Regional collection planning & ‘’new-style’’ EEPs EAZA breeding programmes have changed in theirdesign. All TAG groups will now meet (or have already met)to discuss the future of programmes. The process begins with a work-shop to evaluatethe species in the remit.

EAZA Waterfowl and PelecaniformesTAGRegional Collection PlanWorkshopPaignton Zoo, 6-7 March 2019

Workshop participants28/01/2010EAZA Executive Office

New Paradigm: One size does not fit all Approved April 2017 Reflects‒ the current breadth of populationmanagement activities‒ the needs of EAZA members‒ changes and opportunities withinthe conservation world at largeNew PopulationManagement Structure

defined roles for EAZA Ex situThree main pillars ClearlyProgrammesRegional Collection PlanDefines forwhich taxa Eaza Ex situ ProgrammeLong-TermManagement Plan‒ One Plan Approach‒ IUCN ex situ Guidelines 5-Stepdecision process One name for each taxon that needsproactive management to reach itsspecified roles (all other taxamonitored by TAG) Flexibility to create more tailor-madeEEPs where required (participants, governance and general biologicalcharacteristics) Where relevant in and ex situ experts Genetic and demographic goals Action plan for next 5 years to reach allroles and goals

Transition phase: JAN 2018 – DEC2022PrioritiesDevelopment of RCPs with 5 step process for all TAGsTransformation of present (”old style”) EEPs, ESBs and Mon-P into”new style” EEPs (and monitoring the rest) Number of Long Term Management Plans duringthe transition phase will depend on additionalstaff capacity made available Approval of new ESBs and EEPs (“old style”) willbe discontinued as per 1 January 2018 Current programme rules apply until aprogramme has transitioned from “old style” to“new style”

Focus of this workshopRegional Collection PlanDefines forwhich taxa Eaza Ex situ Programmeapplication Clearly defined roles for EAZA Ex situProgrammes‒ One Plan Approach‒ IUCN ex situ Guidelines 5-Stepdecision process Flexibility to create more tailor-madeEEPs where required (participants, governance and general biologicalcharacteristics)Regional scope of this RCP: EAZA region

Taxonomic scope TAG (HBW) Anseriformes- Anatidae - ducks, geese, swans- Anseranatidae – magpie goose- Anhimidae - screamers Pelecaniformes (only Pelecanidae - pelicans) Suliformes- Sulidae - gannets, boobies- Fregatidae - frigatebirds- Phalacrocoracidae - cormorants- Anhingidae - darters Podicipediformes (Podicipedidae - grebes) Gaviiformes (Gaviidae – loons/divers) Phaethontiformes (Phaethontidae – tropicbirds) Procellariformes (Oceanitidae, Hydrobatidae, Diomedeidae,Procellariidae – Albatrosses, Petrels etc.)

Species selection In support of the Waterfowl and Pelecaniformes TAG ‘vision’ :Focus on conservation depending speciesPrioritise species in AsiaReflect importance of conservation education Transform current EEPs/ESBs to the new style Realistic about available resources (staff, time, space – linked topinioning) AZA Waterfowl/Pelecaniformes TAG RCP priorities Guidance IUCN SG recommendations (7 SGs)a.o. feedback from Threatened Waterfowl SG and Pelican SG.

‘Future prospects of commonly keptpinioned bird species in EAZAcollections’ (Dekker, 2016).The report made clear that waterfowl collections areclearly impacted by the institutional ambitions to worktowards the EAZA Standards (EAZA, 2014) and moveaway from pinioning versus the growing legislativelimitations towards pinioning. For that reason clearguidance from the TAG was needed regarding priorityspecies.

Species selectionAnseriformes: Existing EEP/ESB programmes(individual assessments) Endangered (incl. NT) with ex-situ population(individual assessments) Endangered without ex-situ population(take guidance/input from TWSG) Not Endangered with ex-situ population(review all, few individual assessments) Not Endangered without ex-situ population(no review - Mon-T DNO)

Species selectionPelicans/cormorants selection as Anseriformes, take guidance/input from resp. IUCNSpecialist GroupSulidae (gannets, boobies) only review the species in captivity (Northern gannet),remaining species not in captivity, 2 species VU/EN, no IUCNSG.Prodicipedidae (grebes) only review the species in captivity ( 10 ind.)(Little grebe):23 species, remaining species not in captivity, 3 extinct, 2 CR, 2EN, 1 VU, no IUCN SG.

One Plan Approachfor speciesconservation1. In situ and ex situ specialiststogether decide what isrequired to save a species Checked existing action plans for exsitu recommendations Approached relevant SGs, forguidance/input (ThreatenedWaterfowl SG, Pelican SG andCormorant SG)

One Plan Approach – key elements1. In situ and ex situ specialiststogether decide what isrequired to save a species2. They take into account Status of in situ and ex situpopulations Potential roles for ex situmanagement in theconservation of the species5 STEPSRCP process to define potential Direct conservation roles Indirect conservation roles Non-conservation rolesof taxa under consideration

RCP workflow based on Ex situ guidelines5 STEPS:1. Gather information on in situ status andthreats and ex situ status2. Determine the potential role of ex situmanagement3. Determine the characteristics of the programneeded to deliver the role(s)4. Assess benefit, feasibility and risk5. Decisions/recommendations:a) Benefits vs. challenges and riskb) EEP or a form of MON-T

The program, which was designed to push sales of Goodyear Aquatred tires, was targeted at sales associates and managers at 900 company-owned stores and service centers, which were divided into two equal groups of nearly identical performance. For every 12 tires they sold, one group received cash rewards and the other received
