical for theorganisation to nominate a postholder for the quality monitoring function, thisfunction may be contracted in accordance to paragraph 3.1.1.ED 2010/002/R4195
