COMPLIANCE OF EC CONDITIONS of CLUSTER-VIIEC order no.: J-11015/238/2010-1A.II (M) Pt dated 12th October, 2018Sl.no.(April’20 to September ’20)Specific Conditions by MOEF:Compliance4 (i)The project proponent shall obtain Consent toestablish from the State Pollution Control Boardsof Jharkhand for the proposed peak capacity of11.42 MTPA prior to commencement of theincreased production.It is being complied. Consent to Establish has beenobtained from JSPCB for the projects where productionenhancement is planned/proposed.4 (ii)Transportation of coal from face to coal heapshall be carried out by truck. Further, the coaltransportation from coal heap to Coal HandlingPlant shall be carried out through covered trucks.4 (iii)Mitigation measures to be undertaken to controldust and other fugitive emissions all along theroads by providing sufficient numbers of watersprinklers.4 (iv)Sufficient coal pillars shall be left un-extractedaround the air shaft (within the subsidenceinfluence area) to protect from any damage fromsubsidence, if any.Solid barrier shall be left below the roads fallingwithin the block to avoid any damage to the roadsand no depillaring operation shall be carried outbelow the township/colony.Depression due to subsidence resulting in wateraccumulating within the low lying areas shall befilled up or drained out by cutting drains.Sufficient number of pumps of adequate capacityshall be deployed to pump out mine water duringpeak rain fall.The company shall obtain approval of CGWA foruse of groundwater for mining operations at itsenhanced capacity of 11.42 MTPA.It is being complied. Presently coal transportation isbeing done by trucks covered with tarpaulin cover.Covering of trucks has been made mandatory in thetransportation contract. Picture – 1.It is being complied. Mobile Water Sprinklers arebeing used for Sprinkling water on transportationroads. Additionally Manual Sweeping is done on Publicroads on routine basis. Picture – 2.It is being complied. Sufficient coal pillars have beenleft around air shafts as per Coal Mines Regulations2017 and DGMS Orders.4 (v)4 (vi)4 (vii)4 (viii)4 (ix)4 (x)Continuous monitoring of occupational safetyand other health hazards, and the correctiveactions need to be ensured.The fire dealing operations by excavating out fireshould be expedited.It is being followed. Sufficient barriers are left forsaving the surface installation and infra structures asper Coal Mines regulation 2017 and DGMS Orders.It is being complied. Time to time depression createdby the mining operations have been filled by the locallyavailable material and over burden.It is being complied.Application for obtaining NOC for usage/extraction ofGround water is already submitted to CGWA for ClusterVII group of Mines.It is being Complied. Proper safety, health hazardsand the corrective measures are being taken by Areaand HQ Level Safety/Medical Board on regular basisIt is being complied. Mining is being carried out by OCMethod where UG fire is present with due permissionfrom DGMS.Action is being taken to control, mine fires including oldOB dump & areas as specified in Jharia Master Plan.Generic Conditions by MOEF:A. MiningiMining shall be carried out under strict adherenceto provisions of the Mines Act 1952 andsubordinate legislations made there-under asapplicable.It is being complied. All stipulated provisions andsubordinate legislations are being followed.

