UMass BOSTON CAMPUSThe UMass Boston campus sits on the scenic waterfront of the Boston Harbor, witheasy access to downtown Boston. It is located next to the John F. Kennedy Libraryand Presidential Museum and the Edward M. Kennedy Institute for the UnitedStates Senate. The UMass Boston Campus is one of five campuses (Amherst,Lowell, Dartmouth, & Worcester) that comprise the University of Massachusettssystem.UMass NANTUCKET CAMPUSThe UMass Nantucket campus is considered a Branch campus and subsetof the UMass Boston campus. The Department of Education defines aBranch campus as: a location of an institution that is geography apart andindependent of the main campus of the institution. A location of institution isconsidered independent of the main campus if 1) the location is permanent innature, 2) offers courses in educational programs leading to a degree or otherrecognized educational credential, 3) has its own faculty or administrative orsupervisory organization, and 4) has its own budgetary and hiring authority.The UMass Nantucket campus is located on the glorious Nantucket Island. Thecampus sits on 107 acres, located minutes from downtown Nantucket. Thefacility includes four buildings consisting of classroom, laboratory, workshopsand residential accommodations. The UMass Nantucket campus also includes40 acres of salt marsh, 2,000 feet of sandy beach fronting on the NantucketHarbor, mowed fields, upland shrub habitat, and a large freshwater pond. TheUMass Nantucket campus is used for research and teaching.UMass Boston is a community that combines more than 16,000 students, staffand faculty. This report includes statisticsfor the previous three years (2018-2020), regarding reported crimes thatoccurred on campus; in certain off campus buildings or property owned, leasedor controlled by UMass Boston; and on public property within, or immediatelyadjacent to and accessible from, the campus. UMass Boston Police DepartmentMission StatementThe University of Massachusetts Boston Police Department is committed toproviding a safe campus community and improving the quality of life for allpeople. We accomplish this by delivering quality police services and enforcinglaws with equity and impartiality. In partnership with the campus communityand our law enforcement partners, we reduce crime through public education,prevention, and awareness. In meeting this objective, we demand of ourselvesthe highest professional standards and dedication to our core values.This report is prepared in cooperation with local law enforcement agencies, theOffice of the Dean of Students and the Office of Civil Rights and Title IX. Eachentity provides updated information on their educational efforts and programsto comply with Clery Act. Campus crime, arrest and referral statisticsincluded, are those reported in good-faith to the UMBPD and designatedcampus officials (including but not limited to directors, deans, departmentheads, judicial affairs, advisors to students/student organizations, athleticcoaches) and local law enforcement agencies.Each year, the University distributes a notice to all enrolled students, facultyand staff informing them of the availability of this Annual Security and Firesafety Report (ASFSR). This notification provides information on how to accessthe ASFSR online. Copies of the ASFSR may alsobe obtained at the UMBPD located at 100 Morrissey Boulevard, Boston, MA02125, or by calling UMBPD at 617.287.7781.Statement of PolicyFor Addressing Campus Law Enforcement Authority and JurisdictionThe UMBPD protects and serves the University by providing professional lawenforcement services and actively promoting community involvement andpartnerships through progressive community policing strategies.Pursuant to the provisions of Chapter 253 of the Acts of 2020 (“An ActRelative to Justice, Equity and Accountability in Law Enforcement in theCommonwealth”), the position of University Police Officer is a regulatedposition by the Massachusetts Commission on Peace Officer Standards andTraining (POST). The Commission is an administrative body charged withestablishing minimum selection and training standards, regulate trainingprograms and curricula, as well as, setting standards for the process andmaintenance of police certification.MISSIONThe University ofMassachusetts Boston PoliceDepartment is committedto providing a safe campuscommunity and improvingthe quality of life for allpeople. We accomplish thisby delivering quality policeservices and enforcing lawswith equity and impartiality.In partnership with thecampus community and ourlaw enforcement partners,we reduce crime throughpublic education, prevention,and awareness. In meetingthis objective, we demandof ourselves the highestprofessional standards anddedication to our core values.The UMBPD is a commissioned police department through the Massachusetts Municipal Police Training Committee(MPTC) where our police officers attend more than 800 hours (6 months) of specialized training. Moreover,the UMBPD is an accredited law enforcement