Project Description:Lincoln-Way Community High School District 210, 1801 E. Lincoln Highway, New Lenox, IL 60451, isseeking Requests for Proposals in conjunction with the Federal Universal Service E-rate Program for newCategory 2 wireless infrastructure to be installed at the following locations:-Lincoln-Way Central High School, 1801 E. Lincoln Highway, New Lenox, ILLincoln-Way East High School, 201 Colorado Avenue, Frankfort, ILLincoln-Way West High School, 21701 W. Gougar Road, New Lenox,Lincoln-Way Transportation Center, 1343 S. Schoolhouse Road, New Lenox, IL.Lincoln-Way High School District 210 participates in the E-rate program and is reimbursed at the 40%discount level overall. The District is seeking proposals from qualified Enterprise Level vendors offeringmainstream equipment that is proven and operable in ample numbers of schools in the local area.Vendors must provide the Lowest Corresponding Price, or LCP, for all of their service and equipmentofferings per E-Rate Rules. Project implementation is fully dependent upon E-rate funding and theapproval of the Lincoln-Way High School Board of Education.E-rate is in the fifth year of its modernization of the program to include Internal Connections and datainfrastructure called Category 2, or C2, equipment. C2 equipment is available for all schools and schooldistricts. Lincoln-Way Central, Lincoln-Way East, and Lincoln-Way West are E-rate eligible locations. TheTransportation Center is not E-rate Eligible.District 210 currently uses an Aruba Wireless Solution composed of Aruba 7210 Controllers, ClearpassC2000 Platform Controllers, Aruba Airwave, interior Aruba AP-135 Access points and AP-277, 274 and275 exterior mesh units. The District also uses MST200 point-to-point bridges at two locations. Theexisting Aruba 135 indoor access are approaching their End-of-Life/End-of-Support in 2020. The Districtis looking for a robust, scalable solution to provide greater bandwidth and support the needs of staff,students, and guests.Scope of Work for Category 2 Infrastructure:The scope of work for this RFP includes the purchase of WLAN controllers, new wireless access points,replacement of point-to-point bridges, configuration and support of all eligible services.Proposal Instructions and General TimelineGeneral Instructions to BiddersThe Lincoln-Way High School Board of Education has developed a “General Instructions to Bidders”packet. All guidelines included in this document must be adhered to.Bid Specific InformationIn addition to the “General Instructions to Bidders” provided:-Vendors must have a valid E-Rate SPIN number.District 210 requires vendor certifications in good standing from the manufacturer.

-Alternative bids of substitutions are allowed but must be clearly identified and detailed asdifferent from the specification.Subcontractors are permitted only with permission from District 210. Vendor must identify anysubcontractor and District 210 reserves the right to reject a subcontractor.Vendor will bid separately and allocate out all non-E-rate eligible hardware and software.Vendor is required to have a Service Center and Service Personnel within the State of Illinois, orwithin a 100-mile radius of the District.Vendor must have at least (3) school references of the same size or larger than Lincoln-Way HighSchool District 210 in the State of Illinois.Vendor must possess and prove/certify that it has employee certifications for all hardware andsoftware included in the bid.Lincoln-Way High School District 210 reserve the right to reject any and all proposals.This Request for Proposal is based on approval of the Lincoln-Way High School District 210Board of Education approval and in no way binds the District into a contract or purchase.Equipment must be purchased and provided directly from the manufacturer or themanufacturer’s authorized distributor.All bids/proposals are required to have line item pricing and manufacturer’s part numbersincluded in the bid document. Existing Network Environment1. Lincoln-Way High School currently operates three schools: Lincoln-Way Central High School,Lincoln-Way East High School and Lincoln-Way West High School. The District has 7,600students and approximately 1,000 staff members.2. The District also has facilities at a Transportation Center and provides bus services to severalarea grade schools in addition to servicing its own students.3. The District also has facilities at Lincoln-Way North High School. Parts of the building arecurrently being utilized by the Frankfort Square Park District.4. The District operates an Administrative Annex that is adjacent to, and part of, the Central HighSchool LAN.5. The 5 main facilities (Central, East, West, North and Transportation) are connected via ComcastFiber WAN Links. Voice and Data traffic are routed across the WAN links using OSPF. A WANdiagram is included in this packet.a. Lincoln-Way Central has a 2 Gbps connection with Comcast ENS service.b. Lincoln-Way