Board of TrusteesThe District Board of TrusteesThe District Board of Trustees is the policy-making body for Tallahassee Community College.Trustees are appointed by the Governor and are confirmed by the Florida Senate.Karen Moore, Chair, 2007–10 – Ms. Moore was appointed to the board in 2007 byGovernor Crist. She is the president of Moore Consulting Group, a public relations andadvertising firm. Moore previously served as president of the TCC Foundation Board,chairing the College’s first capital campaign, which secured 10 million. She is also chairelect of the Economic Development Council of Tallahassee/Leon County.Eugene Lamb, Vice-Chair, 2007–10 – Mr. Lamb was appointed to the board in 2007by Governor Crist. He was a teacher in the Leon County school district for 30 years.Also active in neighboring Gadsden County, Lamb has served on the Gadsden CountyCommission since 2004 and is currently its chairman.Dana G. Callen, 2009–13 – Dr. Callen is a school administrator for Leon County Schools.She has taught at St. Mary’s University, Florida State University and Tallahassee CommunityCollege. Callen holds certification in Family and County Court Mediation from the FloridaSupreme Court and was selected for Harvard University’s Writing, Reading and CivicEducation Institute. She earned a Ph.D. from FSU and has three master’s degrees.J. Allison DeFoor, II, 2009–13 – Dr. DeFoor was appointed to the board in 2009 byGovernor Crist. He is a partner at Castille, DeFoor and Armstrong, consultants in greenindustries. DeFoor began his academic career at a community college; he went on tobecome a lecturer at several universities. As a public servant, DeFoor did significant workin public policy on Everglades restoration. He is now involved in the faith-based prison/penal reform movement.Bill Hebrock, 2007–11 – Mr. Hebrock has served on the board since 1999, havingbeen appointed twice by Governor Bush and once by Governor Crist. He also serveson the board of governors of the Leon County Research and Development Authority(Innovation Park), a scientific research and development authority affiliated withFlorida State University and Florida A & M University. He is president of HebrockSteiner, Inc., a business consulting firm.Frank Messersmith, 2007–10 – Mr. Messersmith was appointed to the boardby Governor Bush in 1999; he was reappointed by Governor Crist in 2007. A formerlegislator and member of the Florida Public Service Commission, Messersmith iscurrently a consultant specializing in legislative and regulatory matters.Kimberle Moon, 2009–13 – Dr. Moon was appointed to the board by GovernorBush in 2005; she was reappointed by Governor Crist in 2009. She serves on themusic faculty of the Baptist College of Florida and as a singing voice specialist for theTallahassee Professional Voice Clinic. A resident of Gadsden County, Moon earned aDoctorate of Musical Arts from The Ohio State University.4www.tcc.fl.edu

Enhanced LearningStatement of PhilosophyTallahassee Community College has established aneducational program to provide instruction and experiencesthat will enable the individual to understand the democraticvalue system and the complex customs and institutionsthrough which that system operates.In a free society, people must be disciplined by a sense ofrespect for others and a love of truth and justice. The basicprinciple on which this system is founded is the belief thateach individual has dignity and worth. A corollary principle isthe concept that each individual has the obligation to furtherthe general welfare of society. The College believes that theseprinciples are enhanced when each person is given access todiffering and competing views. Through this process, theindividual can develop the ability to make rational decisions.Deliver academic programs and learning support servicesthat provide students with the appropriate resources forlearning the knowledge and skills needed for the workplaceor for transfer to baccalaureate programs in stateuniversities. This priority requires exceptional levels ofperformance and achievement by all faculty and staff andtherefore includes campus support and resources to meetprofessional growth expectations for all employees. Tallahassee Community College opened in 1966 to serve thepost-high school educational needs of students from a districtcomprised of Gadsden, Leon and Wakulla counties. Althoughmost students still come from this district, the College enrollsstudents from throughout Florida, from most states and manyforeign countries. TCC has grown from an enrollment of 698students in Fall 1966 to more than 14,500 full-time studentstoday.A Decade by Decade Review of the History ofTallahassee Community College1966-1975An above-the-fold article published on September 13, 1966,in The Tampa Tribune, proclaimed, “New Tallahassee JCa success before it opens.” A few days later, at Godby HighSchool and across town at Rickards High School, TallahasseeJunior College welcomed nearly 700 students its first year.Three new buildings were ready for occupancy on AppleyardDrive in time for the second year of operation. In 1968, theLegislature established the District Board of Trustees as thegoverning authority for the College; Tallahassee businessmanEarl Lambert served three terms as the first board chairman.Tallahassee Junior College became Tallahassee CommunityCollege in 1970 and one- and two-year occupationalprograms, including nursing, were added to the curriculum.The 1,000th person graduated. Dental hygiene was addedand college enrollment approached 3,000.1976-1985During the second decade, enrollment steadily grew to morethan 5,000. President Fred W. Turner retired and Dr. MarmM. Harris was named TCC’s second president. An artistseries began to attract community leaders to the campus,enhancing the town/gown relationship. The TCC Foundationwas established and the Lifetime Sports Complex opened. In1983, Dr. James H. Hinson, Jr., became TCC’s third presidentand led the College through a period of enrollment growth andlegislative appropriations. Also in 1983, TCC students wonthe Math Olympics state title, beginning a tradition of studentsuccess in academic competition. A study reported TCC had a 47.2 million positive economic impact in the community.1986-1995As the fastest growing community college in Florida, TCC sawits enrollment jump by nearly 1,000 students in the first termof the third decade. By the end of the decade, enrollment haddoubled. In 1988, TCC was first among Florida communitycolleges in the proportion of faculty members holding aPh.D. Eyrie, the student literary magazine, was namedbest in the nation, and the student newspaper won state,regional and national accolades. An athletic program was reestablished with a strong base in academics. A new library andadministration building were added. Campus size grew from54 acres to more than 140. President Hinson led the Collegethrough a decade that also saw extensive renovation andcampus infrastructure upgrades. TCC’s softball team wonthe National Junior College Athletic Association slow pitchchampionship in 1994.www.tcc.fl.edu1996-2005With its fourth president, Dr. T.K. Wetherell, at the helm,numerous new occupational programs were added in the fourthdecade, and cooperation with universities was enhanced. In2000, TCC formed its first university partnership with FlaglerCollege and has since partnered with Embry-Riddle AeronauticalUniversity (2001), Barry University (2003) and Saint LeoUniversity (2006). As a result, students can pursue bachelor’sand graduate degrees without leaving TCC’s main campus.The College’s infrastructure continued to grow by leaps andbounds. In the mid-1990s, a new Student Union was constructed,as was the Technology and Professional Programs Building,while a renovated facility became the Academic ComputingCenter. After the turn of the century, TCC opened the Historyand Social Sciences Building, named for President Wetherell; theComputer Technology Building; and the Center for WorkforceDevelopment.Facts about TCCHistory of the CollegeThe TCC Alumni Association and Eagle Athletics Hall of Famewere established. The Challenge Scholarship Program and manyother scholarships were established. Florida Governor Jeb Bushwas the 2000 commencement speaker. The Brain Bowl teamwon its first state title.
