Section 1SECTION 1 GENERAL1 Introduction1.1 ObjectiveThe objective of this class programme (CP) is to give a description of the type approval (TA) of 5 ppm bilgealarms.For a description of the DNV GL type approval scheme in general and further information on generalconditions and procedures for obtaining DNV GL TA certificate, see class programme CP 0338 – DNV GL TypeApproval scheme.The procedures and requirements described in this CP are applicable for obtaining DNV GL TA certificatebased on requirements in:— DNV GL rules RU SHIP Pt.4 Ch.6— DNV GL rules RU SHIP Pt.6 Ch.7— Resolution MEPC.107(49) “Revised Guidelines and Specifications for Pollution Prevention Equipment forMachinery Space Bilges of Ships”Note:This class programme is not applicable for obtaining EU Marine Equipment Directive (MED) certificates. Visit www.dnvgl.com forinformation on MED certification.---e-n-d---o-f---n-o-t-e---1.2 ScopeThis CP gives a description of the procedures and requirements related to documentation, design and typetesting applicable for TA of 5 ppm bilge alarms.TA is based on compliance with design requirements given in the rules and/or other regulations andstandards. The CP describes the applicable design requirements and how to document compliance with therequirements in order to obtain a TA certificate for the equipment. This includes, where relevant, technicalrequirements for how the type tests shall be performed.1.3 ApplicationDNV GL rules RU SHIP Pt.6 Ch.7 require that 5 ppm bilge alarms are DNV GL type approved, and TA inaccordance with this CP is thus mandatory for equipment to be installed on DNV GL classed vessels of Clean(Design) notation.A TA certificate in accordance with this CP will confirm compliance with the requirements in the rules asspecified in [1.1]. — A european laboratory accredited for all the required tests by an Accreditation Bodybeing member of European Accreditation, EA.— A non-european laboratory accredited by an organisation who has signed amultilateral agreement (MLA) with EA.Accredited laboratory— A laboratory having the quality system audited by DNV GL. A quality audit by DNVGL means that a competent person has gone through the quality system of thelaboratory in accordance with ISO/IEC 17025 (and EN45001) and that a "Statementof Recognition" has been issued.— A laboratory recognised/certified by the marine administration of his country marineadministration provided acceptance by the responsible approval center in DNV GLbefore testing.— Any laboratory when testing is witnessed by a qualified surveyor.— The manufacturer's premises providing the test set-up is approved and the testingis witnessed by a qualified surveyor. Such arrangement shall be approved by theresponsible approval center in DNV GL before testing.Automatic stopping deviceA device used to automatically stop any discharge overboard of oily mixture whenthe oil content of the effluent exceeds 5 ppm. The automatic stopping device shallconsist of a valve arrangement installed in the effluent outlet line of the 5 ppm bilgewater separator which automatically diverts the effluent mixture from being dischargedoverboard back to the ship's bilges or bilge tank when the oil content of the effluentexceeds 5 ppm.Bilge waterWater which may be contaminated by oil resulting from incidents such as leakage ormaintenance work in machinery spaces. Section 2SECTION 2 PRODUCT REQUIREMENTS1 Design requirements1.1 GeneralThe production model of the 5 ppm bilge alarm, for which the approval will apply, shall be identical to the 5ppm bilge alarm type tested and environmental tested in accordance with [2].The 5 ppm bilge alarm shall always be activated when the 5 ppm level is not maintained by the bilgeseparator, and the automatic stopping device shall then automatically stop the overboard discharge.The routine maintenance permitted operating parameters and procedures for the 5 ppm bilge alarm shall beclearly defined by the manufacturer in the associated operation, installation and maintenance manual.1.2 Specific requirements to 5 ppm bilge alarm1.2.1 The 5 ppm bilge alarm shall be robust and practical instrument suitable for shipboard use. It shallresist corrosion in conditions of the marine environment and shall be compatible with the liquids that it willmonitor.1.2.2 The 5 ppm bilge alarm shall, if intended to be fitted in locations where flammable atmosphere maybe present, comply with the relevant safety regulations for such spaces. Any electrical equipment which ispart of the 5 ppm bilge alarm shall be placed in a non-hazardous area, or shall be certified as safe for use ina hazardous atmosphere. Any moving parts which are fitted in hazardous areas shall be arranged so as toavoid the formation of static electricity.1.2.3 The 5 ppm bilge alarm