Minutes of the Board of Trustees MeetingNorth Dakota Section of AWWAOctober 24, 2007The fall meeting of the North Dakota Section of theAmerican Water Works Association (NDAWWA)was held at the Holiday Inn of Fargo, N.D. on October24, 2007. Present at the meeting were Chair DavidJohnson; Chair-elect Brett Jochim; Director JackLong; Trustees Tim Paustian, Duane Friesz, DeanSletten and Joe Ferguson; Secretary/Treasurer DavidBruschwein; Assistant Secretary Brian Blotsky; and,Assistant Treasurer Greg Wavra. Others attending themeeting were Sue Anderson, Rick Gillund, MirandaKleven, Joe Mantua, Hazel Sletten, Deon Stockert,Larry Thelen, Charles Vein and Eric Volk.The meeting was called to order by Mr. Johnson at7:30 a.m.The Secretary’s Report was presented by Mr.Bruschwein. Mr. Long moved that the correctedminutes of the May 23, 2007 board meeting beapproved. Seconded by Mr. Ferguson. Motioncarried.Mr. Wavra presented the Treasurer’s Report. Asof October 22, 2007, the section had an incomeof 22,912.83 and expenses of 18,444.74. Thesection has 33,548.00 in the checking and moneymarket accounts. The section also has scholarshipendowments and a reserve account that total 80,653.83. Mr. Sletten moved to accept theTreasurer’s Report. Seconded by Mr. Gillund. Motioncarried.Committee ReportsEducation and Research CommitteeMr. Stockert reported that the Fred Clark MemorialScholarship was discontinued. Minot StateUniversity-Bottineau no longer offers a watertreatment curriculum. It was merged with theUniversity Scholarship for a total of 1,000 awarded tothe winner.Mr. Stockert wanted to recognize the American WaterWorks Association/Water Environment Association(AWWA/WEA) student chapter for their studentcompetition project that tied for first place at the WaterEnvironment Federation Technical Exhibition andConference (WEFTEC) which was held in San Diego,California.OFFICIAL BULLETIN, JANUARY 2008-JUNE 2008Ms. Kleven suggested sending postcards to remindpeople of the upcoming Surface Water TreatmentWorkshop to be held in Moorhead.Mr. Stockert also said they were looking forcandidates to receive the Management InstituteScholarship.Those in attendance were also reminded of the Studentand Young Professionals Reception to be held atBuffalo Wild Wings at 7:00 p.m.PR CommitteeMs. Sletten discussed adding a student section link tothe section’s website. Ms. Anderson was also going totake photographs of the conference to be added to thewebsite at a later date.MembershipMr. Sletten reported that membership numbers areabout the same since the last meeting. He was hopingthat new members would be found at the EnergyConference.Water for People (WFP)Mr. Vein reported that 5,005 was raised last year.This is enough to become a country sponsor. Thecountry of Bolivia was selected. He indicated thatthis year’s money raised would probably be about thesame. There were 29 golf sponsorships. It was alsonoted that Steve Werner resigned, and Collen Stylestook over the position. Mr. Vein also noted that fivenew countries were added for a total of 10 countries.Director’s ReportMr. Long referred to the Director’s Report previouslyemailed listing the three candidates for Chair Elect.He also stated that he represented the section at theannual conference and exposition (ACE). Mr. Mantuastressed that attendance is up and that this year’s ACEhad one of the largest crowds since it was held in2000. Mr. Long also wants to recognize Ken Ruby forhis membership of 50 years with NDAWWA section.Mr. Wavra explained the two-day training heldin Denver for the Water and Wastewater AgencyResponse Network (WARN). He explained thatthere is going to be leadership training in Denver.

