MINUTES - ORDINARY MEETINGOF COUNCIL3415 APRIL 2019ADVICE OF RESPONSE TO PREVIOUS PUBLIC QUESTIONSTAKEN ON NOTICEThe following questions were taken on notice at Council’s Meeting on 25March 2019 and responses (summarized below) forwarded in a letter dated 3April 2019.Tony Ives, BedfordaleQ3The grant of 375,000 and the Brigade’s offer of a further 80000towards the new facility for the Bedfordale Bushfire Brigade doeshave a finite lifetime and will most likely be rescinded at the end ofthis financial year. Given that the procrastination by the City foralmost 2 years in making a decision, is there any intention at all fromthe City to make a commitment towards securing that grant and takeadvantage of the Brigade’s donation within this financial year?Response:The City has made a formal request to DFES that the grant period be extendedand has verbal indication that this will occur, however is still awaitingconfirmation. It is more than likely that if confirmed the grant will roll intonext financial year.Robert Bloxom, BedfordaleQ1Has the CoA completed the feasibility study into the premises? Willthe findings of that investigation be made available either publicly orthrough us to the brigade?ResponseThe Feasibility work that is being undertaken is not a complete study. Theintention is to consider aspects that the Brigade has raised (parking, trafficsafety) in addition to an inspection of the Bedfordale Volunteer Fire BrigadeStation building. The results are currently being compiled and assessed andwill be made available to the Brigade.Q2A building inspection of the brigade facility has been carried out andsimilarly would like the outcome of that to be made available to theBrigade.ResponseAs above the building condition report for the existing facility is currentlybeing assessed and the findings will be discussed with Brigade. .

MINUTES - ORDINARY MEETINGOF COUNCIL4515 APRIL 2019PUBLIC QUESTION TIME1 Mr Barry Porter - 166 Heritage Drive, RoleystoneRe: Wymond Road access and impact on residents of Araluen Golf Course EstateQ1Council at its meeting in September 2018 considered the results of a review on accessto Wymond Road. Council’s decision was to keep Wymond Road closed anddesignated it as an emergency exit. Why did the review not consider the fire risk andsafety of residents and the possibility of this road being opened up for local traffic?The Executive Director Technical Services advised that Council was submitted with acomprehensive report on the Wymond Road access and its unsuitability were it to beopened to regular traffic. Other matters addressed related to the safety of residents inthe case of a fire emergency, and addressed evacuation times and travelling distances.Q2Who was the traffic engineer who did the time statistics?The Executive Director confirmed it was a private consulting firm.The Mayor advised Mr Porter that specific questions such as this could be listed andforwarded to the City for a response.Q3The City’s Emergency Management Plan currently available on the website is datedSeptember 2011. Does this not have to be reviewed every 5 years?The Mayor advised that the Emergency Management Plan has been reviewed and it isawaiting final approval from the Department of Fire & Emergency Services.Q4A number of letters were sent to Council requesting access to Wymond Road duringthe works being carried out on Croyden Road. The response from Council is thatWymond Road does not meet traffic standards. Why is it that during events atAraluen Botanic Park that access is then allowed on Wymond Road?The Mayor advised that Wymond Road is not opened on an adhoc basis. Accessarrangements for Wymond Road are based on specific circumstances and AraluenBotanic Park submit a traffic management plan for its events which is approved bythe City.Q5There have been 3 occasions this summer when the gate has not been opened on highfire danger days. What has been done to rectify the problem?The Mayor advised that on each occasion when he had been contacted he followedthrough on the matter and a couple of times was advised that the duty ranger wasdelayed in getting there to open the gate and only on one occasion when contact couldnot be made he consented to Mr Porter opening the gate.Question time closed at 7.14pm5APPLICATIONS FOR LEAVE OF ABSENCENil

On Tuesday 2 April, along with the Planning Manager, met with a resident of PatersonRd to address concerns she raised in relation to Amendment 97. On Friday 5 April 2019, along with our Economic Development Manager Scott Jarvis,attended a meeting with Dr Tony Buti MP, Member for Armadale and representatives ofthe Department of Training and Workforce Development (DTWD) and from theSoutheast Metropolitan TAFE to discuss the future of TAFE Services in the StrategicCentre. Mr Jarvis provided some additional background details and possible sites for thelocation of a bricks and mortar solution. On Thursday 11 April, attended a meeting with Mathew Keogh MP, Member for Burtand the Federal Shadow Minister for Local Government Stephen Jones, for anannouncement of a 2.5 Million funding grant for the Harrisdale Library as an electioncommitment. Later that afternoon met with Mathew Keogh MP and Melissa Teede, thecandidate for Canning, to update them on our election Advocacy Strategy. On Wednesday 10 April 2019, in my absence, Crs Campbell, Busby, Sargeson, Smithand Munn attended the Cecil Andrews Careers Expo. On Friday 12 April met with representative of YouthCare to discuss changes made to ourCommunity Grants program.2 Marketing & Public Relations On Saturday 30 March 2019, along with a number of Councillors, met members of thepublic at our community open day at the Armadale District Hall. On Tuesday 9 April 2019, attended the launch of the Alcohol Action Plan at Mills ParkFunction room in Beckenham in partnership with the Cities of Canning and Gosnells.

On Thursday 11 April 2019, Cr Busby attended the Kelmscott Primary School ANZACService and Cr Butterfield attended the Kelmscott Senior High School ANZAC Service.Crs Nixon, Smith, Busby and Munn attended the Business Armadale AGM hosted by theCity. On Friday 12 April Cr Frost attended the Piara Waters Primary School ANZAC Serviceand Cr Nixon attended the Roleystone Community College ANZAC Service. On Friday 12 April met with a Journalism Student from Curtin University for aninterview on the Waste Bin Audits currently being undertaken by the City which hasbeen subject to a number of media inquiries last week including Channel 7 and 9, theABC radio and 6PR.3 Governance & Economic Development On Thursday 28 March 2019, along with a number of Crs, Cr Butterfield conducted aPublic Citizenship Function at the Armadale District Hall.