shall not contain or use any substance of a dangerous nature, unless adequatearrangements are provided to eliminate any hazards introduced thereby.1.2.4 A ppm display shall be provided. The ppm display shall not be affected by emulsions and/or the type ofoil given that the test fluid detailed in App.A [2.1.4] is deemed to represent a mixture that may be expectedin the machinery space bilges of a ship. It shall not be necessary to calibrate the 5 ppm bilge alarm on boardship, but on board testing according to the manufacturer’s instructions shall be permitted. The accuracy ofthe meter shall be such that the reading will represent within /-2 ppm the actual oil content of the samplebeing tested.1.2.5 The response time of the 5 ppm bilge alarm, that is, the time which elapses between an alteration inthe sample being supplied to the 5 ppm bilge alarm and the ppm display showing the correct response, shallnot exceed 5 seconds.1.2.6 The 5 ppm bilge alarm shall be fitted with an electrical/electronic device which shall be pre-set by themanufacturer to activate when the effluent exceeds 5 ppm and shall do so with an accuracy of /- 2 ppm.Activation of alarm shall also operate automatically if at any time the 5 ppm bilge alarm shall fail to function,require a warm-up period or otherwise be de-energized. The accuracy of a 5 ppm bilge alarm shall remainwithin the above limits despite the presence of contaminants other than oil, and the power supply varying by10% from the design value – i.e. in respect of electricity, compressed air, etc.1.2.7 It is required that a simple means be provided aboard ship to check on instrument drift, repeatabilityof the instrument reading, and the ability to re-zero the instrument.1.2.8 The 5 ppm bilge alarm shall record date, time and alarm status, and operating status of the BilgeSeparator. The recording device shall also store data for at least 18 months and shall be able to display orprint a protocol for official inspections as required. In the event the 5 ppm bilge alarm is replaced, meansshall be provided to ensure the data recorded remains available on board for 18 months.Class programme — DNVGL-CP-0485. 1.2.10 The accuracy of the 5 ppm bilge alarms shall be checked according to manufacturer recommendation,but not less than at least every 2.5 years at IOPP or class certificate intermediate and renewal surveys.Alternatively the unit may be replaced by a calibrated type approved 5 ppm bilge alarm. The calibrationcertificate for the 5 ppm bilge alarm, certifying date of last calibration check, shall be retained on board forinspection purposes. The accuracy checks can only be done by the manufacturer or persons authorized bythe manufacturer.1.2.11 The 5 ppm bilge alarm must be designed to operate in each plane that forms an angle of 22.5 withthe plane of its normal operating position, and this shall be verified through the test requirements in App.B[2.2.4].1.2.12 The 5 ppm bilge alarm shall be tested according to and comply with test requirements of [2].2 Test requirementsThe 5 ppm bilge alarm shall undergo the following prototype tests:— Performance test according to App.A with oil-content analysis according to App.C and using the forms asoutlined in App.D— Environmental test according to App.B.All test reports shall include the type designation or model identification of the equipment tested, capacity,serial number, as well as hardware, firmware and software revision information, as applicable, necessary toidentify the equipment under test.It is the manufacturer’s responsibility to ensure that the testing is performed according to the requirementsin this type approval programme.3 Limitations in the certificate3.1If the bilge alarm is not EX type approved, the following limitation will be included in the certificate:“Installation of the equipment in spaces subject to explosion hazard is not permitted.”3.2If the bilge alarm is not equipped with no-flow sensor or does not activate whenever clean is used forcleaning or zeroing purposes, this should be listed as a limitation in the certificate.4 Product markingThe final product shall be provided with visible marking, which completely identifies the product and itscomponents according to drawings/equipment specification.The marking shall give at least the following information:————Identification of manufacturerEquipment type designation or model identificationSerial numberRevision information, as applicable, for all firmware or software modules installed per hardware unit,necessary to identify the equipment, permanently marked.Class programme — DNVGL-CP-0485. Edition March 2016Page 95 ppm bilge alarmsDNV GL ASSection 21.2.9 To avoid wilful manipulation of 5 ppm bilge alarms, the fail-safe arrangements listed in [5] e) shall beincluded.

