New Zealand COVID-19Construction ProtocolsThese protocols and attachments are to be read in conjunction with the COVID-19 – Standardfor New Zealand Construction Operations and reflect how the requirements in the standard maybe achieved. The details of the plan mustbe communicated to workers before theystart work.Where possible, conduct a remoteinduction before arrival on site, this can bedone via video conferencing or by phone.If an in-person induction is required,the Physical distancing and hygieneprotocol must be followed.All workers should follow the Personalhealth flowchart to confirm they are safeto be on site.Employers must have an understandingof how workers will travel to and fromsite and will communicate the Sitetransportation protocol to all.Ensure all workers understand whenadditional PPE may be required due toCOVID-19 and that workers have accessto the correct PPE as per the Ministryof Health PPE Guide and Worksafeguidelines. When required to use facemasks or gloves please follow theseprocesses.Only relevant personnel to the workplaceare to access the site. All office employeessupporting a project will work remotely,where possible.A daily register of workers entering andleaving site must be completed alongwith a health declaration. If electronicsign in machines are used, these mustbe cleaned and sanitised after each use.Use your existing sign in register or theexample Sign-in register.Signage reminding workers of theCOVID-19 physical distancing and hygieneprotocol will be posted at the siteentrance and in common areas whereappropriate.All work is to be undertaken in such away as to reduce any possible contactbetween workers and to promotephysical distancing wherever possible, asper the Physical distancing and hygieneprotocol.All visitors to the site, such as necessarydelivery workers, will be restricted to oneperson wherever possible. These workersmust follow the Site transportationprotocol.All offices and jobsites must implementcleaning measures as per the Cleaningguide.All tools, equipment, plant and vehiclesmust be used in alignment with theCleaning guide.Toolbox talks should be held withphysical distancing in place as perthe Physical distancing and hygieneprotocol. A COVID-19 level 3 ToolboxTalk is available for use to assist withyour Toolbox Talks.Additional sanitary measures are tobe implemented on site to prevent thespread of COVID-19 e.g. hand washingstations, provision of additional handsanitizer, provision of disinfectant wipingproducts, as per the Physical distancingand hygiene protocol.Smokers must follow the Physicaldistancing and hygiene protocol.A COVID-19 Response plan must beavailable and accessible on site.Workers must use the Sign-in register tosign out.Follow the COVID-19 Manager’sChecklist.When Returning home, workers will needto follow the necessary hygiene measures.Communicate the site expectations andprevention measures to all workers andcontractors.Each site must be cleaned and sanitised atthe end of the working day or end of eachshift, as per the Cleaning guide.All waste and disposable PPE must bemust be removed from site and securelydisposed of as per the Cleaning guide.Workers must follow the Sitetransportation protocol.You must have a COVID-19 Response planin place to identify processes for dealingwith suspected and confirmed COVID-19cases.Stay in contact with all workers includingthose who may be in isolation or workingremotely. Conduct Toolbox Talks regularlyand keep track where and when workersare on site for contract tracing purposesand ensure they have the correct PPE.Don’t forget your normal health and safetyobligations still apply. These Protocols arein addition to your usual health and safetycontrols.

FAQsQ: Where can I get a SSSP or similar form?A: You can find a industry created SSSP here.Q: Is health screening required?A: Only if required by agreement with the main contractor.Q: Does everyone need to be re-inducted to the site?A: When first returning to work at Level 3, all workers andcontractors are to be re-inducted and informed of this protocolas applicable.Q. Why aren’t we recommending that face masks shouldbe mandatory?A. I’m sure many of you have followed the ongoing debatearound the use of masks, whether cloth or manufacturedsurgical masks or N95 masks. And whether or not they havemuch value. The jury is out. For every expert you will find thatsays there is a place for them, you will find another who saysthere isn’t a place.In general, if people want to wear a mask, there’s no specificharm in doing so, if you are using it appropriately. If they’renot used appropriately a mask can actually be worse, becausepeople tend to fiddle with them a lot. That can increase theirsusceptibility to being infected.Q. What is required at alert level 2?A. The industry is working on level 2 protocols and will adviseof these once completed.Q. What is a vulnerable worker?A. Information about vulnerable workers can be found on theMinistry of Health website or hereNew Zealand COVID-19 Construction ProtocolsQ. Why aren’t we recommending that thermometer testingshould be mandatory?A: Thermal detection devices are impractical to enforce forall sites as we do not have the supply in NZ to achieve this.Devices also vary and can be unreliable in determining ifsomeone is infected with COVID-19.Moreover, your body temperature is not always a great way totell if you’ve been infected by