INTRODUCTION0BIn 2003, the International Paralympic Committee’s (IPC) Governing Boardapproved a Classification Strategy, which recommended the development of auniversal Classification Code. The overall objective of the ClassificationStrategy is to support and co-ordinate the development and implementation ofaccurate, reliable and consistent sport focused classification systems. TheClassification Strategy focuses on the development of three primary elements: The Classification Code (the Code)International Standards to supplement the Classification CodeModels of Best Practice.The IPC has accepted the Classification Strategy on the basis that it willcontribute to sporting excellence for all Athletes and sports in the ParalympicMovement, providing equitable competition, through Classification processesthat are robust, transparent and fair.The Code recognizes the pivotal role that Athletes play in classification. TheCode also acknowledges that it is the responsibility of all Athletes, AthleteSupport Personnel and Classifiers to familiarize themselves with their rightsand obligations related to Classification, while ensuring to adhere to the IPCCode of Ethics (as referred to in the IPC Handbook).IPC GOVERNANCE11BIPC and the Paralympic Movement1.121BThe IPC is the global governing body of the ParalympicMovement, and, in particular, of the Paralympic Games. Itsmembers are National Paralympic Committees (NPCs),RegionalCouncils, InternationalFederations (IFs) andInternational Organizations of Sport for the Disabled (IOSDs).IFs and IOSDs are collectively referred to as InternationalFederations in the Code (details are given in Appendix 1 of theCode).1.1.181BThe IPC supervises and co-ordinates the Paralympic Summerand Winter Games. IPC is the International Federation for anumber of sports (details are given in Appendix 1 of the Code).1.1.21.282BIPC Classification Committee2B1.2.1The IPC Classification Committee is responsible forrecommending policies, guidelines and procedures with respect83BIPC Classification Code November 2007Page 6 of 26

to the Code. IPC’s Medical & Scientific Director is responsiblefor the administration of the provisions of the Code.CLASSIFICATION22BInternational Classification in the Paralympic Movement2.123BInternational Classification (referred to in the Code as“Classification”) provides a structure for Competition.Classification is undertaken to ensure that an Athlete’simpairment is relevant to sport performance, and to ensurethat the Athlete competes equitably with other Athletes.2.1.184BClassification has two important roles:2.1.285B 2.2To determine Eligibility to CompeteTo group Athletes for Competition.The Classification Code24BThe Code details policies and procedures that should becommon to all sports and sets principles to be applied by allsports within the Paralympic Movement.2.2.186BEach IF shall have its own Classification Rules that mustcomply with the Code. The Code is intended to be specificenough to achieve harmonisation on classification issues wherestandardisation is required, yet general enough in other areasto permit flexibility on how agreed principles are implemented.2.2.287BThe Code shall apply to all sports within the ParalympicMovement and to the Paralympic Games. All Competitionsshould be conducted in a manner that complies with the Code.2.2.38BThe Code establishes a consistent policy on Classification,specifically as it relates to:2.2.489B 2.2.5Ensuring accountability and principles of fair playThe protection of the rights of all Athletes and ClassifiersThe Evaluation of AthletesThe allocation of Sport Classes and Sport Class StatusProtests and Appeals.The IPC requires that, as a condition of their membership, IFsdevelop and implement Classification Rules in accordance with90BIPC Classification Code November 2007Page 7 of 26

the Code, and that NPCs within the Paralympic Movement arealso in compliance with the Code.International Standards2.325BThe Code is supplemented by International Standards thatprovide the technical and operational requirements forclassification. The International Standards relate to:2.3.191B Adherence to the International Standards is mandatory forcompliance with the Code.2.3.292BModels of Best Practice2.426BModels of Best Practice are examples of excellence related toClassification. Compliance with the Models of Best Practice isnot mandatory, although all parties that accept the Code arestrongly encouraged to adopt all or parts of the Models ofBest Practice.2.4.193BClassification Rules2.527BClassification Rules shall include provisions relating to:2.5.194B Athlete EvaluationEligibility to CompeteSport Class and Sport Class Status AllocationProtest and Appeal.Classification Rules are incorporated in the rules of the sportwithin which Classification takes place. All participants in sportaccept these rules as a condition of participation.2.5.22.6Athlete EvaluationProtests and AppealsClassifier Training and Certification95BClassification Master List28B2.6.1To assist in the process of Classification, IFs shall maintain aClassification Master List of Athletes, which should include, atthe very minimum the Athlete’s name, country, Sport Classand Sport Class Status. The Classification Master List shouldidentify Athletes that enter international competitions.96BIPC Classification Code November 2007Page 8 of 26

