Enclosure to DM No. , s. 2020GUIDELINES ON THE REGISTRATION OF TEACHERS AND SCHOOL LEADERSFOR NEAP-RECOGNIZED PROFESSIONAL DEVELOPMENT PROGRAMSAND COURSESI.RATIONALE1.Article XIV, Section 5, Paragraph 4 of the 1987 Philippine Constitution highlightsthe policy of the state to ensure that the right of teachers to professional development isprotected, viz:“Section 5. The State shall enhance the right of teachers to professionaladvancement. x x x.”2.Promoting the professional development and advancement if teachers will be keyto decisively addressing the challenge of quality of education in the country. A strategicand systematic professional development program will develop greater pride amongteachers, rejuvenate their motivation, foster innovative instruction, and inspire betterengagement with learners in the classroom.3.The Department of Education (DepEd) has undertaken the streamlining of theprofessional development of its teachers by making training activities programmatic andaccountable, effectively linking professional development with career progression andgenerating efficient use of resources through the organizational and programtransformation of the National Educators Academy of the Philippines (NEAP) underDepEd Order (DO) No. 011, s. 2019, titled, Implementation of the NEAPTransformation.4.To ensure that all programs and courses are aligned and integrated in the widerNEAP Professional Development Framework, a recognition process was put in placethrough the issuance of DO 001, s. 2020, titled Guidelines for NEAP Recognition ofProfessional Development Programs and Courses for Teachers and School Leaders.These guidelines stipulate the requirements and the processes of recognition of programsand courses offered by NEAP, other DepEd offices and units, and non-DepEd entities.5.With respect to programs and courses offered by non-DepEd entities, Section 19of the Special Provisions of the DepEd budget under the Fiscal Year 2020 GeneralAppropriations Act provides that “x x x DepEd shall work closely with teacher traininginstitutions in the SUCs such as the University of the Philippines, Philippine NormalUniversity, Development Academy of the Philippines, and other institutions of similarly highrepute, including private institutions x x x subject to pertinent DepEd policies, rules andguidelines, as well as relevant issuances in engaging partners and learning serviceproviders.”6.To ensure that public school teachers and school leaders are provided withappropriate learning and development interventions, this set of guidelines establishesthe registration process of teachers and school leaders for NEAP-recognized professionaldevelopment programs and courses delivered by NEAP, other DepEd units, and allauthorized Learning Service Providers (LSPs).7.The registration of public school teachers and school leaders in NEAP-recognizedprofessional development programs and courses and their completion shall from hereonform part of the professional development record of every teacher and school leaderthroughout their tenure in the Department of Education.

II.SCOPE AND COVERAGE8.These guidelines shall cover the requirements, process, and other mechanismsfor the registration of all public school teachers and school leaders in professionaldevelopment programs and courses recognized by the NEAP-Central Office and deliveredby NEAP, other DepEd units, and authorized Learning Service Providers (LSPs). Similarguidelines shall be issued covering registration in programs and courses recognized atthe level of NEAP in the regions.9.A first round of recognized professional development programs or courses offeredfor registration is enclosed (Enclosure A). Subsequent to the issuance of this set ofguidelines, NEAP shall regularly issue calls for registration for offered programs andcourses.III.10.DEFINITION OF TERMSFor the purpose of these guidelines, the following terms are defined as follows:a.Authorized Learning Service Providers (LSP) are non-DepEdproviders that have been awarded formal, fixed-term Authorizationby NEAP to provide professional development to teachers and/orschool leaders within DepEd under DO No. 001, s. 2020.b.DepEd Service Providers (DSP) are DepEd Central Office bureaus,services or units, DepEd Regional Offices or DepEd SchoolsDivision Offices that have been awarded formal, fixed-termAuthorization by NEAP to provide professional development toteachers and/or school leaders within DepEd.c.NEAP-recognized professional development programs and/orcourses are programs and courses offered by DSPs and LSPs thathave undergone the quality assurance process intended to upholdthe learning and development standards in the development anddelivery of professional development programs and coursesprovided to DepEd teachers and school leaders through anevaluation mechanism under DO No. 001, s. 2020.d.Professional Development (PD) Credit Units are the credit unitsearned by teachers and school leaders after successfully completinga NEAP-recognized professional development program or course.e.School Leaders are Head Teachers, Department Heads, Principalsand Assistant Principals, School District Supervisors, EducationProgram Supervisors, Chief Education Supervisors at the SchoolsDivision and Regional Offices, Schools Division Superintendents,Assistant Schools Division Superintendents, Regional Directorsand Assistant Regional Directors. These officials performmanagerial and supervisory roles in their respective levels ofgovernance (See DO No. 001, s. 2020).f.Teachers are regular or permanent personnel in schools andlearning centers who are “engaged in the classroom teaching of anysubject, including practical / vocational arts, at the elementary andsecondary levels of instruction” (See Section 2, Paragraph A, RA No.7784).