COVID-19 or any virus for thatmatter. Not all people infected with COVID-19 show symptomsand if they do it can take days to appear and what happens ifyou’ve taken some medications to bring your fever down?Q: How can I get enough of the required PPE e.g. rubbergloves?A: If you are having trouble sourcing rubber gloves, handsanitiser or other required PPE, then there are people andorganisations around who will be able to assist. If you are apart of a membership organisation, they may be able to assistin sourcing of PPE products, alternatively if you are workingon site, contact the main contractor as they may have stock tosell or share. Be prepared and stay well stocked. Order yoursupplies early, don’t wait until you have nothing left beforeyou place an order.Q. Why should we split our teams on site?A. If it is possible to split staff to 50:50 site attendance(management, supervision and trade teams) then if half ofthe team gets infected the other half team will still be able towork. By zoning areas to specific teams you also reduce thelikelihood of spreading the virus beyond teams.Q. Why is physical distancing one metre at work but twometres outside of work?A. Government have advised that workplaces must operatesafely – keeping one metre between workers, recording whois working together, limiting interaction between groups ofworkers, disinfecting surfaces, and maintaining high hygienestandards. We have recommended to operate under guidancegiven within the alert level 3 information.FAQ’s Page 1 of 1

Manager’s ChecklistHave an up to date site plan that is communicated and agreed with theappropriate persons. Physical Distancing and Hygiene Protocol - Alert Level 3Safe work practices to limit exposure to COVID-19 while operating under alert level 3 at work mean first assessing the risks, and thenimplementing the appropriate controls, so far as is reasonably practicable. All work must be undertaken in such a way as to reduce any possiblecontact between workers and to promote physical distancing wherever possible.What is physical distancing? Physical distancing, sometimes known as “social distancing”, is aboutkeeping a safe distance from others. Physical distancing means remainingone metre away from other people. This is important to help protect usfrom COVID-19, which spreads via droplets from coughing and sneezing.Staying one metre away from others is an effective measure.Delivery drivers should remain in their vehicles if the load will allowit and must wash or clean their hands before unloading goods andmaterials. Any sign in registers should be recorded by one person wherepossible – do not pass material around the group and minimisecontact with any screens.General Working ArrangementsSite Meetings Keep team sizes as small as possible. Only absolutely necessary meeting participants should attend. Keep a record of who is in each team every day as you may berequired to track back for contact tracing. Attendees should be one metre apart from each other Site teams are encouraged to put forward split/alternating shifts toavoid extensive intermingling to reduce potenital of exposure.Rooms should be well ventilated / windows opened to allow fresh aircirculation. Hold meetings in open areas where possible. Meetings are to be held through teleconferencing orvideoconferencing where possible. Work site is to be segregated into zones (or by other methods) asmuch as possible to keep different teams/trades physically separatedat all times. Where possible, apply a one-way system in high-traffic areas, such aslifts, stairwells and scaffolds. Where practical, all office employees supporting a project workremotely. Risk assessments and method statements must be updated to includeCOVID-19 control measures. When using a vehicle, the Cleaning Guide must be followed. Plan all work to minimise contact between workers. When using a vehicle, limit this to one person per vehicle if possible. If it is not possible or safe for workers to distance themselves by onemetre for a work activity the following steps must be satisfied:Avoiding Close Working External interfaces One member of the crew nominated to receive supplies etc. Keep the engagement with the other person as brief as possible. Ask for paperwork to be emailed rather than handed over as much aspossible: If unavoidable, then either wear gloves when handling the item orwash hands before and after handling said items.Are the works essential and do they need to be carried outnow?›If not, the works should not be carried out.›If they do need to be carried out additional controlmeasures must be in place.Additional controls could include:›Wearing disposable overalls.›Wearing of PPE (face masks).Site Entry›Wearing of powered ventilation. Limit visitors to site where ever possible.›Short duration works. Introduce staggered start and finish times where possible to reducecongestion and contact.