1. IntroductionStanding on the western bank of India's holiest river Ganges, Varanasi today is the oldestsurviving city of the world and the cultural capital of India. It is in the heart of this city that therestands in its fullest majesty the Kashi Vishwanath Temple in which is enshrined the Jyotirlingaof Shiva, Vishweshwara or Vishwanath. Here gravitate the teeming millions of India to seekbenediction and spiritual peace by the darshan of this Jyotirlinga which confers liberation fromthe bondages of Maya and the inexorable entanglements of the world. A simple glimpse of theJyotirlinga is a soul-cleansing experience that transforms life and puts it on the path ofknowledge and bhakti. Vishweshwara Jyotirlinga has a very special and unique significancein the spiritual history of India. Tradition has it that the merits earned by the darshan of otherjyotirlinga scattered in various parts of India accrue to devotee by a single visit to KashiVishwanath Temple.Deeply and intimately implanted in the Hindu mind, the Kashi Vishwanath Temple has been aliving embodiment of our timeless cultural traditions and highest spiritual values. The Templehas been visited by all great saints- Adi Shankaracharya, Ramakrishna Paramhansa, SwamiVivekanand, Goswami Tulsidas, Maharshi Dayanand Saraswathi, Gurunanak and severalother spiritual personalities. The Kashi Vishwanath Temple attracts visitors not only from Indiabut abroad as well and thereby symbolises man's desire to live in peace and harmony withone another. Vishwanath being a supreme repository of this spiritual truth thus strengthensthe bonds of universal brotherhood and fellow feeling at the national as well as global levels.Shri Kashi Vishwanath Special Area is the area under the jurisdiction of Shri Kashi Vishwanathtemple trust (SKVT), to create and maintain cultural, spiritual, mythological and architecturalaesthetics for the promotion of tourism in accordance with his rich cultural heritage.Currently SKVT offering a few prepaid online services through a single booking system to helpthe devotees across the world. A few services being offered online are:A.Sugam Darshan:This is a special process for quick queue-less, hassle-free darshan experience. It has beendesigned for devotees with time constraint, divyangs or any such disability who cannot affordto wait in queue. In this process a Shastri accompanies the devotee for darshan directlywithout queue and special Prasad is provided to the devotee.B.Daily Aartis:The Aarti is done at the end of the Pooja. Aarti is considered as the way to complete the pujasuccessfully as it is believed to forge the mistakes if any, remained during the Pooja. The aartiat Shri Kashi Vishwanath temple is performed in a very extravagant manner and is a delightto join. Not only it offers you peace and pleasure at the moment, but aids in seeking theblessings of the Lord. The Mangala Aarti is performed at 3 to 4 A.M, Mid-Day Bhog Aarti isperformed from 11:30 to 12 AM, from 7 to 8:30 PM Sapta Rishi Aarti is done and the ShayanAarti starts at 10:30 PM.C.Rudrabhishek:Rudra is a famous name of Lord Shiva. The essence of this puja is the holy chant of SriRudram from the Yajur Veda and giving a holy bath to Shivling with many materials includingPanchamrit or fruit salad soaked in honey This is one of the most powerful forms of worshipsin Hinduism and is believed to bless the devotees with prosperity and peace and remove thesins of many births.D.Mahadev PoojaE.Cruise TourPage 4 of 24

2. Goals and ObjectivesShri Kashi Vishwanath Temple Trust (SKVT) wants the Bidder directly or with his Consortiumto: Cover the five (5) Garbhagriha Aartis live over the top (OTT Platform) via use of high-qualitycamera hardware and advanced cloud software as a solution. Developing a technology solution to facilitate Rudrabhishekam via use of two (2) - way videocommunication enabled hardware and application software. Collaborate and enhance existing IT and logistic platform for value added services e.g.delivery of ashes from sites in India and abroad to the Kashi Vishwanath temple (AsthiVisarjan) to be subsumed in the Ganges after performing all the rituals. If need be, provide awarehouse for storage of the ashes as per Hindu rituals. Provide the supply chain support for Value added services e.g. to bring the ashes (after beingpacked) to the Temple Trust warehouse from where the ashes will be taken for their last ritesas per the traditions and will be recorded live. Live recording need to be shared with thestakeholders. Bidder need to promote the SKVT services in listed geographies/region. Following regionsare in scope1. Asia2. Africa3. North America4. South America5. Europe6. Australia and New Zealand This bid document