1. Scope1.1PurposeThis document establishes the requirements for the preparation, implementation, and operation of a Parts,Materials, and Processes (PMP) Control Program for use during the design, development, and productionof mission critical components, as defined in Section 3 herein, on expendable launch vehicles (ELVs).The implementation of these requirements is intended to:1. Assure integrated management of the selection, application, procurement, control, andstandardization of parts, materials, and processes (PMP)2. Improve the reliability of program PMP to reduce PMP failures at all levels of assembly and test3. Reduce program lifecycle cost4. Improve procurement and test of small quantities of parts and materials that meet systemrequirements1.2ApplicationThis document is intended for use in acquisition contracts for launch vehicle programs. The documentshould be cited as a compliance document in the contract schedule or the statement of work. Thedocument defines the minimum acceptable requirements for ELV applications and as such shall not betailored except where allowed by the contract or as specified herein. The requirements are intended to beused to coordinate at the program level the selection, application, management, and procurement of PMPthroughout the design, development, and production cycles of an acquisition.1

3. Definitions and Acronyms3.1Definitions3.1.1Alternate PMPAn alternate PMP is of the same form, fit, and function with equal to or better quality, reliability, andsurvivability as the baseline PMP and can be used without restrictions.3.1.2Acquisition ActivityThe acquisition activity is the government, contractor, or subcontractor acquiring the equipment, system,subsystem, part, or material for which this standard is being contractually applied.3.1.3Catastrophic Electronic Part FailuresA catastrophic failure is any part that is open or shorted or nonfunctional (this is typically any parametricmeasurement which exceeds its specified limits by 100% or more or parametric degradation that preventsthe part from performing its intended function). The Parts Materials and Processes Control Authority(PMPCA) may define a more stringent requirement based upon the device application.3.1.43.1.4.1Categories of ComponentsCategory IAny component that is defined as both mission critical and single string, or mission critical and a singlepoint failure. Any component that is part of the flight termination system is also considered Category Iand subject to these requirements unless otherwise specified.3.1.4.2Category IIAny component that is defined as mission critical and redundant excluding flight termination systemcomponents.3.1.5ComponentA component is an assembly of two or more parts which in their assembled form combine to perform avehicle-level function. A component is replaceable as a unit and, through proper disassembly, is subject torepair and rework. Examples of assemblies classified as components are actuators, valves, batteries,electrical harnesses, or individual electronic boxes.3.1.6Contracting OfficerA contracting officer is a person with the authority to enter into, administer, or terminate contracts andmake related determinations and findings. The term includes authorized representatives of the contractingofficer acting within the limits of their authority as delegated by the contracting officer.3.1.7Critical ParameterA critical parameter is a feature (electrical or mechanical) that is required in a specific application to bewithin the specified limits in order for the design to perform as intended.10

3.1.8DeratingDerating of a part is the intentional reduction of applied stress, with respect to its rated operational limitfor the purpose of providing a margin between the applied stress under worst case design applications andt