5.1For future inspection purposes on board ship, a sampling point shall be provided in a vertical section of thewater effluent piping as close as is practicable to the 5 ppm bilge separator outlet. Re-circulating facilitiesshall be provided, after and adjacent to the overboard outlet of the stopping device to enable the 5 ppm bilgeseparator system, including the 5 ppm bilge alarm and the automatic stopping device, to be tested with theoverboard discharge closed (see Figure 1).The re-circulating facility shall be so configured as to prevent under all operating conditions any by-pass ofthe 5 ppm bilge separator.5.2The layout of the installation shall be arranged so that the overall response time (including the response timeof the 5 ppm bilge alarm) between an effluent discharge from the 5 ppm bilge separator exceeding 5 ppm,and the operation of the automatic stopping device preventing overboard discharge, shall be as short aspossible and in any case not more than 20 s.5.3The arrangement on board ship for the extraction of samples from the 5 ppm bilge separator discharge lineto the 5 ppm bilge alarm shall give a truly representative sample of the effluent.5.4A vessel fitted with a 5 ppm bilge alarm shall, at all times, have on board a copy of the operation, installationand maintenance manual.5.5The onboard arrangement of the 5 bilge alarm, 5 ppm bilge separator and automatic stopping device shallfunction automatically. However, fail-safe arrangements to avoid any discharge in case of malfunction shall beprovided. The requirements to automatics and fail safe are:1)2)3)4)5)6)The alarm is always activated whenever clean water is used for cleaning or zeroing purposes.The alarm is always activated whenever no flow of sample through the alarm is detected by the flowsensor.Any alarm will activate the automatic stopping device and lead to recirculation.The overall response time (including the response time of the alarm) between the effluent dischargeexceeding 5 ppm oil and to the automatic stopping device preventing the overboard discharge is lessthan 20 s.By-passing the alarm during normal operation shall by no means be possible.Every access of the alarm (beyond check on instrument drift, repeatability of the instrument reading,and the ability to re-zero the instrument) requires the breaking of a seal.Class programme — DNVGL-CP-0485. 1 GeneralThese performance test specifications relate to 5 ppm bilge alarms. The oil content of the samples shall bedetermined in accordance with App.C. Result forms according to App.D should be used.The 5 ppm bilge alarm being tested shall comply with all the relevant requirements of the technical specificrequirements contained in Sec.2 [1.2].The test reports shall include the type designation or model identification of the equipment tested, serialnumber, as well as hardware, firmware and software revision information, as applicable, necessary to identifythe equipment under test.2 Test specifications[2.1] gives the requirements to the testing arrangements, i.e. to the test facility, test fluids and grabsampling. The requirements in [2.1] apply to the performance tests. The technical details for theperformance tests are specified in [2.2].2.1 Specifications of testing arrangements2.1.1 Test facilityA diagrammatic arrangement of a test facility for evaluating the performance of the 5 ppm bilge alarmis given in Figure 1. The accuracy of the 5 ppm bilge alarm will be determined by comparing its readingsagainst a known flow of test fluid injected into a known flow of water. The grab samples taken shall beanalyzed in the accredited laboratory by the methods specified in App.C. The results of the laboratoryanalysis shall be used for correction and to indicate sampling and test equipment variability. The water flowrate shall be adjusted so that the entire test fluid-water flow passes through the 5 ppm bilge alarm, exceptthe intermittent grab sample stream. Special care shall be given to keep, continuously, a constant test fluidcontent in the water that flows into the 5 ppm bilge alarm. The metering pumps shall be adjusted to delivera nearly continuous quantity of test fluid. If test fluid injection becomes intermittent at low concentrations,the test fluid may be pre-mixed with water to provide continuous flow. The test fluid injection point shall beimmediately up-stream of the 5 ppm bilge alarm inlet to minimize time lags.A diagram of the test facility used for the performance testing in [2.2] shall be submitted. Appendix AFigure 1 Diagram of test facility2.1.2 Sampling arrangementThe sampling arrangement for the test rig shall be such that a representative homogeneous sample isobtained under all conditions of operation and under all operational proportions of oil content. The sampleshall be obtained from the full flow through the 5 ppm bilge alarm, but when this is impracticable thesampling arrangements shown in Figure 2 shall be used. Special care shall be given to this stage of theprocess and the validity of the resultant findings.A diagram of the sampling arrangement used for the performance testing in [2.2] should be submitted. Thesamples are to be extracted on the same day of collection, and they are to be sealed and labelled in thepresence of the accredited laboratory or a qualified surveyor. Arrangements shall be made for analysis assoon as possible, and in any case within seven days, provided the samples are being kept between 2 C and6 C at the accredited laboratories.Form according to App.D [1] should be submitted.2.1.4 The test fluidsTests shall be performed using three grades of test fluids prepared in full accordance with MEPC.107(49)Annex Part 1 item [1.2.4]. The three test fluids are:— Test fluid “A” which is a marine residual fuel oil in accordance with ISO 8217, type RMG 35 (density at315 C not less than 980 kg/m ).