›Reducing number of operatives. Monitor site access points to enable physical distancing – you mayneed to change the number of access points, increase to reducecongestion or decrease to enable monitoring. Re-usable PPE should be thoroughly cleaned after use and not sharedbetween workers. Single use PPE should be disposed of so that it cannot be reused. Stairs should be used in preference to lifts or hoists. Where lifts or hoists must be used: Where entry systems that require skin contact e.g. fingerprintscanners are used, the Cleaning Guide must be followed. Require all workers to wash or clean their hands before entering andleaving the site. Allow plenty of space (one metre) between people waiting to entersite. Regularly clean common contact surfaces in reception, office,access control and delivery areas e.g. scanners, turnstiles, screens,telephone handsets, desks, particularly during peak flow times.Toilet FacilitiesWhere possible, conduct a remote induction before arrival on site,this can be done via video conferencing or by phone. If an in-personinduction is required, reduce the number of people and hold themoutdoors wherever possible. Physical distancing rules apply to the use of shared facilities,including toilets. Wash hands before and after using the facilities. Enhance the cleaning regimes for toilet facilities particularly doorhandles, locks, toilet flush and sanitary bins. Provide suitable and sufficient rubbish bins for hand towels withregular removal and disposal.Eating Arrangements If you need to leave site for any reason, follow site entry procedureson return. Dedicated eating areas should be identified on site to reduce foodwaste and contamination. Break times should be staggered to reduce congestion and contactat all times. Hand cleaning facilities or hand sanitiser should be available atthe entrance of any room where people eat and should be used byworkers when entering and leaving the area. The workforce should be asked to bring pre-prepared meals andrefillable drinking bottles from home. Workers should sit 2 metres apart from each other whilst eating andavoid all contact. Where catering is provided on site, it should provide pre-preparedand wrapped food only. Payments should be taken by contactless card wherever possible. Shared crockery, eating utensils, cups etc. should not be used unlessa dishwasher is available to clean them. Tables should be cleaned between each use. All rubbish should be put straight in the bin and not left for someoneelse to clear up. All areas used for eating must be thoroughly cleaned at the endof each break and shift, including chairs, door handles, vendingmachines. Limit access and use of coffee machines and water fountains. Consider numbers on site for site facilities as physical distancing mayrequire additional space/facilities.Changing Facilities, Showers and Drying Rooms Introduce staggered start and finish times to reduce congestion andcontact at all times. Introduce enhanced cleaning of all facilities throughout the day andat the end of each day. Consider increasing the number or size of facilities available on site ifpossible. Based on the size of each facility, determine how many people canuse it at any one time to maintain a distance of one metre. Provide suitable and sufficient rubbish bins in these areas withregular removal and disposal.Smoking Smokers/vapers must use designated area or do so off-site and buttsare to be placed in the designated receptacle. Hands must be washedbefore and after smoking. Stand so that smoke or vapor produced is not going into anotherperson’s breathing zone.Hand Washing Provide additional hand washing facilities to the usual welfarefacilities on large, spread out sites or significant numbers ofpersonnel on site. Ensure soap and fresh water is readily available and kept topped upat all times. Provide hand sanitiser where hand washing facilities are unavailable. Regularly clean the hand washing facilities and check soap andsanitiser levels. Sites will need extra supplies of soap, hand sanitiser and papertowels and these should be securely stored.Hand washingWet your hands under cleanrunning water. Use warmwater if available.Put soap on your hands andwash for 20 seconds.Liquid soap is best.Rub on both sides of bothhands.and in between fingers andthumbs.and round and round bothhands.General Hygiene Each worker must sanitise their hands with hand sanitiser or soap andrunning water before entry onto site, use warm water if available. Set up a specific place near the entry of the site for handwashing and/or sanitising. This could be as simple as on the back of a ute. Any personal items brought to site by workers must be segregated(kept separate from other workers items). Individual PPE for workers must be kept separate from other workersPPE and cleaned correctly as per the Cleaning Guide. All eating and drinking utensils to be cleaned by the user. Cleaning Guide - Alert Level 3Construction sites operating after Coronavirus COVID-19 level 4 is lifted need to ensure they are protecting their workforce and minimising therisk of spread of infection.Key cleaning tipsConsider your work environment and what is frequently used and touchedby workers, customers and others. The virus can be spread from person toperson or by touching unclean equipment or surfaces. To stop the spread,focus efforts on cleaning areas where the virus is more likely to spread,such as the kitchen and toilet.Physical distancing should also be practiced when cleaning offices andjobsites. Refer to the Physical Distancing and Hygiene Protocol for moreinformation. Schedule regular cleaning.Use a suitable cleaning product.Use disposable cloths, if available.Always wear disposable gloves when cleaning. When finished,place used gloves in a rubbish bin.Wash hands immediately after removing gloves or after handlingthese items.Cleaning aids, such as cloths or mops, must be germ-free or they’ll