iiNo change in mining method, calendarprogramme and scope of work shall be madewithout obtaining prior approval of the Ministry ofEnvironment, Forest and Climate Change.Agreed.iiiMining shall be carried out as per the approvedmining plan including Mine Closure Plan, abidingby mining laws related to coal mining and therelevant circulars issued by Directorate GeneralMines Safety (DGMS).ivNo mining shall be carried out in forest landwithout obtaining Forestry Clearance as perForest (Conservation) Act, 1980 and alsoadhering to The Scheduled Tribes and OtherTraditional Forest Dwellers (Recognition ofForest Rights) Act, 2006 read with provisions ofIndian Forest Act, 1927.It is being complied. Mining is being carried outabiding by mining laws and relevant circulars issued byDGMS. Mine Closure Plan, has been prepared for eachMine in this cluster. Progressive mine closure has beenimplemented regularly as per the approved MineClosure Plan prepared by CMPDILAgreed.B. Land reclamation and water conservationiDigital Survey of entire lease hold area/core zoneusing Satellite Remote Sensing survey shall becarried out at least once in three years formonitoring land use pattern and report in 4:50000scale shall be submitted to Ministry ofEnvironment,ForestandClimateChange/Regional Office (RO).It is being complied. Land Use Map of Cluster VII hasbeen prepared by CMPDIL using remote sensing datafor monitoring of land use pattern and for post miningland use. The land use map is attached in Annexure I.iiThe surface drainage plan including surfacewater conservation plan for the area of influenceaffected by the said mining ond/lake etc, shall be prepared andimplemented by the project proponent. Thesurface drainage plan and/or any diversion ofnatural water courses shall be as per theapproved Mining Plan/EIA/EMP report and withdue approval of the concerned State/GolAuthority. The construction of embankment toprevent any danger against inrush of surfacewater into the mine should be as per theapproved Mining Plan and as per the permissionof DGMS.It is being complied. The surface drainage plan and/orany diversion of natural water courses shall be as perthe approved Mining Plan/EMP report. Approval formcompetent authority of State Govt. shall be sought incase of diversion of Natural Water Course.Embankment has been constructed in some areas andfurther embankment and stone pitching work will becarried out.iiiThe final mine void depth should preferably be asper the approved Mine Closure Plan, and in caseit exceeds 40 m, adequate engineeringinterventions shall be provided for sustenance ofaquatic life therein. The remaining area shall bebackfilled and covered with thick and alive topsoil. Post-mining land be rendered usable foragricultural/forestry purposes and shall behanded over to the respective state governmentas specified in the guidelines for Preparation ofMine Closure Plan issued by the Ministry of CoalIt is being complied. Backfilling process in abandoned pits and voids arecontinuously carried out along with the miningoperation. Ecological restoration and Plantation shall becarried out on finalization of dumps. Abandoned Pits will be utilized for Pisciculture inPost Mining Phase.

ivVdated 27" August, 2009 and subsequentamendments.The entire excavated area, backfilling, externalOB dumping (including top soil) and afforestationplan shall be in conformity with the “duringmining’/"post mining” land-use pattern, which isan integral part of the approved Mining Plan andthe EIA/EMP submitted to this Ministry.Progressive compliance status vis-a-vis the postmining land use pattern shall be submitted to theMinistry of Environment, Forest and ClimateChange/Regional Office on six monthly basis.The top soil shall temporarily be stored atearmarked site(s) only and shall not be keptunutilized for long. The top soil shall be used forland reclamation and plantation purposes. ActiveOB dumps shall be stabilized with native grassspecies to prevent erosion and surface run off.The other overburden dumps shall be vegetatedwith native flora species. The excavated areashall be backfilled and afforested in line with theapproved Mine Closure Plan. Monitoring andmanagement of rehabilitated areas shall continueuntil the vegetation becomes self-sustaining.Compliance status shall be submitted to theMinistry of Environment, Forest and ClimateChange/ Regional Office on six monthly basis.It shall be complied.It is being complied. Top soil dumps have beencreated separately. Top soil is spread over Slopes ofOB Dumps, used in plantation activities. Top soil isspread over slopes of OB dumps and grass seed ballsare thrown over it for grassing. Once the OB dumpreaches its final stage it would be taken up for Threetier plantation and eco-restoration. Native flora specieswould be planted in these sites during eco - restorationPicture – 6.C. Emissions, effluents, and waste disposaliTransportation of coal, to the extent permitted byroad, shall be carried out by coveredtrucks/conveyors. Effective control measuressuch as regular water/mist sprinkling/rain gun etcshall be carried out in critical areas prone to airpollution (with higher values of PM10/PM2.5)such as haul road, loading/unloading and transferpoints. Fugitive dust emissions from all sourcesshall be controlled regularly. It shall be ensuredthat the Ambient Air Quality parameters conformto the norms prescribed by the Central/StatePollution Control Board.It is being complied. Presently coal transportation isbeing done by trucks covered with tarpaulin cover.Covering of truck has been made mandatory in thetransportation contracts. Mobile Water Sprinklers arebeing used for mitigating dust from being air borne fromhaul roads. Manual sweeping of Public roads used fortransportation is being done on routine basis. Picture–1&2iiGreenbelt consisting of 3-tier plantation of widthnot less than 7.5 m shall be developed all alongthe mine lease area in a phased manner. Thegreen belt comprising a mix of native speciesshall be developed all along the major approach/coal transportation roads.It shall be complied. 3-tier plantation shall bedeveloped along mine lease area in available spacesin a phased manner. Green belt along finaltransportation roads shall be developed.