IV.POLICY STATEMENT11.The Department of Education is committed to the professional development of itsteachers and school leaders, pursuant to Article XIV, Section 5, Paragraph 4 of the 1987Philippine Constitution providing that the state shall enhance the right of teachers toprofessional advancement, and as a key program towards decisively addressing thechallenge of quality of basic education in the country. Hence, the participation of thepublic school teachers and school leaders in NEAP-recognized professional developmentprograms must be adequately supported and prioritized.12.It shall be the policy of these Guidelines to:V.13.a.Ensure that the public school teachers and school leaders areafforded with a wide range of programs and courses that are NEAPrecognized, aligned to the PPST, and consistent with the NEAPProfessional Development Framework;b.Guarantee that the programs and courses are provided with theappropriate PD credit units; and,c.Provide a mechanism that shall capture and register the progressof each public school teacher and school leader in the professionaldevelopment programs and courses that they have taken, in orderto document their proficiencies as well as identify gaps, and in viewof the career progression policy that shall be formally adopted lateron by the Bureau of Human Resource and OrganizationalDevelopment (BHROD).PROCEDUREEligibilitya.b.14.As a general eligibility for registration in NEAP-recognizedprofessional development programs and courses, Public schoolteachers and school leaders must:i.be holding a permanent item;ii.have no pending administrative, civil or criminal case;iii.have not been found guilty of any violation involving moralturpitude, corruption or fraud;iv.be willing to sign and commit to the provisions of the NEAPRecognized Professional Development Contract; and,v.be willing to prepare and undertake the conduct of a NEAPPDP Action Plan (AP).Specific eligibilities shall be provided in the recognized programs orcourses, which may include appropriate teaching position or careerstage, grade level assignments, subject specialization, andcompleted prerequisites.Classification of Offered Programs or Coursesa.For purposes of registration, NEAP-recognized professionaldevelopment programs and courses are classified as follows:i.By Service Provider

NEAP-recognized professional development programs andcourses may be offered by DepEd Service Providers (DSP)which may be bureaus, services or units in the DepEdCentral Office or by the DepEd Regional Offices, the SchoolsDivision Offices, or any office unit therein.Programs and courses may likewise be offered by LearningService Providers (LSP) which are non-DepEd entities thatare authorized providers with recognized programs andcourses in accordance with the provisions of DO No. 001, s.2020.ii.Free or With Registration or Enrolment FeeA program or course may be offered for free, or may chargereasonable registration or enrollment fees as approved byNEAP.For programs or courses that charge reasonable registrationof enrollment fees, the NEAP shall indicate whether it willpay for the said fees on behalf of and as direct benefit to theteachers or school leaders, or are optionally available forregistration at the personal expense of the teacher or schoolleader.iii.As to Number of Available SlotsNEAP-recognized professional development programs andcourses will indicate how many slots are available forregistration.iv.As to Duration of the Program or CourseNEAP-recognized professional development programs andcourses are categorized as Short-Term program or course,which would run for less than three (3) months, or as a LongTerm program or course, which would run for more thanthree months.15.Applicationa.The public school teacher or school leader shall review the list ofNEAP-recognized professional development programs and coursesand selects which course best to register or enroll in consideringhis/her career stage, key stage and learning area taught, theidentified professional development needs, and eligibility for anyspecific qualifications based on the nature, design, and target of theprogram or course being offered (Enclosure A).b.The public school teachers and school leaders shall submit theirintent to register for a NEAP-recognized professional developmentprogram or course to the Schools Division Office (SDO).c.The Letter of Intent (Enclosure B) should indicate the qualificationsof the teacher or school leader in relation to the criteria set by theprogram or course, the teacher or school leader’s willingness tomaintain the academic standards, and adhere to the program orcourse requirements set by the Service Provider (DSP or LSP), and

the teacher or school leader’s commitment to observe and follow theterms and conditions, including the implementation of an ActionPlan, through the signing of the NEAP-PDP Contract.16.17.Approval of Applicationa.The SDO shall review and approve the application of the publicschool teacher or school leader to register to a NEAP-recognizedprofessional development program or course based on thequalifications, program requirement, or course criteria specificallyindicated in the list (Enclosure A), unless a different selectionprocess is provided.b.Where there are more applicants than the number of slots given tothe Division/Region, the SDOs or RO may implement a selectionprocess of candidates taking into consideration the requirementsset in the program/ course and their local professional developmentpriorities.c.The SDO shall inform the selected public school teachers andschool leaders to register to the Online NEAP-PDP RegistrationForm. The SDO shall submit the list of registered public schoolteachers and school leaders to the DepEd Regional Office (RO) forproper endorsement (Enclosure C).Endorsement by the Regional Officea.18.19.20.The RO shall review the list of registered public school teachers andschool leaders submitted by SDO and shall endorse the same toNEAP.Confirmation of Registrationa.The DepEd CO, through NEAP, shall approve the list forwards theapproved list of registered public school teachers and schoolleaders to the implementing DepEd unit or implementing LearningService Provider (LSP).b.Upon acceptance and confirmation by the LSP of the registration(Enclosure D), NEAP shall inform the ROs of the acceptance of thepublic school teachers and school leaders to the programs andcourses (Enclosure E), and issue the confirmation of theregistration of the public school teachers and school leaders(Enclosure F).Implementationa.NEAP CO will coordinate with the Regional Offices and the DSP orLSP the appropriate scheduling for the conduct of the program orcourse.b.Upon completion of the program or course, the DSP or LSP shallsubmit the final rating of all public school teachers and schoolleaders who attended their program or course (Enclosure G).Updating of the Professional Development (PD) Recorda.NEAP-CO shall enter into the individual professional developmentrecord of teachers and school leaders the credit units earned and

