CARM Client Portal Functionality at Release 1The CARM Client Portal will serve as the primary hub for accounting and revenue management with the CBSA. How to Acquire a GCKeyA GCkey or Sign-in partner is required for every individual to create their user account in the CARM Client Portal1What is a GCKey? A GCKey is a unique credential thatprotects your communications withonline government programs andservices. All information will be kept privatefollowing the Government of Canadaprivacy standards.CARMCBSA Assessment andRevenue Management2What is my GCKey Used for? Allows you to access the CARM Clientportal and other governmentalprograms and services. One GCKey can be used to accessmultiple online Government programsand services.3How do I acquire my GCKey? Navigate to the CARM Client Portallanding page (once available) and followthe instructions on screen to completeyour GCKey registration. You can use the same GCKey withdifferent computers.10

How to Setup a Sign-In PartnerA GCkey or Sign-in partner is required for every individual to create their user account in the CARM Client Portal1What is Sign-In Partner? Sign-In Partners are financial institutionsand banks that have partnered withSecureKey Technologies to enable theircustomers to use their onlinecredentials. Click the following link to access the Listof Sign-In Partners.CARMCBSA Assessment andRevenue Management2What is my Sign-In Partner usedfor? Allows you to access the CARM ClientPortal and other governmentalprograms and services.3How to set up the Sign-In Partner? Navigate to the CARM Client Portallanding page (once available) Log in using your online bankinginformation (e.g. username, password)if you have an account with one of theparticipating Sign-In Partners Note: To log in using a Sign-In Partnerthat is a financial institution or bank,you must be registered for onlinebanking access. Contact your institutionfor assistance.11

Creating your user portal account and linking it to your business accountThe following steps outline how to register your business, create your individual user account, and how to link your useraccount to your business account, in order to begin transacting business with the CBSA through the CARM Client Portal.123Obtain your Business Numberand RM accountCreate your individual useraccount in the portalAnswer affinity questions tovalidate your business accountObtain a Business Number (BN) and programaccount identifier (RM number) through theCanada Revenue Agency (CRA)Using GCKey or Sign In Partner, create your useraccount in the CARM Client PortalYou will need to provide your BN and RM accountinformation and answer the following questions: Legal entity name of the business and full addressinformation Two of the following three transactional questions*: Recent transaction number and associated duties &taxes, last transaction payment amount, or lastStatement of Account balance If you currently have multiple RMs, simply select one ofyour accounts to validate in the portal Upon validating your business account, a new brokerRM will be assigned to youIf you already have a Business Number and RMaccount, you do not need to complete this stepAny individual wishing to conduct business onbehalf of a client must create a user portal accountin the CARM Client PortalIf you have beendesignated as theBusiness AccountManager, you mustcomplete this stepCARMCBSA Assessment andRevenue Management*If you are a new business without transaction history, simplyinput all of the information available to you.12

Delegating access to your portal account Provides details on the delegation of authority process in the CARM Client Portal. The delegation of authority process is managed by the following user roles: Business AccountManager, Program Account Manager, Third-Party Business Account Manager, and Third-PartyProgram Account Manager.CARMCBSA Assessment andRevenue Management13

Delegating access to your portal accountThere are a variety of different user roles and visibility rules that can be set by the Business Account Manager.User RoleDescriptionBusiness AccountManagerFull management access at the business and program accountlevels, with the ability to accept new employees to thebusiness and request third party relationships with clients.This role should be given to an active operational user, andnot necessarily the owner of the company. The first user thatregisters a business inherits the Business Account Manageruser role by default. It is highly recommended that businessesassign at least two Business Account ManagersProgram AccountManagerAbility to modify program registration information, grantaccess to employees of their program and create, edit andview all program transaction information.EditorAbility to create, edit and view all transaction information fora program.ReaderAbility to see all transaction information for a program but isunable to create or edit information.UnassociatedusersHas created their personal profile on the CARM Client Portal,but has not yet been accepted as an employee of theirbusiness.CARMCBSA Assessment andRevenue ManagementUser Role as aThird-PartyDescriptionThird-PartyBusiness AccountManagerAbility to manage which of your employees can access aclient’s account and has the ability to request additionalbusiness relationships with other clients. If the client sets therelationship at the business level (full access to all programaccounts), you assume the highest possible role for this typeof relationship, and act as Third-Party Business AccountManager for this client.Third-PartyProgram AccountManagerWith delegated access to a client’s program by the Third-PartyBusiness Account Manager, you have the ability to grantaccess to employees who will work with you on your client’sprogram account.Your importer clients can set the transaction visibility to allowyou to access transactions that are: Submitted by your business only Submitted by the client Submitted by another third-party service providerbusiness14

Delegating access to your portal accountDelegation of authority ensures that your employees and third-party service providers have the appropriate access to yourCARM Client Portal account.How do I use this functionality?Managing your own business account:1. As the Business Account Manager, once your user account is linked to your business account, employees of your business will be able torequest access your business portal account2. Each employee, upon creating their individual user account, will request access to your business portal account3. The Business Account Manager manages access requests from employees, and assigns the type of access they requireManaging your client’s business account:3. Upon receiving acceptance for your access request to your client’s business account, as the Third-Party Business Account Manager, youmay now operate your client’s accountKEY NOTES4.
