It’s marvelouslyinstructive, one of manybooks on our recommended reading listfor Golf Digest’s nearly1,500 course-ratingpanelists. Waters startswith the premise that“sandy terrain lies atthe heart and soul ofthe game,” a simple declaration that explainsthe ascension of manyof the courses listed onthe 2019 renewal of GolfDigest’s biennial ranking of America’s 100Greatest Golf Courses.

It starts at the top of the list, with No. 1pine valley in New Jersey, where irregularfairways framed by acres of exposed sandpresent a compelling 18 holes of challengeand reward. Fifty-three years ago, whenGolf Digest first introduced the concept ofcourse rankings, Pine Valley was consideredthe ultimate in penal golf-course architecture. These days, it’s considered highlystrategic, a change in attitude brought aboutin part by experts like Waters, who writesthat Pine Valley “was the first course inAmerica constructed in a truly naturalisticstyle” and celebrates its sandy wastelandsas superior to flanking fields of ankle-deepmanicured rough.“Golf is a game of recovery,” Waterssays, and points out that the low-nutrientcontent of sand results in sparsely grassedrough that gives even below-average golfersa chance of finding their way home.But even in sand, something will eventually grow, be it weeds or trees. Considerableeffort has been made to re-establish PineValley’s naturalistic rough. Just last year,consulting architect Tom Fazio had a crewchop away a brushy hillside of overgrowntrees along the left side of the short, splendidpar-4 12th (previous pages), reintroducing adaunting canyon of sand scars and pits.In 2010, Waters had been part of the reconstruction crew that, under the directionof architects Bill Coore and Ben Crenshaw,pulled out all the Bermuda-grass roughfrom pinehurst no. 2, now ranked 29th, toexpose the sand beneath. The goal was torestore what they believe original architectDonald Ross intended, a rough of sandyhardpan dotted with wiregrass. Waters callstoday’s Pinehurst “an interesting twist onplayable rough . . . the perfect balance between penalty and playability.” That roughalso provides distinctive visuals that manypanelists favor with good scores in our Aesthetics category.The concept of sandy rough is now acharacteristic of several America’s 100Greatest courses. Coore and Crenshawhave recently implemented it in theirremodeling of No. 12 seminole in SouthFlorida and No. 67 maidstone on theAtlantic shoreline of Long Island in NewYork. Sandyrough is not a natural characteristic atNo. 7 pebble beach , whose name suggestsa coarser foundation, but clusters of holesin sand dunes are prevalent at other areacourses: No. 3 cypress point , No. 45 spyglass hill and two courses at montereypeninsula country club , No. 56 shoreand No. 79 dunes , the latter one of fouradditions in 2019 to America’s 100 Greatest(see accompanying list).On the Atlantic coast, Pete Dye’s designat the ocean course at Kiawah Island inSouth Carolina, ranked 24th, has alwaysfeatured holes surrounded by natural sanddunes merged with man-made bunkers. Atthe 2021 PGA Championship, all sand willagain be played “through the green,” just asit was in the 2012 PGA, allowing contestantsto ground the club anywhere.On the north shore of Long Island,No. 15 friar’s head , by Coore and Crenshaw, has a back nine in magnificentcoastal dunes. Its front nine also has sandyrough but was actually reshaped fromold potato fields. “In spots where soil washeavy,” Waters writes, “they flipped it overto expose gravelly sandy soils beneath.”Sandy rough is even found far fromthe coastlines, in the middle of thecountry, at courses like No. 9 sand hillsin central Nebraska, another Coore andCrenshaw layout, and No. 46 ballyneal ,designed by Tom Doak in northeasternColorado.Exposed sand is also a dominant feature on several courses in our ranking ofAmerica’s Second 100 Greatest, particularlyat Florida’s Streamsong Resort, built fromsand spoils deposited by phosphate stripmining operations. streamsong red isranked No. 112, the blue is 138th and thetwo-year-old black is 169th; all use sandas much as grass. (Mammoth was BestNew runner-up to Streamsong Black lastyear but is now ranked higher because ofadditional panelist evaluations receivedbefore our 100 Greatest deadline.) AnotherKidd design, No. 180 gamble sands ,stretches across the sand-dune highlandsof northeast Washington.Even on courses with conventional turfgrass rough, Waters writes, a base of sandwill provide firm-and-fast turf conditions(the essence of Golf Digest’s Conditioning category) and irregular terrain thatposes stance and lie as strategic elements:random hazards dug from natural sand;unusually contoured putting surfaces;interesting wrinkles off greens; and, moreoften than not, prominent wind, becausewind most commonly deposited the sandon such sites in the first place. All these elements are addressed in our Shot Values andResistance to Scoring categories.Among 100 Greatest Courses displayingthese sand-related attributes are the triumvirate of Southampton, N.Y.: No. 4 shinnecock hills , No. 8 national golf linksand No. 39 sebonack golf club . Someof those, Waters argues, exist because architects adapted design elements of sandbased courses, particularly the famed linkslayouts of Great Britain.No. 2 augusta national was scrapedfrom tall hills of red Georgia clay, but,Waters writes, original architect AlisterMacKenzie intended it to be “an inlandcourse that embodies the best principlesof links golf.” It wasn’t until afterMacKenzie’s death that low-lying greenson the seventh and 10th holes, originallyreceptive to bouncing, rolling approachshots, were relocated atop hills, and thenarrow, nearly dry creek beds guardingthe 11th, 12th, 15th and 16th greens becameominous water hazards.The old pasture upon which No. 5oakmont was constructed lacked sandcontent to provide ample drainage, so itsarchitects improvised, canting and slantingits greens for surface drainage and diggingditches along many fairways to direct rainwater away from areas of play. Those greensand ditches now provide Oakmont its singular character.A similar solution was implementedhow we rank the courses/by A.W. Tillinghast in his creation of No. 11winged foot (west) and No. 52 wingedfoot (east) , masterpieces chiseled fromthe granite rock of Westchester Countyin New York. In the past seven years, GilHanse has recaptured all the glory of Tillinghast’s tilted, folded-edge green complexes that shuttle rainwater—and golfballs—off to the sides.Perhaps the antithesis of the naturalistic style of sand-based beauties like PineValley and Sand Hills are the works of early20th-century golf architect C.B. Macdonaldand his understudy Seth Raynor. Theirdesigns were indubitably manufactured,with lots of precise angles and parallellines. Though Macdonald began his careeron sandy soil, creating National Golf Linksin 1911 and then an early version of Shinnecock Hills, his ego drew him to take assignments elsewhere, from the hills of theHudson Valley to the hills of West Virginiato the hills of St. Louis, at each stop hammering out the same template of favoriteholes using mule teams and steam shovels.Raynor, less outspoken but no less confident, was even more productive on a widerrange of destinations.Collectively, their works are representedprominently on our rankings.