is based on the retainership fees and revenue sharing model based ongeographies identified. The retainership fees for each region will be 5 lacs yearly whichneed to be paid to trust on quarterly basis. Bidder need to provide IT infrastructure and hardware set up assistance to SKVT forenabling these services from temple premises. Infrastructure need to be scalable andBrand and Technology neutral.3. B. Tender FeesThe Tender Document can be obtained from Shri Kashi Vishwanath Temple TrustOffice by paying 5000.00 INR orThrough Banker’s Cheque / Demand Draft Should be in Indian Rupees 5,000.00(Five Thousand only) and from any Scheduled Bank in favour of Shri KashiVishwanath Mandir Trust (Payable at Varanasi)C. Earnest Money Deposit (EMD)EMD: Bidder will submit the EMD along with Technical BID, to Shri KashiVishwanath Mandir Trust.I.The Bidder shall furnish an Earnest Money Deposit (EMD) amounting toRupees 1, 00,000 (Rupees One Lakh Only) along with the technical bid.II.The EMD shall be in Indian Rupees and shall be in the form of BankersCheque or Demand Draft from any of the Scheduled Bank in favor of "ShriKashi Vishwanath Mandir Trust” payable at Varanasi.The earnest money of unsuccessful Bidders / Consortium of Bidders shall berefunded on request by the Bidder after final award of the Work OrderD. General Conditionsi.The Bidder can bid individually or with partners by forming a pre bid consortium. Thedetails i.e. names of the companies who are a part of the consortium will need to besubmitted along with the bid. Formation/Modification of the consortium post biddingmay lead to the cancellation of the bid if not duly approved by SKVT.ii.In case the bid is made by a Consortium, the nominated lead bidder will need to bestated as a one-point contact for any clarification/execution. The lead bidder will coordinate with SKVT for all matters related to the bid and his partners.Page 6 of 24

iii.Each partner in the consortium should have a clear and defined role in the activity thatit would perform for a seamless activity.iv.The lead partner should have the requisite experience as stated in this RFP and theother partners should be sufficiently qualified as per the criterion stated in this RFP.v.All contents of the Proposal should be clearly numbered, indexed and arranged in asequence and shall be bound firmly.vi.The Proposal shall contain no interlineations or overwriting, except as necessary tocorrect errors made by the official of SKVT himself or herself. The person who signsthe proposal must put initial against such corrections.vii.The proposals shall be signed and submitted by the Authorized Signatory of theBidder/Consortium.viii.The Bidder/Consortium shall bear all costs associated with the preparation andsubmission of their proposals. SKVT is not bound to accept any or all proposals andreserves the right to annul the selection process at any time prior to award of contract,without any liability to SKVT.ix.The Proposal to be submitted by the Bidder/Consortium should be firm and valid for aperiod of 60 (sixty) days from the last date of submission of the proposal.x.Bidder/Consortium may seek clarifications, any request for clarification must be sent inwriting, fax or e-mail to SKVT prior to the last date.xi.Physical papers are to reach SKVT office as per the date and time mentioned in thisdocument. It is the responsibility of the Bidder/Consortium to submit the bid before thelast date and time at the address as mentioned in the document above, and SKVT shallnot be responsible for any delay due to post/courier/any other reasons.xii.At any time before the submission of Proposals, SKVT may amend this document byissuing an addendum, which shall be binding on the Bidder/Consortium.xiii.SKVT will select the Bidder/Consortium who has scored the highest as per theevaluation criteriaxiv.Misrepresentation/ improper response by the Bidder/Consortium may lead to thedisqualification of the Bidder/Consortium. If such disqualification/ rejection occurs afterthe Proposals have been opened and the highest-ranking Bidder/Consortium getsdisqualified/ rejected, then SKVT reserves the right to consider the next bestBidder/Consortium, or take any other measure as may be deemed fit in the solediscretion of SKVT, including annulment of the Selection Process.xv.The selected Bidder/Consortium may be invited for negotiations, if felt necessary bySKVT. If such negotiations do not result in a conclusion, SKVT shall have the right toinvite the next Bidder/Consortium (second highest scorer) for negotiations andfinalization.xvi.SKVT, in its sole discretion and without incurring any obligation or liability, reserves theright, at any time, to:a. Suspend and/or cancel the Selection Process and/or amend and/or supplement theSelection Process or modify the dates or other terms and conditions relatingthereto;b. Consult with any Bidder/Consortium in order to receive clarification or furtherinformation;c. Retain any information and/or evidence submitted to SKVT by, on behalf of and/orin relation to any Bidder/Consortium; and/orPage 7 of 24