2.6.2IFs shall make available their Classification Master List to theirrespective National Federations and relevant NPCs.97BCLASSIFICATION PERSONNEL33BClassifier3.129BA Classifier is a person authorized as an official by an IF toevaluate Athletes, while serving as a member of aClassification Panel. The duties and responsibilities of aClassifier are detailed in the International Standard forClassifier Training and Certification.3.1.198BClassifiers shall be trained and certified by an IF in accordancewith the International Standard for Classifier Training andCertification.3.1.29BClassification Positions3.230BAn IF shall establish the following positions:Head of Classification3.2.110BThe Head of Classification is a Classifier responsible for thedirection, administration, co-ordination and implementation ofClassification matters for the IF.Chief Classifier3.2.210BThe Chief Classifier is a Classifier responsible for the ationofClassification matters for a specific competition.3.3Classification Panel31BA Classification Panel is a group of Classifiers, appointed for aparticular competition by an IF, to determine the Sport Classand Sport Class Status. This is done in accordance with theClassification Rules of the respective IF.3.3.13.3.2102BInternational Classification Panels must include a minimum oftwo Classifiers, unless an IF requires that more than twoClassifiers constitute a Classification Panel.103BIPC Classification Code November 2007Page 9 of 26

3.3.3Code of Conduct3.432B3.4.1Each IF shall require all Classifiers to comply with the Code ofConduct included in the International Standard for ClassifierTraining and Certification.105BATHLETE EVALUATION44BAthlete Evaluation is the process by which an Athlete is assessed inaccordance with an IF’s Classification Rules.4.13BEach IF shall ensure that a process is in place whereby Athletes will beallocated a Sport Class and Sport Class Status in accordance with theInternational Standard for Athlete Evaluation. This shall be contained inthe Classification Rules of each IF.4.234BELIGIBILITY TO COMPETE55BThe criteria detailing how an Athlete may be considered Eligible toCompete shall be defined for each sport by the respective IF. Each IFshall have eligibility criteria based on the specific tasks required tocompete in each sport. As a consequence, an Athlete may meeteligibility criteria in one sport, but may not be Eligible to Compete inanother sport. Eligibility to Compete should be assessed in accordancewith the Code and the International Standard for Athlete Evaluation.5.135BTo be Eligible to Compete, an Athlete must have an impairment thatleads to a permanent and verifiable Activity Limitation.5.236BThe impairment should limit the Athlete's ability to compete equitably inelite sport with Athletes without impairment.5.337BIf an Athlete has an Activity Limitation resulting from an impairment thatis not permanent and/or does not limit the Athlete's ability to competeequitably in elite sport with Athletes without impairment, the Athleteshould be considered ineligible to compete.5.45.5During a competition members of a Classification Panel shouldnot have any other official responsibilities that are not inconnection with Classification.104B38BIf an Athlete fails to meet the eligibility criteria for a particular sport, theAthlete will be declared ineligible for competition in that particular sport.39BIPC Classification Code November 2007Page 10 of 26