He also stated that, if the section gets a booth at theEnergy Generation Conference, he would set out somebrochures.Mr. Wavra explained some of the topics presented atthe summer training in Colorado Springs, which wasattended by Mr. Wavra and Mr. Blotsky. He felt thetraining was very informative, and they learned a lotfrom it.Mr. Johnson discussed the WFP memorandum ofunderstanding. The memorandum basically statesthat, if the section is using the WFP logo, it has to befor official WFP business. Mr. Sletten motioned toadopt the memorandum of understanding. Secondedby Mr. Friesz. Motion carried.Mr. Long discussed the regional meeting of sectionofficers (RMSO) and the new regional alignmentwith states in the east. He stated that the newalignment was meant to reduce expenses and increaseWhenever andwherever you need usattendance. There were some fears that the N.D.section could get lost in the higher populated states tothe east. Members also expressed that this may be agreat opportunity to make new contacts and to learnfrom the other states.Mr. Wavra stated that he had sent an application for abooth at the Energy Generation Conference to be heldin Bismarck. The application required a 750 deposit.He stated that we should hear if our applicationwas accepted within the next couple of weeks. Thepurpose of the booth is to solicit new membershipfrom the industry, rather than focusing primarily onmunicipalities. It was stated that there is money in thebudget for promotional materials.Mr. Wavra stated that the projected 2008 budgetstayed mostly the same as 2007. He said there maybe a slight decrease due to the fact that the satelliteconferences were moving to the web.Mr. Long discussed that Lawrence Thomas was theonly candidate for national treasurer. Thereis still more time for nominating candidates.Mr. Thomas did send a letter asking for thesection’s support. Board members felt thatthe section did not need to write a letterspecifically addressing support for Mr.Thomas.Mr. Bruschwein discussed the potentialsection training with help from the AWWA.Mr. Long discussed helping individuals withthe cost of going to ACE. He felt that thecost of the ACE should not deter individualsfrom seeking a director position.Mr. Ferguson made a motion to adjourn themeeting. The motion was seconded by Mr.Long. Minutes of the NDWPCC Joint Board MeetingFebruary 6, 2008A meeting of the Joint Board of Directors of the NorthDakota Water and Pollution Control Conference(NDWPCC); North Dakota Water EnvironmentAssociation (NDWEA); North Dakota Chapter of theAmerican Public Works Association (NDCAPWA);and North Dakota Section of the American WaterWorks Association (NDAWWA) was held onFebruary 6, 2008, in the Cutty Sark Room of theSeven Seas Inn, Mandan, N.D. The meeting wascalled to order at 10:31 a.m. by NDWPCC PresidentTerry Rust. Copies of the agenda, and severalagenda items, were provided to those in attendance.The following board members and guests werepresent: Chuck Abel, Lisa Ansley, Sarah BaeHurst,Brian Blotsky, Mike Brisben, David Bruschwein,Joe Ferguson, Bill Gefroh, Rick Gillund, SteveHimmelspach, Brett Jochim, Dan Jonasson, MirandaKleven, Jack Long, Katie Luther, Seth Lynne, KevinMartin, Karla Olson, Tim Paustian, Skip Rapp,Rustin Roteliuk, Terry Rust, Darin Schaeffer, DeanSletten, Hazel Sletten, Gregg Stewart, Larry Thelen,Eric Volk, Richard Wanner and Greg Wavra.President Rust called for a motion to dispense withthe reading of the minutes from the October 24,2007 Joint Board Meeting and the October 26, 2007Business Meeting at the Holiday Inn of Fargo, andapprove the minutes as published in the OfficialBulletin (OB). Rick Gillund so moved, Skip Rappseconded. There was no further discussion, and themotion carried.President Rust next called for the Treasurer’s Report.Mike Brisben reported that the Conference’s totalequity equaled 53,913.29 for the last quarter of 2007and, along with a reimbursement request from theoperator expense reimbursement grant for 9,000.25,the Conference had a net worth of 62,913.54. BillGefroh moved to approve the report as presented.Miranda Kleven seconded. There was no furtherdiscussion, and the motion carried.President Rust called for the first item of old business.Katie Luther provided those in attendance twohandouts and updated the joint board members onthe proposed rate increase for OB advertising. Ms.Luther indicated that, at current rates, the Conferencewas losing approximately 4,500 per year, and thatthe proposed increase would allow the ConferenceOFFICIAL BULLETIN, JANUARY 2008-JUNE 2008to break even. Mr. Rapp asked if there were anyconcerns about losing advertisers by doubling rates.Ms. Luther indicated that the OB staff has been moreactive in recruiting advertisers. Mr. Brisben addedthat the Conference had the support from boardmembers who are also advertisers. Ms. Luther alsostated that the new rates were still very reasonableand considerably less than other publications, suchas North Dakota Water. Mr. Gefroh asked whenprices were last raised. Mr. Brisben indicated thatrates had been the same for many years. Mr. Rapprecommended that the number of copies mailed tolarger systems be reduced or electronic copies bemade available in order to reduce costs. Ms. Luthernoted that the latest issues could be found onthe Municipal Facilities website. President Rustcommented that the OB was professionally done,and that could bring in new advertisers. Lisa Ansleycommended Ms. Luther for her fine work and felt thenew rates were a bargain. Lisa Ansley made a motionto accept the recommended rate increase. MirandaKleven seconded. President Rust called for a vote.The motion carried.Continuing with old business, Hazel Sletten andMs. Kleven provided additional information on theGrand Forks proposal to host the annual conferencein 2012 or 2013. Further discussion followed with Mr.Brisben indicating that proposals had been receivedfrom the Days Inn of Dickinson and the InternationalInn of Minot. Mr. Brisben