Getthe schedule for webinars to help youlearn about your options.The SEBB virtual benefits fair isopen 24/7 at hca.wa.gov/vbf-sebb.October 31Kaiser Permanente Northwest (KPNW) will: Increase the maximum out-of-pocket amounts for the NW 1, 2, and 3plans as follows: NW 1 plan to 4,500 for a single subscriber and 9,000 for all othersubscribers. NW 2 plan to 4,000 for a single subscriber and 8,000 for all othersubscribers. NW 3 plan to 2,500 for a single subscriber and 5,000 for all othersubscribers. Transfer certain accumulators, such as deductibles and out-of-pocketlimits, for the existing plan year when subscribers and their enrolleddependents change between the SEBB Program and the PublicEmployees Benefits Board Program during a special open enrollmentand stay with KPNW. This does not apply to the consumer-directedhealth plan. Introduce Advanced Care at Home, which will offer members achance to recover at home rather than in a hospital when clinicallyappropriate.Kaiser Permanente Washington (KPWA) and KaiserPermanente Washington Options (KPWA Options) will: Transfer certain accumulators, such as deductibles and out-of-pocketlimits, for the existing plan year when subscribers and their enrolleddependents change between the SEBB Program and the PublicEmployees Benefits Board (PEBB) Program during a special openenrollment and stay with KPWA. Accumulator transfers apply to KPWAonly. KPWA Options is not available to the PEBB Program. Replace the KPWA Options Access Preferred Provider Organization(PPO) plans with the new Summit PPO plans. Island, Lewis, Mason,Skagit, and Whatcom counties will not be included in the Summit PPOplans’ service area. Subsequentrefills must be filled via mail order or at a KaiserPermanente retail pharmacy. Introduce Advanced Care at Home, which will offermembers a chance to recover at home rather thanin a hospital when clinically appropriate.Premera Blue Cross will: No longer offer the Peak Care Exclusive ProviderOrganization (EPO) as a plan option. Introduce the Premera Health MaintenanceOrganization (HMO) plan as a new plan option for2023. (See Some plans are changing on page 5.) Increase pharmacy cost-shares in the preferredprovider organization (PPO) plans: High PPO: generic, preferred, nonpreferred, andspecialty pharmacy cost-shares. Standard PPO: generic pharmacy copay. Allother cost-shares will stay the same. Increase office visit copays for the High PPO andStandard PPO plans to 25 per nonspecialist officevisit and 50 per specialist office visit. Increase the visit limits for acupuncture,chiropractic, and massage to 24 visits each peryear with a 25 copay per visit. Members will nolonger need to meet their deductible prior tocoverage for these services.Uniform Medical Plan (UMP) will: Transfer certain accumulators, such as deductiblesand out-of-pocket limits, for the existing plan yearwhen subscribers and their enrolled dependentschange between the SEBB Program and the PublicEmployees Benefits Board Program during aspecial open enrollment and stay with UMP. Increase the deductible for the UMP HighDeductible plan to 1,500 for single subscribersand 3,000 for all other subscribers. This deductibleincrease is required to maintain compliance withIRS rules, so that a subscriber can make eligiblehealth savings account (HSA) contributions in 2023. Provide coverage before meeting the deductible fora specific list of high-value drugs for the UMP HighDeductible plan.2 No longer apply out-of-network amounts paid fordialysis services toward the medical out-of-pocketlimit. Like other benefits, the plan will pay fordialysis services based on the allowed amount andnetwork status of the provider. Provide myStrength, a self-paced, onlinebehavioral health program, in addition to existingbehavioral health options. Add Costco as a network mail-order pharmacyoption in addition to the current option, PostalPrescription Services.DeltaCare will: Increase pediatric coverage to 100 percent forchildren through age 19, less applicable copays. Remove optional treatment fees for electivematerials, such as composite fillings for rear teeth.Rule changesAll changes to SEBB rules will be available on the HCAwebsite at hca.wa.gov/sebb-rules and take effectJanuary 1, 2023. Here are some changes that mightaffect you: If you are called to active duty in the uniformedservices and you lose eligibility for the employercontribution toward SEBB benefits, you regaineligibility for the employer contribution towardSEBB benefits the day you return from active duty.Your employer-paid SEBB benefits will begin thefirst day of the month in which you return fromactive duty. If you are on a leave of absence and maintaineligibility for the employer contribution, you willhave your employee-paid long-term disability (LTD)insurance premiums waived for the first 90 days. When an employee’s dependent has a changein their own employment status that affects thedependent’s or another dependent’s (such asa dependent child) eligibility for the employercontribution toward the dependent’s employerbased group health plan, it creates a special openenrollment.Other changes The IRS raised the health savings account (HSA)annual maximum contribution to 3,850 for singlesubscribers and 7,750 for families. Members age55 and above may continue to contribute 1,000more in addition to these amounts. The annual maximum contribution for Medical andLimited Purpose Flexible Spending Arrangements(FSAs) increased to 2,850.