The transportation of coal shall be carried out asper the provisions and route proposed in theapproved Mining Plan. Transportation of the coalthrough the existing road passing through anyvillage shall be avoided. In case, it is proposed toconstruct a 'bypass' road, it should be soconstructed so that the impact of sound, dust andaccidents could be appropriately mitigated.Vehicular emissions shall be kept under controland regularly monitored. All the vehicles engagedin mining and allied activities shall operate onlyafter obtaining ‘PUC’ certificate from theauthorized pollution testing centers.It is being complied.vCoal stock pile/crusher/feeder and breakermaterial transfer points shall invariably beprovided with dust suppression system. Beltconveyors shall be fully covered to avoid airborne dust. Side cladding all along the conveyorgantry should be made to avoid air borne dust.Drills shall be wet operated or fitted with dustextractors.It is being complied. Crushers/feeders breakers arefitted with water sprinklers.viCoal handling plant shall be operated witheffective control measures viz. bag filters/wateror mist sprinkling system etc. to check fugitiveemissions from crushing operations, conveyorsystem, transfer points, etc.It is being complied. Coal handling plant are enclosedwith metal sheets and are fitted with water sprinklers tocheck fugitive emissions. Picture - 5viiGround water, excluding mine water, shall not beused for mining operations. Rainwater harvestingshall be implemented for conservation andaugmentation of ground water resources.It is being complied. Mine water is being used for theindustrial as well as domestic purpose. Mine water isalso supplied to colonies and community after filtrationthrough pressure filters, slow sand filters and rapidsand filters. Proposal for mine water supply to nearbyvillage/community is taken up under CSR Policy of thecompany. Rain Water Harvesting is being implementedin phased manner. A MoU has been signed betweenCoal India Ltd. & Govt. of Jharkhand for providing minewater to nearby villages. A copy of MoU has beenenclosed as Annexure III.iiiivIt is being complied. Vehicles used for transportationof coal are covered by tarpaulin cover and aremonitored for the vehicular emission by the transporterand BCCL. Copy of some Pollution Under ControlCertificates has been enclosed as Annexure II.

viiiCatch/garland drains and siltation ponds ofappropriate size shall be constructed around themine working, coal heaps & OB dumps to preventrun off of water and flow of sediments directly intothe river and water bodies. Further, dumpmaterial shall be properly consolidated/compacted and accumulation of water overdumps shall be avoided by providing adequatechannels for flow of silt into the drains. Thedrains/ ponds so constructed shall be regularlyde- silted particularly before onset of monsoonand maintained properly. Sump capacity shouldprovide adequate retention period to allow propersettling of silt material. The water so collected inthe sump shall be utilized for dust suppressionmeasures and green belt development.Dimension of the retaining wall constructed, ifany, at the toe of the OB dumps within the mineto check run-off and siltation should be based onthe rainfall data. The plantation of native speciesto be made between toe of the dump andadjacent field/habitation/water bodies.It is being complied. In phased manner, garlanddrains are constructed around mine working, coalheaps & OB dumps to prevent run off water and flow ofsediments directly into the river & water bodies.ixIndustrial waste water generated from CHP,workshop and other waste water, shall beproperly collected and treated so as to conformto the standards prescribed under theEnvironment (Protection) Act, 1986 and theRules made there under, and as amended fromtime to time. Oil and grease trap shall be installedand maintained fully functional with effluentsdischarge adhering to the norms. Sewagetreatment plant of adequate capacity shall beinstalled for treatment of domestic waste.Adequate groundwater recharge measures shallbe taken up for augmentation of ground water.The project authorities shall meet waterrequirement of nearby village(s) in case thevillage wells go dry due to dewatering of mine.It is being complied. Effluents discharge standardsare regularly monitored by CMPDIL for cluster VIIgroup of mines. Mine water is being treated using filterplants (Pressure, Sand filters etc.) for its further use inindustrial purpose and supply to the residential areas.Mine water monitoring report has been enclosed asAnnexure IV.xIt is being complied. Rain Water Harvesting is beingimplemented in phased manner.D. Illumination, Noise & VibrationiAdequate illumination shall be ensured in all minelocations (as per DGMS standards) andmonitored weekly. The report on the same shallbe submitted to this ministry & it’s RO on sixmonthly basis.It is being complied. Adequate illumination is beingensured in all mine locations as per DGMS standardsand the same is being monitored by Area & HQ LevelSafety Committees on regular basis.