d. Independently verify, disqualify, reject and/or accept any and all submissions orother information and/or evidence submitted by or on behalf of anyBidder/Consortium.xvii.The Bidder/Consortium shall bear all its costs associated with or relating to thepreparation and submission of its Bid including but not limited to preparation, copying,postage, delivery fees, expenses associated with any demonstrations or presentationswhich may be required by SKVT or any other costs incurred in connection with orrelating to its Bid. All such costs and expenses will remain with the Bidder/Consortiumand SKVT shall not be liable in any manner whatsoever for the same or for any othercosts or other expenses incurred by the Bidder/Consortium in preparation orsubmission of the Bid, regardless of the conduct or outcome of the Bidding Process.E. RFP Document Submissioni.The Proposal shall be prepared in indelible ink. It shall contain no inter-lineation oroverwriting, except as necessary to correct errors made by the firm itself. The personor personnel who sign the Proposal must initial any such corrections.ii.The proposal should have a detailed explanation of strategy and implementationiii.The Authorized Representative of the Bidder/Consortium should initial all pages of theproposal.iv.Following documents have to be submitteda. The Bidder or at least one constituent of the Consortium should be in operationsince past 5 years or more. Please submit the certificate of incorporationb. Technical and Financial details of the Bidder the lead constituent of theConsortiumc. Detailed list for team composition and their CV’sv.The Proposal shall bear the Name of the Assignment, submission address, etc. TheProposals must reach SKVT on or before the last date of submission mentioned in thenotice inviting tender.vi.SKVT may, in its sole discretion, reject any Proposal that is not responsive to thesubmissions mentioned above.vii.Financial Proposal The quote should be unconditional and single. The fee quoted should be exclusive of Service Tax/GST.viii.The proposal should be indicated in the Indian Rupees. Proposal in any other currencywould not be accepted and is liable to be rejectedF. Proposal EvaluationMethodology1. Each proposal received will be evaluated and a determination will be made if itmeets the minimum requirements. Failure to meet these requirements will bea cause for elimination the proposal from further consideration.2. SKVT reserves the right to reject any and all proposals, to waive anytechnicalities, informalities and irregularities, to accept or reject all or part ofthe proposal, and to be the sole judge of the suitability of the proposals offered.Page 8 of 24

3. Evaluation of the proposals will be made by our Evaluation Committee. Inaddition to evaluating written proposals, oral interviews may be requested.4. The criteria presented below have been tailored to the requirements of thisRFP. Bidder/Consortium should note that these criteria serve to:i.ii.iii.iv.v.vi.vii.viii.The Bidder or at least one constituent of the Consortium should have aminimum 3 years of experience as Information Technology Firm.The Bidder/Consortium should demonstrate experience inWeb/Software Development.The Bidder/Consortium having experience in Cloud Based services likelive streaming shall be preferred.Experience in Over the Top (OTT) is preferred.The Bidder/Consortium should demonstrate experience inimplementing similar type of project.The Bidder or at least one constituent of the Consortium should bebased/have presence in the state of Uttar Pradesh (preferred) elseshould definitely be a valid Indian entity.The Bidder/Consortium should have in an inhouse logisticsinfrastructure or should have a tie up with a logistics company withpresence across the continents they are bidding for.The Bidder/Consortium should have been incorporated beforesubmission of the bid documents; the registration certificate/authorityletters should be submitted along with the bid.4. Mode of EngagementSKVT is offering an opportunity of a long-term relationship on a fixed annualretainership and revenue generated sharing basis for a period of 03 (Three) years,for different geographies, which is extendable up to another 05 (Five) years on yearon year basis. The annual retainership fees and the revenue generated share shallbe paid to the trust on a quarterly (03 month) basis.
