How ISO 50001 worksReleased in 2011, and containing4 key clauses, ISO 50001 is basedon the management system modelof continual improvement. Thestandard provides a framework ofrequirements for organizations to: Develop a policy for moreefficient use of energyPlanEstablish objectivesand draft your plansEgy Mn erImplementationand OperationPlanEnergyPlanning Fix targets and objectives to meetthe policy Use data to better understandand make decisions aboutenergy use Measure the resultsDoImplement yourplansanagement SystemDoTopManagementCheckActActCorrect and improve yourplans to meet or exceedyour planned resultsCheckingReview andimproveCheckMeasure and monitor youractual results against yourplanned objectives Review how well the energy policyis workingThe Plan-Do-Check-Act (PDCA) cycle is the operating principle of ISO management standards. By following thiscycle, you can effectively manage—and continually improve—your organization’s effectiveness. Some of the core concepts of ISO 50001 are:4ConceptCommentManagementresponsibilityThe actions that top management must take in order to support the successfulimplementation and maintenance of an EnMSEnergy reviewThe analysis of energy use and consumption and the following identification ofopportunities for improving energy performanceEnergy baselineThe readings of energy consumption over a defined period of time that will be used tomeasure the performance of an EnMS againstPerformance indicatorsMeasures that will be used to evaluate how successfully the EnMS is operatingCommunicationSpecific guidance on what needs to be communicated to whom as an EnMS is beingplanned, implemented, maintained or improvedDocumentationRequired written details of the EnMS and supporting information such as energyconsumption billsNon-conformity andcorrective actionNon-conformities are identified via the audit process as the non-fulfilment of arequirement of the standard, corrective actions are what the actions an organizationmust take in order to fulfil the requirementManagement reviewThe process by which management evaluates the progress and achievements of theEnMS

Key requirements ofISO 50001Clause 1: ScopeClause 4.3: Energy PolicyThis clause relates to the scope or coverage of thestandard to help organizations achieve the intendedoutcomes of its EnMS.An organization’s energy policy will confirm itscommitment to improving energy performance. The policy must reflect the size and nature of thebusiness, commit to continual improvement andcompliance with any legal requirements. It will alsoestablish a process for setting and reviewing energyobjectives and targets, support energy-efficientproduct purchases and how and when the policy isreviewed and updated.Clause 2: Normative referencesThere are no normative references, for example otheradditional requirements in other standards, that haveto be considered. The clause is retained in order tomaintain the same numbering scheme as all theother management system standards.Clause 3: Terms and definitionsThis listing of terms and definitions is included in thestandard to provide readers with an understandingof terms related to energy management.Clause 4.2: Management ResponsibilityThis clause clearly lays out the need for topmanagement to commit to supporting the energymanagement system. This means that high-levelrepresentatives of the organization have to supportthe definition, establishment, implementation andmaintenance of an energy policy. Key commitmentsinclude conducting management reviews, makingsure that the necessary human, technology andfinancial resources are available and ensuring thatenergy objectives and targets are established.Clause 4.4: Energy PlanningThis clause focuses on how a business organizesitself to address its energy use. It requiresinformation gathering around the organization’sactivities that can affect energy as well as what,if any, legal requirements the organization mustmeet. The organization must also develop an energyreview that analyses energy use and consumptionto gain an understanding of where in the businessenergy consumption is highest. Using this data, improvement opportunities must be identified andprioritized. How the improvements will be measuredalso has to be decided. Establishing an energybaseline is also required to understand how muchenergy is being used before the energy managementsystem is put in place. Finally, in line with the energypolicy, energy objectives and targets need to beestablished, implemented and documented alongwith action plans detailing how they will be achieved.5

Clause 4.5: Implementation and OperationIn order to make sure that the EnMS is successfullyimplemented and maintained, ISO 50001 states thatall workers who are involved with the EnMS must becompetent and properly trained according to theirrole. Your organization should carefully review thecapabilities of the employees who will be workingwith the energy management system and determineif training or additional hiring is required. Theremust also be a system in place that supports thecommunication of information about the systemto impacted workers as well a way for workers toprovide feedback, concerns or suggestions.Documenting the EnMS is also very important. Theremust be a clear description of the system, its scope, boundaries, energy policy and objectives. The samemust be done for all of the associated action plans, documents and records. To ensure that it continuesto be relevant your organization will also have todevelop a process for maintenance, regular reviewand updating of the documentation.6The establishment and maintenance of operationalprocedures and controls, as required by the standard, helps organizations ensure they’re controllingsignificant energy use and adhering to the policies, objectives and targets established in the energyplan. The design requirement in the Implementationand Operation section of the standard requires thatall new, modified or renovated facilities, equipment, systems and processes that an organization builds orimplements that have a significant impact on energyuse must undergo an energy performance evaluationand that the resulting findings be incorporated intothe new project. It is also a requirement that when purchasing orprocuring energy services or products that consumeenergy, organizations have criteria for measuringenergy use, consumption and efficiency over theproduct/service’s lifetime and that potential suppliersare made aware that purchasing decisions will bepartly determined by these criteria.

Clause 4.6: CheckingClause 4.7: Management ReviewThis is all about measuring and evaluating your EnMSto ensure that it’s effective. You will need to considerwhat should be measured, how it will be measuredand how and when the data will be analysed andreported on.According to a set schedule, the top management ofyour organization will have to review the EnMS. Thisis done so that it continues to be suitable, adequateand effective. Highlights include a review of the energypolicy, the organization’s energy performance, legalcompliance and any changes that have occurred tolaws and regulations set by government, industry orother bodies, the status of corrective and preventativeactions as well as recommendations for improvement.Typically, the results of the Management Reviewwill include things like changes to the energy policy, energy performance indicators and/or the EnMS’sobjectives and targets.Internal audits will need to be carried out so that youcan make sure that the EnMS is in line with ISO 50001and is meeting the established objectives and targets. You will then have to address any nonconformities bytaking corrective and preventative actions.7