spreadgerms to other surfaces.Here are some general cleaning tips to help prevent the spread of germs:Cloths and spongesUse disposable cloths or paper towels when possible. Common pens for sign in sheet to construction site.Doors/door handles - look at all reasonable opportunities toremove them.High-touch public surfaces such as stairwell handrails, doorhandles, tabletops, lift buttons, microwaves and other kitchensurfaces.Screens and tables should be wiped after use, including iPads,photocopiers, digital check-in scanners and desktop stations.Clean floors with disinfectant or bleach solution, starting from oneend of the premises to another (from the exit inwards).Wash items such as towels, tea towels and other fabrics and drythoroughly outside or with a dryer.Before leaving the office or jobsite at the end of the working day or endof each shift, wipe down any tables/surfaces with soapy water or cleaningagents where possible. All workers must be checked out of site and recordkept daily.Common touch points may include: Wash brushes in a dishwasher regularly or clean with detergentand warm water after each use. Mops and buckets Coffee machines and water fountains.Site cleaningReusable cloths should be disinfected or washed after each use.Washing-up brushes Wear disposable gloves while handling soiled items.Disinfecting cleaning aids Common internal touch points may include:All waste and disposable PPE must be securely disposed of.All door handles, railings and personal workstation areas arewiped down with a disinfectant, such as disinfectant wipes.Individuals are responsible for cleaning their workstation area withdisinfectant wipes.Clean all ‘high-touch’ surfaces such as desks, counters, tabletops,doorknobs, bathroom fixtures, toilets, light switches, phones,and keyboards every day with antiseptic wipes or disinfectant,including bleach solutions.Use two buckets for mopping – one for detergent and the otherfor rinsing.Cleaning bathrooms, toilets and showersMops and buckets should be cleaned and dried after each use.Clean toilets with a separate set of cleaning equipment (disposablecleaning cloths, mops, etc).Key cleaning tipsAll offices and jobsites should implement additional cleaning measuresof common areas as recommended by the Ministry of Health and to helpminimise the spread of COVID-19.Regular cleaning of the workplace environment will minimise the spread ofinfection by reducing workers’ contact with contaminated surfaces.Clean surfaces with a suitable cleaner and/or disinfectant and follow themanufacturer’s instructions for use. When choosing a suitable cleaningproduct, consider what the product is effective against and the length oftime the product needs to be left on a surface to clean it properly.Where possible, use disposable cloths or paper towels to clean surfaces.Reusable cloths should be disinfected and then dried after use, as bacteriaand viruses can still survive on damp cloths.New Zealand COVID-19 Construction ProtocolsClean sinks frequently, if they’re used regularly.If your jobsite has a shower: Clean shower trays frequently, if used regularly.If a shower hasn’t been used for a while, let it run with hot waterbefore using it.Keep tiles and grout in good condition.Clean shower curtains frequently.Common toilet touch points may include: Keep the U-bend and toilet bowl clean by flushing after each use.Limescale should be regularly removed using a descaling product.Keep the toilet seat, handle and rim clean by using a disinfectant.Cleaning Guide Page 1 of 2

Cleaning Tools and Equipment Clean tools and equipment before and after each day’s work witha disinfectant, concentrating on points of contact such as handles.Wash your hands after handling tools and equipment to preventthe spread of germs.If possible, don’t share tools on-site. If sharing cannot beprevented, take precautions and follow the hand washing guidebefore and after each use.Cleaning vehicles Have dedicated drivers when using vehicles to avoid the spreadof germs.Don’t share vehicles if possible, if you need to use a sharedvehicle then wipe down the common touched areas of the vehicleafter each use (steering wheel, handbrake, gear stick, dashboard,handles, etc) and wash hands before and after using the vehicle.Wipe down the inside and common touched areas of the vehiclebefore and after each day.Have one person per vehicle where possible. If you are required tohave more than one person then keep as much distance betweenpeople as possible, open the windows to keep air circulating andpassengers to face towards the window to reduce the spread ofgerms.If you need to have multiple people in a vehicle, then wherepossible, split teams into groups and stay in those groups whenyou travel together.Cleaning PPEWork clothes to be placed in washing machines and clean reusable PPE.Read and follow directions on the labels of laundry or clothing anddetergent. In general, wash and dry laundry and clothing with the warmesttemperatures recommended on the label.When handling soiled laundry wash your hands afterwards. All clothes andtowels should be washed with a laundry product to prevent germs fromspreading. Don’t leave laundry in the washing machine – any remaininggerms can multiply rapidly.Specialist CleanIf a worker is unwell and removed from site, a specialist clean will becompleted in the area/ areas identified where the worker was working andhas accessed.