5.6If an Athlete is deemed ineligible for competition under the rules of anIF, this does not question the presence of a genuine impairment. This isonly a ruling on the eligibility of the Athlete to compete under the SportRules of the IF.40BSPORT CLASS & SPORT CLASS STATUS ALLOCATION66BFollowing Athlete Evaluation, a Sport Class and Sport Class Status willbe allocated to each Athlete in accordance with the InternationalStandard for Athlete Evaluation.Sport Class6.141BA Sport Class is a category defined by each IF in whichAthletes are categorised in reference to an Activity Limitationresulting from Impairment.6.1.1106BAthletes are allocated a SportClassification Rules of each IF.6.1.2107BbasedontheIneligibility to Compete should be considered as a Sport Class.6.1.3108BSport Class Status6.242BA Sport Class Status is allocated to each Athlete to indicateevaluation requirements (see International Standard on AthleteEvaluation) and Protest opportunities (see InternationalStandard on Protests and Appeals).6.2.1109BNotification to the Athlete6.343BNotification of the Athlete’s Sport Class and Sport ClassStatus shall take place in accordance with the InternationalStandard for Athlete Evaluation.6.3.16.4Class10BImplications of a Sport Class Change4B6.4.1IFs shall state clearly the consequences and proceduresrelating to Sport Class changes on results, records, rankingsand allocated medals.1BIPC Classification Code November 2007Page 11 of 26

7COMPETING IN A DIFFERENT SPORT CLASS7BIF competition rules shall establish, if required, the process andconsequences whereby an Athlete may or may not compete in adifferent Sport Class than the Athlete’s allocated Sport Class.PROTESTS AND APPEALS88BProtest8.145BA Protest is the procedure by which a formal objection to anAthlete’s Sport Class is submitted and subsequently resolved.Protests should be conducted in accordance with theInternational Standard for Protests and Appeals.8.1.112BEach IF must include a Protest Procedure in theirClassification Rules that accounts for the lodging of both InCompetition and Out of Competition protests.8.1.213BAppeal8.246BEach IF shall include within its Classification Rules an Classification. Such Appeal procedures shall be in accordancewith the International Standard for Protests and Appeals.8.2.18.314BCommunication and disclosure of Protests and Appeals47BParties identified in Protests and Appeals shall be informed ofthe status and findings resulting from the Protest or Appealprocess, and shall be provided with a reasoned decisionconcerning the outcome of the Protest or Appeal. Therecipient parties shall not disclose this information until the IFhas resolved the Protest or Appeal.8.3.18.3.215BThe identity of Athletes whose Sport Class has beenprotested and/or appealed may not be disclosed by the IFbefore completion of the Protest or Appeal.16BIPC Classification Code November 2007Page 12 of 26

9ATHLETE FAILURE TO ATTEND EVALUATION9BIf an Athlete fails to attend evaluation, the Athlete will not be allocated aSport Class or Sport Class Status, and will not be permitted to competeat that Competition in that sport.9.148BShould the Chief Classifier be satisfied that a reasonable explanationexists for the failure to attend the evaluation an Athlete may be given asecond and final chance to attend the evaluation.9.249BFailure to attend evaluation includes:9.350B NON-CO-OPERATION DURING EVALUATION1010BAn Athlete who, in the opinion of the Classification Panel, is unable orunwilling to participate in Athlete Evaluation shall be considered Non-Cooperative during evaluation.10.151BIf the Athlete fails to co-operate during Athlete Evaluation, the Athletewill not be allocated a Sport Class or Sport Class Status, and will not bepermitted to compete at the respective Competition in the respectiveSport.10.252BShould the Chief Classifier be satisfied that a reasonable explanationexists for the failure to co-operate during the evaluation, an Athlete maybe given a second and final opportunity to attend and co-operate.10.310.4Not attending the evaluation at the specified time or uipment/clothing and/or documentationNot attending evaluation accompanied by the required AthleteSupport Personnel.53BThe IF should not permit any Athlete found to have been Non Cooperative during an evaluation to undergo any further Evaluation forthat Sport for a minimum of three months (or such greater period oftime as deemed appropriate by the IF), starting from the date uponwhich the Athlete failed to co-operate.54BIPC Classification Code November 2007Page 13 of 26

