The batch is aneclectic mix of both experienced professionals andfresh graduates hailing from streams such associal work, medical, engineering, arts and law. TheWASH programme places importance on bothPLACEMENT BROCHURE 2015-16theoretical and practical learning. Conceptualclarity is enhanced through participation inclassroom discussions, assignments, case studyanalysis, presentations, etc. while practical inputsare provided through the rigorous field worksystem. This course augments knowledge, skillsand capacity of students to attend current watersanitation and hygiene status. This is done byenhancing coverage, affordability and access toquality water sanitation and hygiene aspects,which is generally neglected. The first two batcheswas inducted well in WASH sector across India andI hope the current batch having 15 students, packedwith ideas and innovations to bring changes towater, sanitation and hygiene domain onsustainable basis.Once again I welcome all the organizationsto assess the potential of these WASH experts inTISS Tuljapur, School of Rural Development.1

The WASH program is uniqueto address challenges in the water and sanitationsector, which has been a neglected area in thecountry over several decades. The recentattention that the sanitation sector has gained alsounderlies the enormous tasks ahead of us in thisdirection. In addition, availability of trainedprofessionals equipped to deal interdisciplinaryaspects of WASH sector is also an equallyimportant step towards achieving the goals.This innovative program was designed inassociation with UNICEF and reputed practitionersworking in the WASH sector, and was launched inthe year 2013. The 3nd batch of the program has 15students representing various states of thecountry. The course curriculum has been furtherrefined to include strong practical aspects throughextensive field work assignments as per thedirectives of the Ministry of Drinking Water andSanitation, Government of India last year. Studentswere assigned neighbouring villages near theinstitute to undertake WASH related field studies,PLACEMENT BROCHURE 2015-16awareness programs and special drives toimprove prevailing conditions; this intensiveexercise has played a key role in supplementingthe academic training.The students of previous batches hadsecured employment with reputed national andinternational agencies. OVERVIEW OF TISSThe Tata Institute of Social Sciences (TISS)was established in 1936, as the Sir Dorabji TataGraduate School of Social Work. At the height ofeconomic depression in the 1930s, the trustees ofthe Sir Dorabji Tata Trust willed to create aninstitution to train human service professionals toaddress acute poverty, destitution,unemployment and other social and economicproblems.The trust invited Prof. Clifford Manshardt ofChicago University to establish the School ofSocial Work. In the subsequent decades, TISSinfluenced the direction of social work educationand social research in India and Asia. In 1944, theSir Dorabji Tata Graduate School of Social Workwas renamed as the Tata Institute of SocialSciences. In 1964, University Grants Commission(UGC), Government of India (GoI) recognized theInstitute as a deemed university and fully fundsits maintenance. ABOUT TULJAPUR CAMPUSTISS Tuljapur in the Osmanabad district ofMaharashtra was set up with support from theGovernment of Maharashtra in 1986, as a part ofthe institute's golden jubilee initiatives towardsholistic and sustainable development. TheGovernment of Maharashtra donated 100 acres ofbarren land on the outskirts of the temple town ofTuljapur.campus with excellent infrastructure. It currentlyoffers Post Graduate Diploma in Water Sanitationand hygiene (WASH), Five Year Integrated Master'sprogram in Social Sciences, M.A., M.Phil and Ph.D inSocial Work with specialization in ruralDevelopment.TISS Tuljapur is poised forexpansion of teaching, research and outreachprograms in the 12th Plan period.In the first phase commencing in 1988, communityaction projects were initiated and linkages builtwith rural communities. The nature of theseproject-making the EGS work for the poor,mobilization of women and marginalizedcommunities to access services, demonstration ofthe watershed project, integrating gender andequity aspects, facilitation of communityparticipation in reconstruction and rehabilitation ofEarth quake affected people and training of police,block development and local level officialsprovided TISS Tuljapur a solid base in the region.The sprawling Tuljapur campus is now greenPLACEMENT BROCHURE 2015-167

THE COURSE : PGD-WASHThe water and sanitation sector plays a keyrole in the human well-being and overalldevelopment of any society across the globe. It isinherent part of the development agenda fordeveloping countries like India where millions eventoday lack access to basic water and sanitationservices. Achieving universal sanitation i.e. accessto safe drinking water and basic sanitation serviceshave been identified as one of the key targetsaccording to the Millennium Development Goals(United Nations). Central Rural Sanitation Program(CRSP) launched countrywide Total SanitationCampaign (TSC) program in the year 1999. Foreffective implementation of the program the stategovernments have created special cells/units atstate and district level. The primary aim of theseinstitutional arrangements is regular monitoringand supervision of various sanitation programs.Recently the Government of India has alsointroduced a Rural Sanitation and Hygiene strategywith the objective to create Swachh Bharat by 2022under Swachh Bharat Abhiyan.However, one of the reasons for poor8progress of these programs is unavailability oftrained human resources at various levels ofoperations of TSC program. Today the availablehuman resource in the WASH sector comprise ofgovernment officials, contractual staff working withgovernment organizations, resource persons andexperts working with civil society organizations aswell as donor organizations, academicians,trainers and freelance consultants. Despite thepresence of wide range of experts, the sector has alimited number of practitioners who have acomprehensive understanding of all issuesconcerning the sector. The practitioners in theprogram now increasingly require soft skills suchas participatory programming and appreciationaspects related to equity, gender & human rights.TISS has been engaging with WATSANsector in variety of ways, viz., training, capacitybuilding programs and extension activities incollaboration with central or state government(s)agencies as also with international agencies.It initiated rural piped water supply schemes inthree states, supported by DFID. It also undertookTISS, Tuljapur Campus

the Jalswaraj Project in Maharashtra wherein GramPanchayat's performance in various sectorsincluding WATSAN was assessed usingCommunity Score Card (CSC) Methodology.UNICEF, in partnership with the WaterSupply and Sanitation Department (WSSD),Government of Maharashtra, conducted a TrainingNeed Assessment of District Sanitation Managersin the year 2010. The comprehensive assessmentcovered all 104 Total Sanitation Campaign (TSC)cell consultants working in the state ofMaharashtra. The findings revealed that there is aneed to train TSC consultants on almost entirerange of technical skills. Other emerging trainingneeds include specific inputs related to motivation,project management, documentation, planning andmonitoring. The findings of TNA once againbrought to the forefront the need for qualityprofessionals having exposure to both technicaland non-technical aspects. In the past UNICEF hadactively supported the training programs in theWASH sector, this led to a realization that there isPLACEMENT BROCHURE 2015-16need to shift from routine training programs toprocess driven education programs for sustainedcapacity development. Accordingly, UNICEFinitiated discussions with TISS, WSSD and CivilSociety Organizations. The findings helped reachconsensus that it is difficult to achieve the goals ofwater and sanitation without creating a fresh cadreof WASH professionals and buildingcommensurate capacities of the in-serviceofficials in terms of skill, knowledge and attitude.Thus emerged first course in Indiacomprehensively focusing on Water, Sanitationand Hygiene i.e.PG diploma in WASH. This diplomaprogram has been designed with the specificintention to fill this crucial gap which is prohibitingthe progress of water and sanitation programs inIndia. The broader objective of the course is todevelop a cadre of professionals with scientific andsocial skills to effectively manage WASH sectorand its services.9
