Following Tribal consultation and Area review, IHS is releasing the estimates, the resultof our collaboration with Tribes to reconcile and validate data.The IHS staff used the same statistical concept that has been used in prior years to produce theestimates (unduplicated count by residence of Indian registrants who have had direct encounterswith--or contracted for-IHS inpatient, ambulatory, or dental services during the last threeyears) . The attached tables contain final user population estimates as well as data used todevelop the estimates. Also attached is a description of the columns.User counts are based on registration and encounter data received in NPIRS repositories, inaccordance with the Tribal Leader letter of December 10,2003. Description of the Table Columns in the FY 2013 IHS User Population Service Unit TablesColumn 1, Indian RegistrantsThis is the total count of Indian registrants that were in the Indian Health Service (IHS)National Patient Information Reporting System (NPIRS) Patient Registration data base as ofSeptember 30, 2013. The registrants were tabulated by their service unit of residence.A registrant is considered Indian if (1) the Tribe Code is designated as "Indian"; or (2) the Tribaldesignation is "unspecified", and - the classification and/or the Indian blood quantum code is"Indian".Column 2, Active Indian Registrants This is the count of Indian Registrants in the NPIRS data base who had at least one direct orcontract inpatient stay, ambulatory care visit or dental visit between October 1, 2010 andSeptember 30, 2013 .Column 3, Indian User Population EstimateThis is, in most cases, the same as the number of Active Indian Registrants shown in Column 2.This is generally not the same as a list of members of a Tribe since those members must be seenin the past three years at an IHS or Tribal health facility and have at least one workloadreportable encounter documented and electronically sent into the National Data Warehouse inone of the two standard formats (HL 7 or Simplified) from an electronic medical records system.The only three exceptions occur when there was a negotiated figure for a Tribe which has beenreceiving services from IHS for less than three years or where county splits, communityadditions to service units negotiated in advance with the Tribes concerned are calculated by theArea Office and added to the table, or [this year only] where the government shutdown impacteda purely technical problem in submitting data according to schedule.