11INTENTIONAL MISREPRESENTATION OF SKILLS AND/ORABILITIES1BAn Athlete who, in the opinion of the Classification Panel, is intentionallymisrepresenting skills and/or abilities shall be considered in violation ofthe Classification Rules.11.15BIf the Athlete intentionally misrepresents skills and/or abilities, theAthlete will not be allocated a Sport Class or Sport Class Status, andwill not be permitted to compete at that Competition in that Sport.11.256BIn addition, the IF should:11.357B An Athlete who, on a second separate occasion, intentionallymisrepresents skills and/or abilities will receive a lifetime ban from theParalympic Games and will be subject to other sanctions deemedappropriate by the IF.11.458BCONSEQUENCES FOR ATHLETE SUPPORT PERSONNEL1212BIFs shall enforce sanctions on Athlete Support Personnel who assist orencourage an Athlete to fail to attend Athlete Evaluation, to fail to cooperate, intentionally misrepresent skills and/or abilities or disrupt theevaluation process in any other way.12.159BThose who are involved in advising Athletes to intentionally misrepresentskills and/or abilities should be subject to sanctions, which are at leastas severe as the sanctions enforced on the Athlete.12.212.3Not allow the Athlete to undergo any further evaluation for thatsport for a minimum of two years from the date upon which theAthlete intentionally misrepresented skills and/or abilitiesRemove any Sport Class or Sport Class Status allocated to theAthlete from its Classification Master ListDesignate the Athlete as IM (intentional misrepresentation) in itsClassification Master ListNot allow the Athlete to undergo any further evaluation for anysport within the IF for a period of two years from the date uponwhich the Athlete intentionally misrepresented skills and/orabilities.60BIn this circumstance, reporting Athlete Support Personnel to appropriateparties is an important step in deterring intentional misrepresentation byan Athlete.61BIPC Classification Code November 2007Page 14 of 26

PUBLICATION OF PENALTIES1313BIFs may disclose details of penalties imposed upon Athletes andlete Support Personnel, outlined in Articles 9 to 12 of the Code.AthCONSEQUENCES FOR TEAMS1414BIFs shall determine in their rules the consequences to teams whichinclude an Athlete who cannot be allocated a Sport Class or Sport ClassStatus for reasons of failing to attend evaluation, being non cooperative during evaluation, and intentionally misrepresenting skillsand/or abilities during evaluation.62BEDUCATION AND RESEARCH1515BEducation and Awareness15.163BIFs shall implement Classification Education and AwarenessProgrammes that should include reference to:15.1.117B Signatories to the Code shall co-ordinate their efforts indeveloping and circulating Classification information andeducation.15.1.215.2The CodeInternational StandardsCurrent Sport Classification RulesAthletes' rights and responsibilities.18BClassification Research64BClassification research shall comply with internationallyrecognized ethical standards and research practices.15.2.119BIFs should develop evidence-based Classification systemsthrough research.15.2.215.2.3120BClassification research should be multi-disciplinary,example, biomechanics, kinesiology, and physiology.12BIPC Classification Code November 2007forPage 15 of 26

15.2.4Co-ordination of Classification research through the IPC isencouraged. Copies of Classification research results shouldbe provided to the IPC.12BIFs should develop a policy or procedure concerning theapproval of Classification research within their sport(s).15.2.5123BROLES AND RESPONSIBILITIES1616BInternational Paralympic Committee (IPC)16.165BThe roles and responsibilities of the IPC include:To develop, maintain and monitor implementation of the Code,International Standards and Models of Best Practice.16.1.1124BTo develop, maintain and implement rules which conform tothe Code.16.1.2125BTo require, as a condition of membership, that all IPCMembers, including IFs and NPCs, are in compliance with theCode.16.1.3126BTo monitor compliance with the Code of IFs, NPCs and MajorCompetition Organizers.16.1.4127BTo take appropriate action to ensure compliance with theCode and International Standards by the Signatories, including:16.1.5128B 16.2To promote, conduct, commission, seek funding andcoordinate Classification education and researchTo adopt and implement Classification Rules for theParalympic Games which conform to the CodeTo withhold some or all funding of IFs and NPCsTo suspend membership and rights to participate in theParalympic Games of organizations that are not incompliance with the Code.International Federations (IFs)6BThe roles and responsibilities of IFs include:16.2.1To develop, implement and regularly review ClassificationRules, including Eligibility Criteria, in compliance with the Code.129BIPC Classification Code November 2007Page 16 of 26

