TECHNICAL QUESTIONSQ1. How and when should I contact the TCCU? Are there delays?Answer: The email option to contact the TCCU is for non-urgentcorrespondence/requests only – this is noted on the CBSA website at g.html. The link to the TCCU ndant-eng.htmloffers FAQs andguidance for clients.Telephone: 1-888-957-7224,Option 1 for EDI transactions / Option 2 for Technical Portal Assistance (calls withinCanada and the United States) 613-946-0762 (overseas callers)Fax: 343-291-5482The CBSA advises they now have adequate resources on the TCCU to handle eHBLimplementation.Q2. What is the e-commerce Testing required for forwarders using a serviceprovider?If an e-commerce service provider has tested with the CBSA with one or more freightforwarders, do their newly on-boarded freight forwarding customers also have to test withthe CBSA? If so, is there a queue for testing via approved e-commerce providers? Howmuch time will everyone need to get in and get tested if they’re using an approvedprovider?Answer: It depends how the Service Provider is set up. If they have a generic profile,then no additional testing is required. If they have specific profiles (i.e. one per client),then each client will be required to test and they will need to complete the entire testpackage (18 test cases). When application forms are received, they are reviewed to verifyif testing is required, and are assigned to a testing representative. Under normalcircumstances, a testing officer is assigned within two (2) business days. In regards tohow long the testing will take, unfortunately we cannot provide specific timelines. ForeHBL, it can go anywhere between 2 weeks (best case scenario) to 3 months(problematic testing). Testing duration is dependent in large part on clients, their capacityto test and to fix errors that may be uncovered during testing, and thus it is hard to give aspecific timeline.4170 Attwell Drive, Suite 480, Toronto, Ontario M9W 5Z5www.ciffa.com November 2016

Q3. How do I get portal access and the ‘Shared Secret’?Answer: The Shared Secret Unit processes eManifest Portal shared secret coderequests from Carriers, Freight Forwarders, Brokers, Importers and Warehouseoperators. Here is the website link for more information on what is needed from theFreight Forwarder to receive a shared secret code: mlQ4. Why would my Shared Secret or Portal access request be denied? -The request does not provide the correct Freight Forwarder codeQ5. How do Forwarders renew their Portal access and passwords?Regarding the portal – many forwarders applied for their shared secret and portal accessback in late 2013 and early 2014 in anticipation of the July 2014 mandatory date. Whenthat date slipped, many of these busy business people simply forgot all about theportal. How do they get back up to speed on the portal?Answer: The eManifest project continues to offer live Portal demonstrations for freightforwarders once every month as well as CBSA pre-recorded Portal webinars for freightforwarders. What does the eHBL Special Characters Code Table #11 mean? (Letter ‘o’ and‘i’ in cargo control number reporting)Answer: CODE TABLE # 11 – Special Characters For both ANSI and EDIFACT:In order to reduce keying errors, the CBSA system will convert the alpha letter ‘o’ to anumeric zero (0) and the letter ‘i’ to a numeric one (1) when they are used in thetransmission of the Cargo Control Number and Conveyance Reference Number.For example, if the client transmits a cargo report with the following Request ID,8000jonie12345, CBSA systems will convert it to 8000j0n1e12345. If in the next threeyears the same client transmits a cargo report with the following Request ID:8000j0n1e12345, CBSA systems would see this as a duplicate Request ID and a rejectmessage would be generated. Q7. What is an 8000 freight forwarder code, do I need one and how do I get one?Answer: If you need information on the 8000 carrier code go to our Freight Forwarders8000 Series posted in August 2014. FACT SHEET posted on the CIFFA website underToolbox / Fact Sheets (http://www.ciffa.com/toolbox/fact-sheet)BASIC / INTRODUCTORYQ1. Are ‘back to back’ shipments consolidations requiring eHBL?Answer: Yes. Any shipment with a HBL, even a single HBL is a consolidation and theconsolidation indicator must be triggered.Q2. Is there an eHBL 8000 when there is no house bill?Answer: No. When the consignee on the carrier’s bill of lading or MAWB is the importerand there is no actual house bill, there is no eHBL. The shipment will customs clear onthe primary carrier’s MAWB or 9000 or truck or rail cargo control number (CCN) and therewill be no 8000 CCN.Q3. What are the timeframes for when eHBL data are required to be transmitted?Answer: That depends on the mode. Q4. Are S10 “supplementary data” / “supplementary report” ACI HBL filings?Answer: YES. The S10 Supplementary filing is the current ACI filing.Q5. eHBL versus ACI - Is “electronic house bill” the new eManifest filing?Answer: YES. The eHBL is the electronic house bill and is the new eManifest filing.Sometimes also called a ‘secondary report’ or secondary filing by CBSA.Q6. What is the primary cargo control number (CCN)?Answer: The Primary Cargo Control Number is defined by the CBSA as the original cargocontrol number (CCN) used in the submission of the house bill to reference the carrier’sprimary cargo document, with the carrier code preface - for example 9000 for oceancarriers or the master airway bill for air carriers. Trucks and railroads also issue primarycargo control numbers.Q7. How do we get the primary CCN?Answer: The 9000 CCN is provided by the carrier but it is not always carrier 9000 code B/L number. Each carrier has different variations and one must insist on a carrierproviding the cargo control number in writing. Overseas agents or offices must receive the primary CCN from the carrier – usually attime of booking.Q8. Do we need it if we’re co-loading?Answer: Co-Loaders will have primary carrier CCN on hand and must provide it to eachfreight forwarder they are providing space to in ocean container or airline unit. Every tierof forwarder requires the primary carrier’s cargo control number.Q9. What is the requirement for HS Codes? 