agency, meeting the standards set by the Massachusetts PoliceAccreditation Commission. The UMBPD provides patrol services by car, foot, and bicycle on a daily basis, twenty-fourhours a day, seven days a week, 365 days a year. The UMBPD is responsible for providing police services on-campus and contiguous properties owned, leased, orcontrolled by the University. UMBPD deploys more than twenty-three (23) uniformed police officers commissionedby the MPTC and non-sworn uniformed security officers to combat crime and ensure public tranquility. The UMassBoston police officers derive the authority to arrest from Massachusetts General Law, c. 75, s. 32A.POLICE CADET PROGRAMThe UMBPD Police Cadet Program was established to enable interested UMass Boston students to gain hands-on lawenforcement experience within the UMBPD and to function in a public safety capacity within the campus community.These bright and energetic students play an intricate role in police operations and crime prevention.The Police Cadet Program is an extension of the UMBPD. Our Police Cadets provide an additional level of security andservice to the UMass Boston campus, enhancing the UMBPD community policing efforts. Cadets are extensively trainedand are routinely assigned to foot patrols, parking enforcement, as well as ancillary functions in support of policeoperations. As students, they often see and hear what the police cannot, spotting problems early and alerting police tointervene and prevent escalation.Police Cadet AuthorityUMass Boston Police Cadets are uniformed civilian employees of the UMBPD. They are not duly sworn law enforcementofficers and by statute, have no authority to make custodial arrest or investigate any criminal matters. The Nantucket Police Department is the primary law enforcementagency to investigate all crimes and incidents on this campus.The sworn personnel of the Nantucket Police Department are dedicatedto ensuring the UMass Nantucket campus is a safe environment forstudying, teaching, researching, recreating, and living. Reporting ProceduresTips Line (617)287-5555UMass Boston Police Department operates a TIPS Line to allow people toanonymously report security and safety related concerns and provide UMassBoston Police Department with “tips” about criminal incidents or behavior oncampus.The tips line is monitored by the UMBPD. Additionally tips can also be filed atUMass Boston Police Department’s website at: www.umb.edu/police or call617.287.7781. The tips line should NOT be used in emergency situations.For emergencies call 911.General Procedures ForReporting A Crime OrEmergencyUMass Boston CampusCommunity members, students, faculty, staff, visitor, and guests areencouraged to report all crimes and public safety incidents to the UMBPDin a timely manner. To report a crime or an emergency to the UMBPD call911immediately. For non-emergencies, call (617) 287-7781. When using a cellphone, please remember that 911 will reach the Massachusetts State Policewho will then transfer the call to the UMBPD.UMBPD Dispatchers are available 24 hours a day, 7 days a week to answeryour call. University police officers respond to all requests for service andare the investigating authority for all crimes on campus. In addition toinvestigating crime reports, UMBPD when deemed necessary, refer reports tothe appropriate office (e.g., Dean of Students Office, Office of Civil Rights andTitle IX,) or to the appropriate jurisdiction (e.g., Boston Police Department) forreview or judicial action.Emergency Blue Light Phones:As an added security measure, there are emergency “HELP” phones locatedat strategic points on campus. These phones are easily identified with bluelights. When the red emergency button is pushed, the caller is in immediatecontact with the UMBPD. In addition to providing voice contact with a policedispatcher, HELP phone use also enables a dispatcher to pinpoint the caller’slocation.When calling for either emergency or non-emergency service, be prepared to: Clearly identify yourself; State your location as specifically as possible; State briefly the nature of your call.If possible, stay on the line unless otherwise advised by the police dispatcher.If assistance is required from off campus entities, the dispatcher will summonthe appropriate police, fire and/or medical service.10UMASS BOSTON POLICE DEPARTMENT // University of Massachusetts Boston

