Foreword from Chief of EditorThere is a deep interest in the theme of the conference “Global Challenges andReconstruction for Future Education” by educators and policymakers. The 5 th ICETAconference is held in Surabaya as an annual event organized by PGRI Adi Buana. A sumof 60 presenters will present their papers in this conference. Education is recognized as akey domain in a process by which human beings and societies can reach their fullestpotential. Education is critical for promoting sustainable global well-being and improvingthe capacity of the people to address various global well-being related problems andissues. Therefore, citizens, educators and government should mobilize efforts to ensurethat the goals of education and sustainable development can be achieved.Thisproceedings draw a new insights into the relationship between education and sustainabledevelopment through a focus on future indicators. Specifically, authentic learning iscritical in the future paradigm. Authentic learning nurtures divergent thinking in students.Divergence leads to innovative and inquisitive ways of thinking. Innovation in pedagogyand the enhancement of research culture in teachers is pertinent to achieve realtransformation in education. The use of information and communication technologies(ICT) has been seen by researchers as a means to assist in solving research problems.However, although the use ICT within the R&D function has been seen as crucial inresearch and innovation, a number of teachers have not considered technology integrationin their pedagogy and action research.However, the tension between idiosyncratic and institutional knowledge construction isexacerbated by lack of technology proficiency among teachers. In addition, the lack ofresearch culture and infrastructure in the schools makes it even worse. Nevertheless, tomove the “teacher as researcher” agenda forward, transformational leadership at theschool must be put in place and functional. Thus, the need for transformational leadershipin spearheading innovative teaching and research initiatives in the individual educationalinstitution is crucial. The impetus to develop innovation and to actively engage inresearch and development emanated from the intense desire to expand the frontier ofknowledge. Research should not only be aligned to the institution’s vision and missionbut should remain as its handmaiden in the actualization process of such. The primarygoal of research is to transform society through its impacts and outcomes. The generationof knowledge and its dissemination cannot be an end in itself. Knowledge must beutilized and the utilization becomes worthwhile if it leads to the generation of good andservices for the improvement of life.This proceedings is a collection of selected papers accepted for presentation in thisInternational Conference on Global Challenges and Reconstruction for Future Education.Varied topics are written including education, skills training, work, gender, earlychildhood, human capital development, leadership, music, language, ICT, and life-longlearning. Without them, the proceedings of The 5th International ConferenceEducation Technology Adi Buana (ICETA 5) would not have been completed in time.The purpose of the publication of the conference proceedings is to document thescientific work of the main speakers and paper presenters of scientific papers on theparallel session program that has contributed for the presentations in the conference.ICETA 5 was organized by the University of PGRI Adi Buana Surabaya incooperation with Sultan Idris Education University, United States of America Embassy,University of Malaya, SEAMEO SEAMOLEC Cambodia, and the Directorate General ofHigher Education, Ministry of Education of the Republic of Indonesia.In taking “Global Challenges and Reconstruction for Future Education” as thetheme of its 2014 conference, the International Conference Education Technology AdiBuana (ICETA5) has continued its tradition of developing a stimulating program ofpresentations and providing abundant opportunities for debate and for the elaboration anddevelopment of ideas represented a wide range of interests and expertise including (1)human performance technology, (2) future education for teachers, (3) the newchallengges for E-learning, (4) modelling for collaborative learning, (5) best practiceacross fields (secondary education, higher, skill development, and vocational education),(6) maximing teacher profesionalism, (7) developing educational orientation in localvalues and multicultural society, (8) visualizing and implementing technology change, (9)distance learning and blended learning, (10) teacher leadership for instructionalinnovation, dan (11) multi-faceted roles and the professional quality and development ofteacher educators.I would like to extend my deepest gratitude and sincere appreciation on behalf ofthe ICETA 5 committee to the following persons:1. Kurikulum Berasaskan Kajian Masa Depan:Cabaran PerlaksanaanProfesor Dr. Saedah SirajJabatan Kurikulum dan Teknologi PengajaranFakulti Pendidikan, Universiti Malaya, Kuala LumpurAbstract: Apakah bentuk kurikulum negara masa depan khususnya pada tahun-tahun 2015,2020, 2050, 3000? Apakah bidang-bidang dan subjek-subjek yang menjadi keutamaan untukmendapatkan perkerjaan pada waktu itu? Apakah pendekatan pengajaran dan pembelajaranpaling efektif yang digunakan pada waktu itu? Apakah kriteria yang perlu dimiliki para pendidikpada waktu itu? Apakah bentuk generasi kita pada waktu itu? Apakah keperluan peralatan danlogistik yang diperlukan sekolah pada waktu itu? Semua ini akan dapat dijangka dan dilihatdalam kajian Kurikulum Masa Depan atau Future Curriculum. Perkara-perkara yang akandibincangkan termasuk: 1) Tujuan Kurikulum Masa Depan; 2) Kurikulum secara ringkas; 3) Apaitu Kurikulum Masa depan? 4) Kepentingan Kurikulum Masa Depan untuk pembinaan negaramasa depan; 5) Sejarah ringkas Pengajian Masa Depan; 6) Pendekatan-pendekatan mengukurKurikulum Masa Depan; 7) Kajian di Malaysia; dan 8) Kajian Masa Depan luar negeri.Kata kunci. Kurikulum; Kurikulum Masa Depan; Jangkaan; Pengajian Masa Depan;Pendekatan mengukur.PENGENALANSejak tahun-tahun 1940an lagi Pengajian Masa Depan telah mula diterima sebagai satudisiplin ilmu di Amerika Syarikat dan di beberapa buah negara Eropah sementara bidangKurikulum itu pula hanya diasaskan oleh Ralph Tyler pada tahun 1949 (Saedah Siraj, 2005;Tyler, 1949ab). Pada tahun 1944, General Arnold telah mengarahkan supaya satu laporankemampuan teknologi masa depan yang mungkin boleh digunakan oleh tentera Amerika Syarikatdisediakan untuk US Air Force. Dua tahun kemudian iaitu pada tahun 1946, syarikat DouglasAircraft pun memulakan Projek RAND (Report on a Long-Range Forecasting Study) (LaporanJangka Panjang Kajian Jangkaan) untuk mengkaji perkara-perkara yang ada hubungannya denganpeperangan antara benua (Wikipedia, 2006).Pada tahun-tahun 1950an kajian masa depan semakin banyak dijalankan di Amerika Syarikatantaranya kajian RAND oleh Norman Dalkey dan Olaf Helmer (Dalkey & Helmer, 1951).Dalkey dan Helmer dikatakan pihak yang terawal membangunkan Teknik Delphi di The RANDCorporation (Dalkey & Helmer, 1951, 1963). Bagaimama pun, Theodore J. Gordon dan OlafHelmer adalah dua tokoh futuris pertama yang mengplikasikan teknik tersebut (Gordon &Helmer, 1964; Gordon & Hayward, 1968).