— Test fluid “B” which is a marine distillate fuel oil in accordance with ISO 8217, type DMA (density at 15 C3not less than 830 kg/m ).— Test fluid “C” which is a mixture of an oil-in-fresh water emulsion in the ratio whereby 1 kg of the mixtureconsists of:— 947.8 g of fresh water— 25.0 g of test fluid “A”Class programme — DNVGL-CP-0485. The following data for the test fluids shall be reported:1)Properties of test fluids A and B (form filled in according to App.D [2]):—————2)Density at 15 CKinematic viscosity (centistokes at 100 C/40 C)FlashpointAshWater content.Properties of test fluid C (form filled in according to App.D [2]):— Type of surfactant— Particle size percentage of the non-soluble suspended solids; and— Surfactant and iron oxide quality verification.3)Properties of the water in the water tank (form according to App.D [2] should be filled in):— Density of water at 20 C— Details of any solid matter present.2.2 Specification of performance tests2.2.1 Calibration and activation accuracy testThe 5 ppm bilge alarm will be calibrated and zeroed as per the manufacturer's instructions. It will then betested with the three test fluids “A”, “B” and “C”, as specified in [2.1.4], at the following oil concentrations inparts per million: 0, 2, 4 and 6 ppm.The following apply for each concentration test on all test fluids: Each concentration test will last for 15 min.Meter display is noted. It shall be noted if the alarm activates or not. Grab samples shall be taken and sentto analysis to determine the actual oil content. After each concentration test, the 5 ppm alarm will be run onclean water for 15 min and the display reading noted.If it proves necessary to re-zero or re-calibrate the 5 ppm bilge alarm during this test, this fact will be noted.Form according to App.D [4] should be filled in. The meter accurancy in ppm is calculated from the differencebetween the meter display reading and the measured oil content in grab samples. The meter accuracy shallbe according to Sec.2 [1.2] d). The activation accuracy shall be according to Sec.2 [1.2] f).2.2.2 Contaminant and colour testThe 5 ppm bilge alarm shall undergo contaminant and colour tests as follows:1)2)3)4)5)The 5 ppm bilge alarm shall be run on a mixture of clean water and 4 ppm test fluid “B”. The alarmreading is noted.The water supply shall be changed from 4 ppm test fluid “B” and clean water to 4 ppm test fluid “B” andwater contaminated with iron oxide in a concentration of 4 ppm.Any shift in the 5-ppm-bilge-alarm reading shall be noted. The reading shall be within the accuracy limitsspecified in Sec.2 [1.2] f).The procedure specified in 2) and 3) above shall be repeated with iron oxide concentrations of 50 ppmand 100 ppm respectively.The 5 ppm bilge alarm shall be run on a mixture of clean water and 4 ppm test fluid “B” and its readingnoted.Class programme — DNVGL-CP-0485. Edition March 2016Page 155 ppm bilge alarmsDNV GL ASAppendix A— 25.0 g of test fluid “B”— 0.5 g surfactant (sodium salt of dodecylbenzene sulfonic acid) in the dry form— 1.7 g “iron oxides” (The term “iron oxide” is used to describe black ferrosoferric oxide (Fe3O4) witha particle size distribution of which 90% is less than 10 microns, the remainder having a maximumparticle size of 100 microns).

7)8)The water supply shall be changed from clean water to very salt water (a solution of 6% common saltwith clean water).Any shift in the 5 ppm bilge alarm reading shall be noted. The reading shall be within the accuracy limitsspecified in Sec.2 [1.2] f); andSufficient water shall be available in the mixing tank to ensure an effective test of not less than 15 min.Form according to App.D [5] should be filled in.2.2.3 Sample pressure or flow testThe 5 ppm bilge alarm shall be run on 4 ppm test fluid “B” sample. The water pressure or flow rate of themixture shall be adjusted from one half normal, normal and twice normal. Any effect of these changes (zeroshift or calibration shift) on the 5 ppm bilge alarm ppm display reading shall be noted and recorded on thecertificate. This test may require modification for 5 ppm bilge alarms with flow or pressure regulators or 5ppm bilge alarms designed to discharge into an ambient pressure sump.Any zero shift and calibration shift shall be within the accuracy limits specified in Sec.2 [1.2] f).Form according to App.D [6] should be filled in.2.2.4 Shut off testsThe 5 ppm bilge alarm shall be run on clean water before and after the testing. The 5 ppm bilge alarm shallbe run on 4 ppm test fluid “B” sample. The water and test fluid injection pumps shall be shut off. The 5ppm bilge alarm will be left turned on with no other changes made. After 8 hours, the water and test fluidinjection pump shall be turned on and set to provide the mixture of 4 ppm. The 5 ppm bilge alarm ppmdisplay readings before and after each test, and any damage to the 5 ppm alarm shall be noted and recordedon the certificate.Any zero shift and calibration shift shall be within the accuracy limits specified in Sec.2 [1.2] f). Formaccording to App.D [7] should be filled in.2.2.5 Utilities supply variation testIf the 5 ppm bilge alarm requires any utilities besides electricity, it shall be tested with these utilities at110% and 90% of the design figures. The 5 ppm bilge alarm shall be run on clean water before and after thetesting. The 5 ppm bilge alarm shall be run on 4 ppm test fluid “B” sample. Any zero shift or calibration shiftto the 5 ppm bilge alarm ppm display reading shall be noted and recorded on the certificate.Any zero shift and calibration s