expressed concern withconvention center size for the Dickinson proposal.Mr. Rapp indicated a proposed 25,000-square-footconvention center is expected to be added to the DaysInn. The proposal of Dickinson as a host city could berevisited once the facility is complete. President Rustshared his concern that travel to Dickinson or GrandForks might be a factor in conference attendance. Ms.Ansley asked when a decision was needed. LarryThelen indicated that if the joint boards wished tokeep the October “window” open, a decision shouldbe made during the meeting. Mr. Thelen furtherdiscussed the conference history, and he noted that thesecond and third weeks of October are better for thoseinvolved with planning. Chuck Abel recommendedthat the Minot offer be accepted and that Ms. Slettenand Ms. Kleven continue to work with the AlerusCenter and CanadInn in order to bring the annualconvention to Grand Forks in 2013. Ms. Sletten and

Ms. Kleven agreed to work with the planning of the2013 convention. Seth Lynne moved to meet in Minotin 2012. Chuck Abel seconded. There was no furtherdiscussion. The motion carried.Mr. Brisben reported on the upcoming spring waterand wastewater operator training sessions. Mr.Brisben listed the dates scheduled and thanked thedivisions of Municipal Facilities and Water Quality,North Dakota Rural Water, Ulteig Engineers, NorthernWater Works Supply and AE2S for thier presentations.President Rust called for any other old business.Hearing none, President Rust moved to new business.Mr. Brisben reported on conference attendance inFargo. A total of 346 people preregistered and 371attended. A total of 620 people attended the variousbusiness luncheons. In addition 307 attended thebreakfast buffet, 185 the evening buffet and 223 theannual banquet. President Rust commented on thestudent and young professional activities, and Mr.Lynne indicated that the social was well attended.President Rust provided the luncheon schedules forthe 2008 conference with the NDAWWA meetingWednesday, October 8, 2008; NDWEA Thursday,October 9, 2008; and NDCAPWA and NDWPCCsharing the joint meeting on Friday, October 10, 2008.President Rust also noted that NDAWWA ChairmanBrett Jochim would be welcoming those in attendanceprior to the Wednesday business meeting.Next, President Rust called on Greg Wavra toreport on the Water and Wastewater AgencyResponse Network (WARN). Mr. Wavra noted thata presentation, as well as other information, wereprovided at the Fargo Conference. Mr. Wavra statedthat the WARN committee had drafted a mutual aidpackage and had contacted the League of Cities, aswell as small and large municipalities, in order to gaintheir support. Mr. Wavra indicated the North Dakotagroup had viewed a tabletop presentation preparedby Texas and that they were collaborating with SouthDakota on a combined network capable of crossingstate lines. Mr. Wavra noted that a member fromNDAWWA had volunteered to be on a state-widecommittee and asked for volunteers from NDWEAand NDCAPWA. Mr. Wavra noted he had attendeda national forum in Denver in January 2008 andwould be meeting with the Department of EmergencyServices. OFFICIAL BULLETIN, JANUARY 2008-JUNE 2008

Ms. Slettennoted there were two student projects on pretreatmentmodification for membranes and media comparisongoing on in Grand Forks. President Rust suggesteda North Dakota video on excavation and line repairmight be of interest.Mr. Brisben noted that Keith Demke had contactedhim about a pub-style trivia event after the Wednesdaybuffet in order to keep conference attendees around.Mr. Rapp commented that a casino night had beensuccessful in the past. Ms. Ansley asked when thelocal arrangements committee would be meeting. Mr.Brisben indicated that he would like to meet sometimein April prior to the next joint board meeting. Ms.Ansley indicated that NDAWWA has some ideasfor Wednesday night activities as well. Ms. Ansleysuggested an ad hoc committee be formed to helpcoordinate conference activities.OFFICIAL BULLETIN, JANUARY 2008-JUNE 2008President Rust called for any other new business. Mr.Gefroh questioned why the NDWPCC did not includethe past-president on the Executive Committee. Ms.Ansley asked Mr. Gefroh whether the additional year’sservice would be for voting purposes or attendance atthe joint board meetings. Mr. Gefroh felt that keepingthe outgoing president on the committee would helpwith continuity, add experience and help in transition.Mr. Brisben noted a change in the by-laws would beneeded in order to add another committee member.Jack Long suggested the joint boards make sure theywant to amend the by-laws again and that the topicbe revisited in May. President Rust tabled furtherdiscussion until the joint boards have the opportunityto consider Mr. Gefroh’s recommendation.Continuing with new business, Mr. Gefroh inquiredas to the voting body for conference scheduling andlocation. Mr. Thelen noted that these discussionsregarding the annual conference were traditionallymade by consensus of the joint boards arrived atduring the winter and spring meetings. Ms. Ansleystated that the by-laws give the NDWPCC ExecutiveCommittee the authority and responsibility forscheduling the annual conference. Ms. Ansley alsonoted that input and discussion during the joint board

meetings generally results in a decision and a vote onthe next location. Mr. Brisben noted that a changeto include the Joint Boards would require anotherchange to the by-laws and require a mailing to allNDWPCC members. Mr. Rapp asked if notificationcould be by email or through the OB. Mr. Brisbennoted that such a change would also require a changeto the by-laws. Mr. Brisben further commented that,unless those attending the joint board meetings wereclearly divided, a vote by the NDWPCC ExecutiveCommittee would not be needed.WATER WORKS BRASSAND PIPELINE PRODUCTSPresident Rust entertained a motion to adjourn. LisaAnsley so moved. Karla Olson seconded. There wasno further discussion, and the motion carried.
