The document can alsobe used for organizations to performauditing and certification. This single worldwide system will replace theneed for multiple systems, audits andcertifications. Why industry specific ?Why does the oil and gas industry need an industry-specific quality management system ? The currentworldwide standard for quality management systems, ISO 9001:2000, isa generic one that must satisfy theneeds of many types of industry andorganization. Thesesupplementary requirements help toensure that additional preventiveactions are taken by the organizationsmanufacturing goods and/or performing services for use in the oil and gasindustry, which are often subjected tovery harsh and demanding environments.Supplementary requirements thatare very appealing to purchasers, engineers and users within the oil and gasindustry are detailed below.Objectivity, impartiality andindependenceA key element in the assurance ofproduct and service safety and business continuity is the quality management system implemented by goodssuppliers and service contractors.Industries in which the results of catastrophic failure are intolerable havetraditionally embraced and requiredquality management system standardsthat are more prescriptive.30ISO Management Systems – July-August 2004ISO 9001:2000 requires the “ objectivity and impartiality of the auditprocess ”. ISO/TS 29001 also requiresthe same objectivity plus “ independence ” with regard to both designreviews and final acceptance of product. These requirements are key toensuring additional safeguards forpurchased products and services.

ISO Management Systems, www.iso.org/imsINTERNATIONAL Design reviews. ISO/TS 29001,“ Design and development review– Supplementary ”, requires. “ Afinal design review shall be conducted and documented. Individual(s)other than the person or personswho developed the design shallapprove the final design.” Final acceptance. ISO/TS 29001,“ Final acceptance of product ”,requires.“ Personnel other thanthe persons who performed ordirectly supervised the productionof the materials or products shallperform final acceptance and product release.” Internal audits. To further enhancethe objectivity and impartiality of the internal audit process,ISO/TS 29001:2003 goes even further than ISO 9001:2000 to requirethat internal auditors are “ personnel independent of those who performed or directly supervised theactivity being audited ”.By requiring that “ independent ”persons perform these tasks, ISO/TS29001 goes a step further to ensurethe objectivity and impartiality of theend results of the processes.ISO/TS 29001 addresses nonconforming product that is detected afterdelivery or use has started as “ fieldnonconformities ” and requires theorganization’s procedure for managing nonconforming product to includefield nonconformities. A vital, keyaspect of quality management systems for the oil and gas industry isthe requirement for organizations totrack and analyze field failures/fieldnonconformities. Although in someinstances, field failures cannot beretrieved for analysis, field failurescan often provide invaluable information which an organization can use todevelop and implement effective corrective and preventive actions.Photo HydroField nonconformity analysisFrequency of management activitiesA key element in theISO 9001:2000 requires management reviews and internal audits tobe performed at planned intervals.ISO/TS 29001 requires specific minimum frequencies for these management activities. ISO Management Systems, www.iso.org/imsINTERNATIONALISO/TS 29001 is expected to result in“ increased international acceptanceof time-tested, sector-specific qualitysystem requirements on a broad scalefor the worldwide oil and gas industry ”. He defines it as : “ One industry– one standard.”He adds : “ The API Quality Committee knew that API Spec Q1 (6thEdition) contained extremely valuable quality system requirements tothe international oil and gas industry. The committee concluded thatthe best way to increase international acceptance would be to draft thenext version of API Spec Q1 (7th Edition) with a joint API/ISO committeewith the final result being a joint publication of API Spec Q1 and ISO/TS29001. The ultimate goal is to obtainworldwide acceptance and use of thestandard.”Liaison with ISO/TC 176Early on, ISO/TC 67 requestedand received liaison with ISO/TC 176(the ISO committee responsible forISO 9001:2000). Mr. Jim Pyle (London Quality Centre) was appointedas the ISO/TC 176 liaison member toWork Group 2 and he attended several meetings of the group both in theUS and in Europe. Having been a keyparticipant within ISO/TC 176 andthe development of ISO 9001:2000,Mr. Pyle was extremely helpful in providing valuable insight and suggestions on how the Work Group shouldapproach various issues and supplementary requirements that are thetrademark of the document.Development of ISO/TS 29001After the publication of ISO 9001:2000, the API Quality Committeedetermined that many of the requirements that were deleted from the ISO9001:1994 version were still desirablefor the oil and gas industry. Particularly desirable were the requirementsfor some documented proceduresfor quality elements that were relinquished by ISO 9001:2000.The initiative to develop ISO/TS29001 began during the API Subcommittee 18 and Committee 4 on Quality’s January 2002 winter meetings inTampa, Florida. The final intent was topublish the seventh edition of Q1 as ajoint API/ISO standard. API submitted a New Work Item (NWI) to ISO/TC 67 in April and it was accepted on16 June 2002.Co-authorIdentical documentsISO/TS 29001:2003 was publishedon 15 September 2003 and the APIversion, API Specification Q1, seventh Edition was published on 15 June2003, becoming effective and mandatory on 15 December 2003. The documents are identical except for oneadditional requirement in the APIdocument relating to API administration. These documents add to the continuing list of ISO/API standards thatare developed by joint work groupsand committees and are published byboth ISO and API to serve the oil andgas industry.ConclusionDue to the critical nature of products, services and processes within thepetroleum, petrochemical and naturalgas industry, additional requirementswere needed for quality managementsystems of goods suppliers and service contractors within the sector. Thedevelopment of ISO/TS 29001 hasfulfilled that need and has brought amore comprehensive quality management system to this critical industry. In order to best serve the interestsof the industry, and as a method ofbetter ensuring the safety of personnel and the environment, engineers, purchasers, users, manufacturers, service organizations and suppliers shouldadopt this standard as the basis for oiland gas industry quality managementsystems.Lanny Gookin is theranking consultantmember of APISubcommittee 18,the Subcommitteeon Quality thatcontrols API Spec Q1.A registered LeadQuality ManagementSystem Auditor andASQ Certified QualityEngineer, he hasauthored numerousarticles and givenpresentations onquality in the oil andgas industry over thepast 20 years.Mr. Gookin is Presidentand Senior Consultantof QMR Consulting,Inc. in Houston, Texas,a quality consulting, training, and auditingorganization thathas established QMSfor oilfield users, engineering companies, manufacturers, andsuppliers throughoutthe world.Tel.FaxE-mailWeb 1 713 974 1872. 1 713 974 6336.lanny@qmrc.comwww.qmrc.comISO Management Systems – July-August 200433