16.2.2To develop and implement a policy for its members to complywith the Code and establish procedures to address noncompliance with the Code.130BTo promote Classification education and research.16.2.313BTo recommend that Classification Rules in NationalFederations should be in compliance with the applicableprovisions of the Code.16.2.4132BNational Paralympic Committees (NPCs)16.367BThe roles and responsibilities of the NPCs include:To ensure that their Classification Rules conform with theCode.16.3.113BTo develop and implement a policy for its members to complywith the Code and establish procedures to address noncompliance with the Code.16.3.2134BTo promote the development of a national ClassificationStrategy, including education.16.3.3135BTo recommend to National Federations that individual NationalFederation Classification Rules should be in compliance withthe Code.16.3.4136BMajor Competition Organizers16.468BThe Roles and Responsibilities of Major Competition Organizers include:To implement Classification procedureswhich conform with the Code.16.4.1137BCompetitionsTo take appropriate action to achieve compliance with theCode.16.4.2138BACCEPTANCE, IMPLEMENTATION, COMPLIANCE ANDMODIFICATIONS1717.1for17BAcceptance of the Code and International Standards69B17.1.1It is intended that the following entities, each of which shall bedesignated as “Signatory”, shall accept the Code by signing a139BIPC Classification Code November 2007Page 17 of 26

declaration of acceptance upon approval by each of theirrespective governing bodies: IPC, IFs and the NPCs.Major Competition Organizers and other sport organizationsthat may not be under the control of a Signatory may, uponthe IPC’s invitation, also accept the Code.17.1.2140BA list of all acceptances shall be made public by the IPC.17.1.314BImplementation of the Code17.270BEach Signatory shall implement applicable Code provisionsthrough policies, statutes, rules or regulations.17.2.1142BIn implementing the Code, each Signatory is encouraged to usethe Models of Best Practice recommended by the IPC.17.2.2143BAcceptance and Implementation Deadlines17.371BEach Signatory shall accept the Code, by signing a declarationof acceptance, on or before the first day of the Beijing 2008Paralympic Games.17.3.114BEach Signatory shall implement the Code on or before the firstday of the Vancouver 2010 Paralympic Winter Games.17.3.2145BMonitoring Compliance with the Code17.472BTo facilitate monitoring, each Signatory shall report on itscompliance with the Code every two years and shall explainreasons for any non-compliance. These reports may be madeavailable to the public.17.4.117.5146BConsequences of Non-compliance with the Code73BExplanations for non-compliance with the Code may beconsidered, and, in extraordinary situations, a temporaryextension may be granted.17.5.117.5.2147BThe non-compliant Signatory must submit an action plan withclearly outlined timelines and measurable goals for compliancesubject to approval by the IPC Governing Board. Noncompliance with the Code shall result in sanctions that mayinclude:148BIPC Classification Code November 2007Page 18 of 26

The imposition of sanctions may be appealed to the Court ofArbitration for Sport (CAS).17.5.3149BModifications to the Code17.674BThe IPC Governing Board shall be responsible for overseeingthe evolution and development of the Code. Athletes andSignatories shall be invited to participate in this process.17.6.1150BThe Code and International Standards may be reviewed on aregular basis including following the Paralympic Games andParalympic Winter Games.17.6.215BThe IPC Governing Board shall initiate proposed amendmentsto the Code and shall ensure a consultative process to bothreceive and respond to recommendations and to facilitatereview and feedback from Athletes, Signatories and otherparties invited on recommended amendments.17.6.3152BAmendments to the Code shall, after appropriate consultation,be approved by a two-thirds majority of the IPC GeneralAssembly.17.6.4153BThe IPC shall implement any applicable amendment to theCode within one year of approval by the IPC GeneralAssembly.17.6.5154BWithdrawal of Acceptance of the Code17.775B17.7.1Any Signatory may withdraw acceptance of the Code afterproviding the IPC six months written notice of their intent towithdraw.15BINTERPRETATION OF THE CODE1818BThe official text of the Code shall be maintained by the IPC and shall bepublished in English.18.118.2Exclusion from the Paralympic Games and any other IPCSanctioned EventsSuspension of IPC Membership.76BThe Code shall be interpreted as an independent and autonomous textand not by reference to the existing law or statutes of the IPC.7BIPC Classification Code November 2007Page 19 of 26