iiAdequate measures shall be taken for control ofnoise levels below 85 dB(A) in the workenvironment. Workers engaged in blasting anddrilling operations, operation of HEMM, etc shallbe provided with personal protective equipments(PPE) like ear plugs/muffs in conformity with theprescribed norms and guidelines in this regard.Adequate awareness programme for users to beconducted. Progress in usage of suchaccessories to be monitored.It is being complied. Personnel operating HEMMs,drilling machine and other machines comply with safetyregulation and are equipped with Personal ProtectiveEquipment. Noise monitoring data has been enclosedas Annexure V.iiiControlled blasting techniques shall be practicedin order to mitigate ground vibrations and flyrocks as per the guidelines prescribed by theDGMS.ivThe noise level survey shall be carried out as perthe prescribed guidelines to assess noiseexposure of the workmen at vulnerable points inthe mine premises, and report in this regard shallbe submitted to the Ministry/RO on six-monthlybasis.It is being complied. DGMS regulations are followedstrictly for blasting. Additionally Personnel operatingHEMMs, drilling machine and other machines are giventraining on regular basis.It is being complied. Noise level monitoring is doneby CMPDIL on monthly basis. Noise monitoring datahas been enclosed as Annexure V.E. Occupational health & safetyiThe project proponent shall undertakeoccupational health survey for initial andperiodical medical examination of the workersengaged in the project and maintain recordsaccordingly as per the provisions of the MinesRules, 1955 and DGMS circulars. Besidesregular periodic health check-up, 20% of theworkers identified from workforce engaged inactive mining operations shall be subjected tohealth check-up for occupational diseases andhearing impairment, if any.It is being complied. Initial and Periodical MedicalExamination (PME) of all the mining and otherpersonnel is being carried out regularly at AreaHospital, as per the Statutes and guidelines of DirectorGeneral of Mines Safety (DGMS). Enclosed asAnnexure VI.iiPersonnel (including outsourcing employees)working in dusty areas shall wear protectiverespiratory devices and shall also be providedwith adequate training and information on safetyand health aspects.It is being complied. Protective respiratory devices &other PPEs are supplied to personnel working in dustyareas. Also, a separate full-fledged Human ResourceDevelopment (HRD) Department is conducting regulartraining programme on these issues. Apart from thisVocational Training Centers (VTCs) are existing in allthe Areas of BCCL, which provides periodical trainingon the safety and occupational health issue to theworkers.iiiSkill training as per safety norms specified byDGMS shall be provided to all workmen includingthe outsourcing employees to ensure high safetystandards in mines.It is being complied. HRD Department & Area levelVocational Training Centers are conducting regulartraining programs. Status of training enclosed asAnnexure VII. Picture - 3

F. Ecosystem and biodiversity conservationiThe project proponent shall take all precautionarymeasures duringminingoperation forconservation and protection of endangeredflora/fauna, if any, spotted/reported in the studyarea. The Action plan in this regard, if any, shallbe prepared and implemented in consultationwith the State Forest and Wildlife Department.It is being complied. Conservation and Protection ofendangered flora/fauna shall be taken with utmostpriority if spotted/reported. Action Plan shall beprepared in consultation with State Forest and WildlifeDepartment.G. Public hearing, R&R and CSRiiiImplementation of the action plan on the issuesraised during the public hearing shall be ensured.The project proponent shall undertake all thetasks/measures as per the action plan submittedwith budgetary provisions during the publichearing. Land ousters shall be compensated asper the norms laid down in the R&R policy of thecompany/StateGovernment/CentralGovernment, as applicable.The project proponent shall ensure theexpendituretowardssocio-economicdevelopment in and around the mine, in everyfinancial year as per the Corporate SocialResponsibility Policy as per