UMass Nantucket Campus:The UMBPD is not the responding law enforcement agency for crimes thatoccur on the UMass Nantucket campus. In the event of an emergency or youare a victim or witness to a crime, you should immediately report the incidentto the Nantucket Police Department. To report a crime or an emergency to theNantucket Police Department immediately call 911; or for non-emergenciescall at (508) 228-1212 dispatchers are available 24 hours a day, 7 days a week, toanswer your call. Officers of the Nantucket Police Department will respond toall requests for service and are the investigating authority for all crimes at theUMass Nantucket campus. The UMBPD recommends pre-programming of cellphones with the Nantucket Police Department’s non-emergency number (508)825-1212, and the UMBPD (617) 287-7781.When alerted to certain crimes or violations of the University’s Student Codeof Conduct, the Director of the UMass Nantucket campus will refer reports tothe appropriate office ex. Dean of Students Office or the Office of Civil Rightsand Title IX for review or judicial action.While visiting, working or attending class or conducting research at either theUMass Boston campus or the UMass Nantucket campus, the University and theUMBPD encourage community members, students, faculty, staff, and gueststo accurately promptly report all crimes and public safety related incidentsthat have occurred on the UMass Nantucket campus, by calling the UMBPDat (617) 287-7781, for the purpose of assessing the incident for issuance of aTimely Warning Notice and for including the incident in the annual statisticaldisclosure. The call to the UMBPD should be made subsequent to the call to theNantucket Police Department.We also recognize that some people may refer to other individuals to reporta crime. The Clery Act recognizes certain University officials as “CampusSecurity Authorities (CSA),” the Act defines these individuals as “officials ofan institution who have significant responsibility for student and campusactivities, including but not limited to, student housing, student discipline andcampus judicial proceedings. To report a crime that occurs at an off-campus location, contact theappropriate local police department. In the case of an emergency it is alwaysbest to dial 911. The UMBPD does not provide law enforcement services to anyoff-campus university properties not contiguous to the UMass Boston campusnor are activities recognized off campus without prior authorization from theUniversity and the University Department of Student Life.For the purpose of reporting a crime to the City of Boston Police Department,the Massachusetts State Police, or the Nantucket Police Department, weinclude the business numbers for those agencies. Some reports are a matter of public recordunder state law, and therefore, the UMBPD cannot hold all reports of crimein confidence. All reports of crime will be investigated by the UMBPD. Whenappropriate, violations of the law will be referred to the Dean of StudentsOffice for review, as well as to the Office of Civil Rights and Title IX. Dependingon the circumstances of the crime you are reporting, you may be able to file areport while maintaining your confidentiality. Due to the sensitive nature ofcertain types of crime, victims of sexual assault, domestic/dating violence andstalking, may choose to confidentially report crimes to the Counseling Center,or University Health Services (UHS). The confidential report allows the University to compile accurate recordson the number and types of incidents occurring on campus. Reporting procedures applicable to allegations of a sexual assault offense,dating/domestic violence and stalking are further discussed later in this report.Anyone who is the victim or witness to a crime can confidentially reportcrimes to the UMBPD or through the UMBPD confidential reporting program.This program can be accessed via the UMBPD website at:www.umb.edu/policeIn limited circumstances, the UMBPD may not be able to assure confidentialityand will inform you in those cases. When a potentially dangerous threat to theUniversity community arises, alerts will be issued to notify individuals of thethreat in a timely manner. These alerts will also inform the community of anyrecommended action to be taken. The Universitycommunity is urged to take the following precautions:Responsibilities of the University Community14 Report all suspicious activity to the UMBPD immediately. If you areconducting research or attending class at the UMass Nantucket campus,report all suspicious activity to the Nantucket Police Department. Never take personal safety for granted. Try to avoid walking alone at night. Use the UMBDP escort service. Carry only small amounts of cash. Limit your alcohol consumption, and leave social functions that get tooloud, too crowded, or that have too many people drinking excessively. Ifyou do choose to consume alcohol, do not leave your beverage unattendedor trust anyone to watch over your beverage. Remember to call the UMBPDor the local police department for help at the first sign of trouble. Never leave valuables (wallets, purses, books, phones, etc.) unattended. Carry your keys at all times and do not lend them to anyone. Lock up bicycles and motorcycles. Lock car doors and close windows whenleaving your car. Always lock the door to your residence, whether or not you are there. Becertain that your door is locked when you go to sleep, and keep windowsclosed and locked when you are not at home. Do not leave valuables in your car, especially if they can be easily noticed. Engrave serial numbers or owner’s recognized numbers, such as a driver’slicense number, on items of value.