shall ensure that the said records are maintained and updated. Theprofessional development record of teachers shall serve as the basisfor validation and issuance of certification when requested byappropriate parties.b.VI.There shall be created a Registrar’s Office within NEAP to serve asthe official recorder and keeper of the in-service professionaldevelopment records of all teachers and school leaders. Itsfunctions include the verification and certification of enrollmentand records of completed NEAP-recognized professionaldevelopment programs and courses of teachers and school leaders.DUTIES AND RESPONSIBILITIES21.To ensure the proper implementation of these Guidelines, the following DepEdoffices are expected to fulfill the following roles and responsibilities:a.b.DepEd Central Office, through the National Educators Academy ofthe Philippines:i.Provide a complete list of NEAP-Recognized ProfessionalDevelopment Programs and Courses (Enclosure H)indicating the target date of implementationii.Approve the list of registered public school teachers andschool leaders submitted by the ROsiii.Provide the DSPs and LSPs with a list of teachers and schoolleaders who will be attending a specific program or courseiv.Provide a confirmation of registration to the teachers andschool leadersv.Facilitate the payment of the LSPs for the paid registrationor enrollment of teachers and school leaders shouldered byNEAP as a direct professional development benefit to theteachers and school leadersvi.Utilize all quality-assured and promising NEAP-PDP ActionPlans in crafting future PD programs and coursesvii.Establish and maintain a system that will record andmonitor the progress of public school teachers in view of thecareer progression policyDepEd Regional Offices:i.Approve and submit to NEAP, the list of teachers and schoolleaders submitted by the SDOsii.Conduct a selection process as needed of applicant teachersor school leaders to the programs or courses currentlyoffered by NEAP and open for registration or enrollmentiii.Inform the teachers and school leaders of their acceptanceto the program or course

iv.c.d.e.Monitor the implementation of the NEAP-PDP Action Planand share promising practices with the different schools andSDOsDepEd Schools Division Offices:i.Prepare a list of teachers and school leaders who will attendthe NEAP-recognized professional development programs orcourses following the allocation per SDO (Enclosure I)ii.Ensure that the teachers and school leaders are able toattend the program or courseiii.Provide technical assistance to the teachers and schoolleaders in the implementation of their Action PlansPublic School Teachers and School Leaders:i.Enroll in their chosen program or courseii.Sign the NEAP-PDP Contract (Enclosure J)iii.Attend the program or courseiv.Submit all program or course requirementsv.Receive a passing grade or satisfactory rating in thecourse/program enrolled invi.Prepare, submit and implement a NEAP-PDP Action Plan(Enclosure K)DepEd Service Providers and Learning Service Providers:i.Confirm the list of registered public school teachers andschool leadersii.Conduct the programs and/or courses assigned to themiii.Provide a complete list of program and course recipientswith their corresponding final ratingsiv.Submit all documents as may be required for the processingof the paymentVII. CERTIFICATES22.NEAP shall be releasing the Certificates of Attendance to the public schoolteachers and school leaders who attended the NEAP-recognized professionaldevelopment programs and courses.23.Each Certificate shall indicate the number of hours and the total PD credit unitsearned by the public school teacher or school leader for the program or course.24.NEAP shall maintain the PD records of public school teachers or school leadersregistered to NEAP-recognized professional development programs and courses.VIII. FINANCIALARRANGEMENTFORPROGRAMSREGISTRATION FEES OR ENROLMENT FEESWITHAPPROVED

25.For those to be shouldered by NEAP as a direct benefit to teachers and schoolleaders, NEAP shall facilitate payment.26.For those to be paid from personal expense, they shall be paid directly by theteachers to the DSP and LSP.27.For recognized programs and courses that will be implemented by Deped ServiceProviders for which there is budget allocation from HRD Funds, a Certification of FundAllocation under HRD Fund shall be issued along with the Recognition Certificate. TheCertification of Fund Allocation shall be enclosed by the DSP in the payment of theirfinancial obligations such as board and lodging, incurred travel expenses and others.IX.MONITORING AND EVALUATION28.The implementation of these policy guidelines shall be monitored and evaluatedin accordance with the following results indicators:a.Intermediate Outcome: Number of teachers and school leaders whohave met the career stage professional development credit unitrequirements for purposes of meeting the qualification standardsb.Output: Number of teachers and school leaders who have registeredin NEAP-recognized PD programs and courses29.All NEAP-PDP Action Plan implementation shall also be monitored and evaluatedby appropriate offices. In the case of teachers, the Action Plan shall be monitored by theirrespective school heads in the exercise of their school leadership function.