the provisions underSection 135 of the Companies Act, 2013It is being complied. The issues raised during PublicHearing is mentioned in the EMP and phase wisemeasures are being taken to ensure itsimplementation.It is being complied. BCCL is implementing CSRactivities at various scale. A separate CSR committeehas been formed at area level, which is looking afterthe works being executed under CSR.Various activities under CSR were undertaken duringCOVID-19 viz. distribution of masks, hand sanitisers,gloves, soap, food packets, etc details of which is listedin Annexure VIII.Annual report of CSR activities shall be submitted in theCompliance in the month of March.iiiThe project proponent shall follow the mitigationmeasures provided in this Ministry’s OM No.Z11013/5712014-IA.11 (M) dated 29" October,2014, titled ‘Impact of mining activities onhabitations-issues related to the mining projectswherein habitations and villages are the part ofmine lease areas or habitations and villages aresurrounded by the mine lease area’.It shall be complied. Rehabilitation of project affectedfamilies is being done as per Approved Master Plan forJharia Coalfields.ivThe project proponent shall make necessaryalternative arrangements, if grazing land isinvolved in core zone, in consultation with theState government to provide alternate areas forlivestock grazing, if any. In this context, theproject proponent shall implement the directionsof Hon'ble Supreme Court with regard toacquiring grazing land.It shall be complied.

H. Corporate Environment ResponsibilityiThe Company shall have a well laid downenvironment policy duly approved by Board ofDirectors. The environment policy shouldprescribe for standard operating procedures tohave proper checks and balances and to bringinto focus any infringements/deviation/violationof the environmental or forest norms/conditions.Also, the company shall have a defined systemof reporting of non-compliances/violations ofenvironmental norms to the Board of Directorsand/or shareholders/stakeholders.The project proponent shall comply with theprovisions contained in this Ministry’s OM dated1st May, 2018, as applicable, regarding CorporateEnvironment ResponsibilityA well-defined Corporate Environment Policy hasalready been laid down and approved by the Board ofDirectors. This is also uploaded on company’s website.Enclosed as Annexure IX.iiiThe hierarchical system or Administrative Orderof the company to deal with environmental issuesand for ensuring compliance with theenvironmental clearance conditions should bedisplayed on website of the Company.It is being complied. A hierarchical system of thecompany to deal with environmental issues fromcorporate level to mine level already exists.ivA separate environmental management cell bothat the project and company headquarter level,with suitable qualified personnel shall be set-upunder the control of a Senior Executive, who willreport directly to the Head of the Organization.vAction plan for implementing EMP andenvironmental conditions shall be prepared andshall be duly approved by competent authority.The year wise funds earmarked forenvironmental protection measures shall be keptin separate account and not to be diverted for anyother purpose. Year wise progress ofimplementation of action plan shall be reported tothe Ministry/Regional Office along with the SixMonthly Compliance Report.Self-environmental audit shall be conductedannually. Every three years third partyenvironmental audit shall be carried out.Complied. A full-fledged Environment Department, headed bya Dy.GM (Environment) along with a suitablequalified multi-disciplinary team of executives havebeen established at Company Headquarters forimplementation of Environment Policy of thecompany. One Executive in each area has also beennominated as Nodal Officer (Environment) forlooking after routine environment related jobs alongwith an Environment Management Cell at AreaLevel. For implementing and look after Socio-EconomicIssues, an executive of Community DevelopmentCadre is also posted at area level.It is being complied.iiviI. Statutory ObligationsIt shall be complied.Internal audit is done periodically and third party auditshall be done by ICFRE after COVID-19 pandemic.