East and Lincoln-Way West have 1 Gbps Comcast ENS connections.c. The Lincoln-Way Transportation Center and Lincoln-Way North each have a 100MbpsComcast connection.6. Internet connectivity is provided for the entire District from Lincoln-Way Central via Comcastfiber.a. The District currently has a 1 Gbps Comcast Internet connection.b. The District uses two Palo Alto 3050 firewalls that are setup in an active-passive, highavailability configuration for redundancy7. The LAN infrastructure is primarily composed of stacked Aruba 3500 and Aruba 2500 switches.The core switches at each of the schools are HP / Aruba 5406 switches. IDF Closets containAruba 3500 and 2500 stacked switches. MDF and IDF closets are currently connected via62.5/125 MM fiber. The District released a separate Request for Proposal in December of2018 to upgrade the fiber at Lincoln-Way Central and Lincoln-Way East, the RFP is pendingapproval by the Board of Education. Lincoln-Way West Fiber was installed in 2009 and is notincluded in the Fiber update proposals.8. The District currently use an Aruba Wireless solution. This includes the following components:a. Four (4) Aruba 7210 Wireless controllers,b. Three (3) Aruba Clearpass appliances,c. One (1) Airwave Management appliance,d. Approximately 500 Aruba AP 135 indoor access points.e. An Aruba outdoor Wireless Mesh to provide coverage to the Varsity athletic fields usingAruba AP 274, 275, and 277 access points, and 2 MST 200 Point-to Point wireless links.9. The District currently uses a Cisco VoIP communications system.Proposal Requirements:Lincoln-Way High School District 210 is seeking proposals for replacement of existing indoor AP 135access points, and replacement of the existing MST 200 point-to-point links. In addition, the Districtwould like to add (2) Mobility Master Appliances to enhance the functionality and management of the

wireless infrastructure by providing a centralized dashboard to simplify and streamline configurationand allow “Live Upgrades” to the system to prevent downtime for users. Mobility Master will be used tocentrally maintain up-to-date policies from Aruba’s ClearPass policy management system, which arethen locally enforced by the existing 7210 controllers on the network, and to create and apply policiesacross the WLAN and LAN – eliminating the need to configure per-switch ACLs, VLANs, and subnets.1. Proposed solutions must provide a complete wireless solution for the District to providecoverage for all indoor facilities and varsity athletic facilities, including all necessary hardware,software, and licensing.2. Proposed solutions must integrate with existing WIRED infrastructure components.3. Proposed solutions must integrate with other existing WIRELESS infrastructure components orinclude the replacement of all WIRELESS infrastructure components to provide for a completeturn-key solution.a. The District currently uses three Clearpass Appliances for radius authentication withActive Directory for staff and student access to the wireless network. Guestauthentication is also managed through Clearpass. These appliances were updated in2017.b. The District uses four Aruba 7210 Wireless Controllers to centralize all controlfunctionality for access points, wireless SSIDs, adaptive radio management, encryption,and client roaming.c. The District uses an Airwave Management Platform appliance to monitor the wirelessnetwork.d. The District has an outdoor wireless network for varsity athletic facilities which includes:i. Lincoln-Way Central: Aruba MST200 bridges to the football stadium and anAruba AP 275 to service clients. An Aruba AP 274 wireless mesh for the othervarsity fields.ii. Lincoln-Way East: Aruba AP 274 wireless mesh.iii. Lincoln-Way West: Aruba AP 277 bridge link to the stadium with an Aruba AP275; Aruba AP 274 wireless mesh for other varsity fields.4. Proposed solutions must include all professional services for implementing a complete solution,including design and discovery; configuration and setup of controllers and managementcomponents, testing, documentation and knowledge transfer to District Employees.a. Provide, install and configure Mobility Master Controllers.i. Integrate new Mobility Master Controllers with the existing Aruba controllersand Clearpass appliances.ii. Migrate the current environment to Aruba OS 8.b. Provide access point hardware and professional services for general configuration ofAPs, provisioning to controllers/ap groups.c. District employees will work with the selected vendor to physically install Access Points.d. Existing AP cabling may be repurposed. There is a single Ethernet connection to existingAps. Vendors should include cabling costs for any CAT6A cabling for new access pointlocations that are required for their proposed solution. (Appendix A contains floorplanswith existing AP locations, proposed new AP locations that have been identified by theDistrict, and estimated hallway distances.)