6 digit HS code or 10 digit HS code?Answer: One HS Code only, to 6 digits if you have it on your paperwork that you get fromthe shipper and it is on the actual house bill issued by your office / agent from origin.From the CBSA: “The requirement for a freight forwarder to provide an HS code/CustomsTariff item number is conditional upon the freight forwarder having this information as partof the bill of lading, way bill or similar transportation source document. If the HScode/Customs Tariff item number for a specific shipment is not included in any of itssource documents, there is no requirement for the freight forwarder to provide an HScode/Customs Tariff. Freight forwarders are only expected to provide the HScode/Customs Tariff information that is provided to them and they are not expected toclassify the goods.Should this information have to be transmitted: as per Chapter 8 (Advance CommercialInformation (ACI)/eManifest House Bill Portal) ECCRD it states under the cargodescription that a minimum of 6 digits must be provided depending on the ECCRD dataelement conditions and system specifications.”Q10. What is the requirement if there are multiple HS Codes in the shipment?Answer: At this time the (CBSA) system allows for just one HS code per house billtransmission. NOTICESQ1. If the freight forwarder submits their eHBL and the Primary CCN is not on file,who receives this message? The carrier or the freight forwarder or both?Answer: The Document Not on File notice does not go to the Prime Carrier if a freightforwarder submits their HBL. The Doc Not on File would only go to the Primary Carrierwhen the freight forwarder submits the House Bill Close Message.Q2. When ‘document not on file’ is issued, will it reference whether it was generatedbased on a previous message being cancelled/rejected as opposed to neveractually being on file?Answer: Since the Document Not on File Notice is delivered only to the client whosequoted document is not on file, they should know themselves whether they ever actuallysubmitted the document or not. The Document Not on File Notice will be delivered tocarriers when either a House Bill Close Message or Pre-Arrival Release document quotesa CCN with that carrier’s carrier code. When the client receives this notice, they shouldbe able to verify in their own internal systems whether that CCN has ever been filed ornot, and/or whether that CCN is cancelled or rejected.Q3. ‘D3 matched/not matched notice’ versus ‘D4 matched/not matched notice’What is the difference between ‘D3 matched/not matched notice’ and the ‘D4matched/not matched notice’?Answer: D3 notices, Not Matched applies to House Bill cargo, House Bill CloseMessage and legacy Multimodal Cargo. Matched applies to House Bill cargo, HouseBill Close Message, legacy Multimodal Cargo and EDI PARS. In comparison, for D4Notices, Not Matched and Matched will apply to releases (i.e. PARS, IID), House BillClose Message and consolidated cargo and will also be made available on legacy airand marine EDI cargo records. Cargo Complete will replace Not Matched for nonconsolidated cargo. Q4. Reported Notice - Are these only sent to the party that filed the bill that isbeing presented?Answer: Reported Notices will be sent out upon Conveyance arrival at the border to thecarrier that submitted the cargo document and to the warehouse operator quoted in thesub-loc field of that cargo document.Q5. Arrived NoticeIf the eHBL is issued by a non-bonded freight forwarder and the marine carrier handlesthe in transit movement either to a warehouse or border crossing, who gets the notice?Answer: The freight forwarder owner of the eHBL will receive an Arrived Notice for theeHBL and a Deconsolidation Notice for the House Bill Close. The Warehouse Operatorquoted on the House Bill sub-location code will receive a copy of HBL Arrived Notice.The Marine Carrier quoted on the Primary Cargo who delivered the in-transit cargo to itsdestination will receive an Arrived Notice for the Primary Cargo and also aDeconsolidation Notice.Q6: Deconsolidation Notice. (Back to Back)What if the marine terminal, airline warehouse operator etc. is not set to receiveelectronic notices?Answer: [Editor’s Note: At time of writing September 18, 2016 we are working withCBSA on this and we don’t have anything official in writing from them, except thefollowing which we received by email.]“There are 3 paper options available if the warehouse is not set up to receive theDeconsolidation notice:Freight forwarder may present a hard copy of the raw data EDI Deconsolidation notice.If the freight forwarder is set up to receive the Deconsolidation notice, they will be ableto print the raw EDI message and present it to the warehouse operator in order toretrieve their goods from the warehouse.”The other two paper options are a Customs’ stamped Close Message printed out fromthe portal or a primary manifest with the 8000 numbers written on the back, stamped byCustoms. Section 12 NoticeIn the case of vessel sharing, if the vessel operator sends the vessel arrival, does heget ALL CCNS related to that report?Answer: In the case of vessel sharing, only the transporting carrier whose carrier codeforms the beginning of the CRN of the Conveyance document will receive the S12Notice listing all of the CCNs on that conveyance. For other carriers who have cargo onthe vessel, they will receive Reported Notices for all CCNs that begin with their carriercode upon arrival at FPOA.Q8. Disposition Business RulesReleased/Held/Authorized to deliver will only be sent upon “arrival” of the cargo orhouse bill. Does this mean vessel arrival or a successful filing with CBSA?Answer: This means arrival of the cargo or HBL at its quoted destination warehousesub-location for in-bond movements, or at vessel arrival for import cargo or HBLsseeking frontier release at the border.Q9. Risk – Deconsolidation Notice not a Customs ReleaseWhat is the risk that Deconsolidation Notice is not a Customs release?Answer: The Deconsolidation Notice is the notice to the terminal giving 'authorization tomove' cargo. It is not a Customs release. Basically, the Deconsolidation Notice is anotice that the liability for duty and taxes is transferred from the primary carrier to the 8000bonded freight forwarder. If you have back-to-back / single eHBL with a primary terminalas the Port of Destination, you must ensure the goods are actually Customs releasedbefore they are delivered to the consignee/ importer.