iThe environmental clearance shall be subject toorders of Hon’ble Supreme Court of India,Hon’ble High Court, NGT and any other Court ofLaw from time to time, and as applicable to theproject.AgreediiThis environmental clearance shall be subject toobtaining wildlife clearance, if applicable, fromthe Standing Committee of National Board forWildlife.AgreediiiThe project proponent shall obtain Consent toEstablish/Operate under the Air Act, 1981 andthe Water Act, 1974 from the concerned StatePollution Control Board.Agreed.ivThe project proponent shall obtain the necessarypermission from the Central Ground WaterAuthority. (CGWA).Agreed. Application for obtaining NOC forusage/extraction of Ground water is already submittedto CGWA for Cluster VII group of Mines.J. Monitoring of projectiiiiiiAdequate ambient air quality monitoring stationsshall be established in the core zone as well asin the buffer zone for monitoring of pollutants,namely PM10, PM2.5, SOx and NOx. Location ofthe stations shall be decided based on themeteorological data, topographical features andenvironmentally and ecologically sensitivetargets in consultation with the State PollutionControl Board. Online ambient air qualitymonitoring stations may also be installed inaddition to the regular monitoring stations as perthe requirement and/or in consultation with theSPCB. Monitoring of heavy metals such as Hg,As, Ni, Cd, Cr, etc to be carried out at least oncein six months.It is being complied. Regular Monitoring is beingcarried out by CMPDIL.The Ambient Air Quality monitoring in the corezone shall be carried out to ensure the CoalIndustry Standards notified vide GSR 742 (E)dated 25.9.2000 and as amended from time totime by the Central Pollution Control Board. Dataon ambient air quality and heavy metals such asHg, As, Ni, Cd, Cr and other monitoring data shallbe regularly reported to the Ministry/RegionalOffice and to the CPCB/SPCB.The effluent discharge (mine waste water,workshop effluent) shall be monitored in terms ofthe parameters notified under the Coal IndustryStandards vide GSR 742 (E) dated 25.9.2000and as amended from time to time by the CentralPollution Control Board.It is being complied. Data is regularly submitted toministry along with compliance report. Ambient AirQuality monitoring report attached as Annexure XI.Proposal for COAAQMS installation is underadministrative approval and tender for the same shallsoon be floated.Establishment of ambient environment qualitymonitoring stations has been finalized with theconsultation of Jharkhand State Pollution ControlBoard. Enclosed in Annexure X.It is being complied. Effluents discharge standardsare regularly monitored by CMPDIL for cluster VIIgroup of mines. Mine water is being treated using filterplants (Pressure, Sand filters etc.) for its further use inindustrial purpose and supply to the residentialcolonies. ivThe monitoring data shall be uploaded on thecompany’s website and displayed at the projectsite at a suitable location. The circular No. J20012/1/2006-IA.11 (M) dated 27.05.2009issued by Ministry of Environment, Forest andClimate Change shall also be referred in thisregard for its compliance.It is being Complied.vRegular monitoring of ground water level andquality shall be carried out in and around the minelease area by establishing a network of existingwells and constructing new piezometers duringthe mining operations. The monitoring of groundwater levels shall be carried out four times a yeari.e. pre-monsoon, monsoon, post-monsoon andwinter. The ground water quality shall bemonitored once a year, and the data thuscollected shall be sent regularly to Ministry ofEnvironment,ForestandClimateChange/Regional Office.Monitoring of water quality upstream anddownstream of water bodies shall be carried outonce in six months and record of monitoring datashall be maintained and submitted to the nal Office.Compliance under progress.viiThe project proponent shall submit six monthlyreports on the status of the implementation of thestipulated environmental conditions to theMinistry of Environment, Forest and ClimateChange/Regional Office. For half yearlymonitoring reports, the data should be monitoredfor the period of April to September and Octoberto March of the financial years.It is being complied.viiiThe Regional Office of this Ministry shall monitorcompliance of the stipulated conditions.