How to make changes during open enrollmentYou can make the changes listedbelow during the SEBB Program’sannual open enrollment, October31 through November 21. Changesare effective January 1, 2023.If you do not want to changehealth plans and they are still available in your county for next year, youdo not have to take action to remainenrolled in the same plan (see Someplans are changing, below).Changes made in SEBB MyAccount must be completedbefore midnight on November 21.Visit myaccount.hca.wa.gov.If you haven’t used SEBB MyAccount recently (or are setting upa new account), you’ll notice theenhanced security features. You’llbe prompted to complete the stepsto set up multifactor authenticationthe first time you log in.If you can’t use SEBB MyAccount, contact your payrollor benefits office to request theSchool Employee Change form,starting October 31. Your payrollor benefits office must receiveyour forms and other requireddocuments by November 21.Change your medical,dental, or vision planLog in to SEBB My Account or submitthe School Employee Change form.Add a dependentLog in to SEBB My Account orsubmit the School Employee Changeform. We know that thereare still more surgeries ahead andlots of testing to keep him healthy,but we celebrate that for now heis cancer-free and on the road torecovery!“Having good medical coverageisn’t just a need, it is peace of mind,financial security and being able toget the care you need even beforeyou know you need it!”Don’t confuse these dental plans toothThe SEBB Program offers two dental plans that are easily confused. Sometimes members intend to enroll in oneplan but accidentally enroll in the other. During open enrollment, be careful to choose the one you want.DeltaCare (Group 09601) is a managed-care planwith a narrow network. You must choose aprimary care dentist within their network or you willbe assigned a primary care dentist. Your primarycare dentist must give you a referral to see aspecialist. This plan will not pay claims if you see aprovider outside of their network.Uniform Dental Plan (UDP)(Group 09600) is apreferred-provider plan. You may choose andchange any dental provider at any time, but youwill usually have lower out-of-pocket costs if you seein-network providers.Compare your dental plan options on HCA’s website at hca.wa.gov/sebb-employee-dental. Before you enrollin a dental plan, check with the plan (DeltaCare or UDP, not the provider) to see if your provider is in the plan’snetwork and confirm the group number. You can call the dental plan’s customer service or use the plan’s onlinedirectory.7

Your FSA funds may carry over to 2023If you are enrolled in a MedicalFlexible Spending Arrangement(FSA) or a Limited Purpose FSA for2022, unused funds up to 570 maycarry over to 2023. If you don’t enrollin an FSA for 2023, any amount over 570 or under 120 will be forfeitedto the Health Care Authority afterDecember 31, 2022.To carry over your unused fundsup to 570, you must either enroll inthe Medical FSA or Limited PurposeFSA for 2023 or have at least 120 leftin your 2022 balance.FSA and DCAP remindersYou must enroll in the MedicalFSA, Limited Purpose FSA, orD e p e n d e n t C a re A s s i sta n ceProgram (DCAP) for each yearyou want to participate. Enroll inthese benefits during annual openenrollment, October 31 throughNovember 21, on Navia’s website atsebb.naviabenefits.com.For the Medical FSA and LimitedPurpose FSA, you choose how muchto contribute each year — between 120 and 2,850 for 2023.Please note that you cannotenroll in both a Medical FSA andUniform Medical Plan (UMP) HighDeductible with a health savingsaccount (HSA) in the same year, butyou can enroll in a Limited PurposeFSA and in UMP High Deductible.You cannot enroll in both theMedical FSA and the LimitedPurpose FSA in the same year. TheLimited Purpose FSA is for eligibledental and vision expenses only.Deadlines for claimsMedical/Limited Purpose FSAexpenses must be incurredby December 31, 2022. Youmust submit all claims toNavia Benefit Solutionsfor reimbursement byMarch 31, 2023.DCAP enrollees have untilDecember 31, 2022 to incurexpenses and submit claimsagainst their 2021 or 2022 DCAPfunds. Thisyear open enrollment starts October 31 and continuesthrough November 21. Open enrollment provides anopportunity for you to change your medical, dental,and vision plans, and to add or remove dependents (seeHow to make changes during open enrollment on page5). Those changes are effective on January 1 of thefollowing year.8During a special open enrollmentA special open enrollment happens when you have alife event, such as getting married or having a baby.Depending on the event, certain changes are allowedoutside of open enrollment. The Internal RevenueService has rules about what events qualify andwhat changes you can make. To find out more, visithca.wa.gov/sebb-employee and select Change mycoverage.

Your medical plan can help you kick tobacco ban-smokingYou’ve heard all the reasons tobacco is bad for you, but we know quitting is difficult. Your medical plan can help youlive tobacco free and save 25 a month by not having to pay the tobacco use premium surcharge.You and your enrolled dependents 18 and older can sign up for a tobacco cessation program through your medicalplan. You may request a copy of thisnotice at any time by calling the SEBB Program at1-800-200-1004 (TRS: 711).If you or a family member is (or will soon be) enrolledin Medicare, you may hear about your opportunity toenroll in Medicare Part D for prescription drug coverage.All SEBB medical plans provide creditable prescription drug coverage, so you do not have to enroll inMedicare Part D. The prescription drug coverage offeredby these SEBB medical plans is expected to pay out, onaverage, as much as Medicare Part D coverage.When you enroll in Medicare, you can keep your SEBBmedical plan and not pay a penalty if you enroll in yourPart D plan later.If you enroll in a Medicare Part D plan, your SEBBmedical plan may not coordinate prescription drugbenefits with your Part D plan.If you lose or terminate your currentSEBB medical planTo avoid paying a Medicare Part D plan late-enrollmentpenalty, you should enroll in a Medicare Part D planwithin 63 days after your SEBB medical plan ends.
